CLASS TITLE: PAYROLL TECHNICIAN
BASIC FUNCTION: Under the direction of the Director of Accounting and Budget, perform a variety of technical duties in the preparation of payroll for certificated and/or classified personnel; process new, modified and terminated employees within the payroll system; maintain and update payroll information databases; assist the Director with budget projections for interim reports. REPRESENTATIVE DUTIES: ESSENTIAL DUTIES: Perform a variety of technical duties in the preparation of payroll for certificated and/or classified personnel; receive and audit organizational time reports for classified and/or certificated employees; process and evaluate a variety of payroll-related forms and applications. Process new, modified and terminated employees within the payroll system; maintain and update data relating to longevity increments, retroactive pay, step advances and vacation accruals as necessary; process verifications of employment. Assign employee positions and budget account codes into an assigned database; verify placement of rate of pay in accordance with the Personnel Action Form; assure accuracy of inputted data. Maintain and update payroll information databases relating to taxes, direct deposit, union dues, tax levies and garnishments, leaves of absence and Worker’s Compensation; prepare W2 and quarterly tax forms; maintain, create and update salary schedules and school calendars. Process, verify and disburse financial compensation to employees, including overtime, stipends, extra assignments and Adult School compensation in accordance with District salary schedules, policies and procedures. Process and submit a variety of documents, including journal entries and Employment Development Department claims and audits; prepare payroll billing costs for site, ASB or outside agencies. Resolve financial and payroll discrepancies, including stale dated checks, stop payments and check reversals. Serve as a technical resource to the Director, staff, personnel and faculty with regards to payroll information; respond to inquiries and resolve payroll related issues; assist the Director with budget projections for interim reports, including salaries and benefits projections. KNOWLEDGE OF: Principles and techniques involved in payroll preparation and processing. Tax withholding, voluntary deductions, garnishments and supplemental insurance. Preparation, maintenance, verification and processing of payroll records and reports. PERS, STRS, Social Security, Medicare and other government entities. Organizational payroll policies and objectives. Financial and statistical record-keeping techniques. Preparation of financial statements and comprehensive accounting reports. Applicable laws, codes, regulations, policies and procedures, including Federal and State Education codes. Principles and practices of data processing. Modern office practices, procedures and equipment. Operation of a computer and assigned software. Oral and written communication skills. Interpersonal skills including tact, patience and courtesy. ABILITY TO: Perform a variety of technical duties in the preparation payroll for certificated and/or classified personnel. Assure employees are paid in an accurate and timely manner. Prepare and maintain a variety of automated and manual records and reports. Interpret, apply and explain laws, rules and regulations related to payroll activities. Process payroll and related records for payrolls. Monitor, audit, adjust and reconcile payroll data. Identify, investigate and resolve financial errors and discrepancies. Operate a variety of office equipment including a computer and assigned software. Compare numbers and detect errors efficiently. Operate standard office equipment including a computer and assigned software. Communicate effectively both orally and in writing. Assemble, organize and prepare data for records and reports. Work confidentially with discretion. Establish and maintain cooperative and effective working relationships with others. Meet schedules and time lines. Make computations with speed and accuracy. EDUCATION AND EXPERIENCE: Any combination equivalent to: graduation from high school supplemented by college-level course in accounting or related field and four years clerical accounting experience including one year in the maintenance of payroll records.
