LEXINGTON COUNTY SCHOOL DISTRICT Two

Parents of students attending Title One Schools are invited to comment on the following draft Family Engagement Policy. This policy was drafted by Lexington Two’s District Title One Planning Team. Comments should be submitted to Debbie Gunter by email ([email protected]), fax (739-4044), or telephone (739-4041) through August 17, 2017.

DRAFT CHANGES

2017-2018 Title I Family Engagement Policy PART I. General Expectations Lexington School District Two agrees to implement the following:  Lexington Two will put into operation programs, activities, and procedures for the involvement of parents in all of its schools with Title I, Part A programs, consistent with Section 1118 of the Elementary and Secondary Education Act (ESEA). Those programs, activities, and procedures will be planned and operated with meaningful consultation with parents of participating children. 

Consistent with section 1118, Lexington Two will work with its schools to ensure that the required school-level parental involvement policies meet the requirements of section 1118(b) of the ESEA, and each include, as a component, a school-parent compact consistent with section 1118(d) of the ESEA.



Lexington Two will incorporate this district-wide parental involvement policy into its Local Education Agency (LEA) plan developed under the section 1112 of the ESEA.



In carrying out the Title I, Part A parental involvement requirements, to the extent practicable, Lexington Two and its schools will provide full opportunities for the participation of parents with limited English proficiency, parents with disabilities, and parents of migratory children, including providing information and school reports required under section 1111 of the ESEA in an understandable and uniform format and, including alternative formats upon request, and, to the extent practicable, in a language parents understand.



If the Local Education Agency (LEA) plan for Title I, Part A developed under section 1112 of the ESEA, is not satisfactory to the parents of participating children, the school

district will submit any parent comments with the plan when the school district submits the plan to the South Carolina State Department of Education. 

The school district will involve the parents of children served in Title I, Part A schools in decisions about how the 1 percent of Title I, Part A funds reserved for parental involvement is spent, and will ensure that not less than 95 percent of the one percent reserved goes directly to the schools.



The school district will be governed by the following statutory definition of parental involvement and expects that its Title I schools will carry out programs, activities, and procedures in accordance with this definition: Parental involvement means the participation of parents in regular, two-way, and meaningful communication involving student academic learning and other school activities, including ensuring(A) that parents play an integral role in assisting in their child's learning; (B) that parents are encouraged to be actively involved in their child's education at school; (C) that parents are full partners in their child's education and are included, as appropriate, in the decision-making and on advisory committees to assist in the educatation of their child; (D) the carrying out of other activities, such as those described in section 1118 of the ESEA; (E) the school district will inform parents and parental organizations of the purpose and Existence of the South Carolina Parental Information and Resource Centers (PIRC).

PART II. Description of how Lexington School District Two will implement the required district-wide Parental Involvement Policy 1. Lexington School District Two will take the following actions to involve parents in the joint development of its district-wide parental involvement plan under section 1112 of the ESEA: a. Each Title I school in the district will be contacted to submit names of parents, teachers, or administrators to serve on the Lexington Two Title I District Planning Team. b. Either the school or the district will contact each potential member to explain the purpose of the team. c. The district will send a confirmation letter with meeting dates and times, a description of the purpose of the Team, a copy of the Lexington Two Parent Involvement Policy to be updated, and a sample template of a more comprehensive policy. 2

2. Lexington School District Two will take the following actions to involve parents in the process of school review and improvement under section 1116 of the ESEA:  The district will ensure that the diversity of the student population is reflected in the teams of parents who participate in the processes of review and improvement. 3. Lexington School District Two will provide the following necessary coordination, technical assistance and other support to assist Title I, Part A schools in planning and implementing effective parental involvement activities to improve student academic achievement and school performance: a. The district will ensure that Title I parental involvement funds are used for their intended purposes at the schools. b. The district will provide guidance to schools in planning and implementing effective programs. c. The district will monitor student achievement and school performance to help schools determine the efficacy of parental involvement programs and activities. 4. Lexington School District Two will coordinate and integrate parental involvement strategies in Part A with parental involvement strategies under the following other programs: a. Countdown to Kindergarten b. Starting Together, Arriving Ready (STAR) program c. English for Speakers of Other Languages (ESOL) Family Activity Night d. Adult education 5. Lexington School District Two will take the following actions to conduct, with the involvement of parents, an annual evaluation of the content and effectiveness of this parental involvement policy in improving the quality of its Title I, Part A schools. The evaluation will include identifying barriers to greater participation by parents in parental involvement activities (with particular attention to parents who are economically disadvantaged, are disabled, have limited English proficiency, have limited literacy, or are of any racial or ethnic minority background). Lexington Two will use the findings of the evaluation about its parental involvement policy and activities to design strategies for more effective parental involvement and to revise, if necessary its parental involvement policies. a. A parent survey will be created with input from parents and will be sent to the homes of students annually. Results will be tallied, analyzed, and discussed with the schools and with parents. b. The district will carefully and seriously consider recommendations and evidence of unmet needs and act to rectify negative situations. 3

6. Lexington School District Two will build the schools' and parents' capacity for strong parental involvement, in order to ensure effective involvement of parents and to support a partnership among the schools involved, parents, and the community to improve student academic achievement through activities such as those described below: a. The district will, with the assistance of its Title I, Part A schools, provide assistance to parents of children served by the school district or school, as appropriate, in understanding topics such as the following, by undertaking the actions described following the topics:  South Carolina's academic content standards,  South Carolina's student academic achievement standards,  State and local academic assessments including alternate assessments,  the requirements of Part A,  how to monitor their child's progress, and  how to work with educators. 1. Curriculum Nights 2. Parent University 3. PTO meetings 4. PTO Family Nights 5. Flexibly scheduled parent conferences 6. ESOL Night- technology and communication b. Lexington School District Two will, with the assistance of its schools, provide materials and training to help parents work with their children to improve their child's academic achievement, such as literacy training, and using technology, as appropriate, to foster parental involvement, by: 1. Curriculum Nights 2. Family Movie Nights 3. Parent University 4. PTO meetings 5. PTO Family Nights 6. Skate nights as a reward for attendance, behavior, and/or academic achievement 7. Black History Programs c. Lexington School District Two will, with the assistance of its schools and parents, educate its teachers, pupil services personnel, principals, and other staff, in how to reach out to, communicate with, and work with parents as equal partners, in the value and utility of contributions of parents, and in how to implement and coordinate parent programs and build ties between parents and schools by: 1. Training in cultural diversity through cohorts and their products, sharing of best practices in place at schools by principals and APs . 2. Training such as Children of Poverty 4

d. Lexington School District Two will, to the extent feasible and appropriate, coordinate and integrate parental involvement programs and activities with other programs and conduct other activities, such as parent resource centers, that encourage and support parents in more fully participating in the education of their children, by: 1. Adult education 2. STAR 3. PTO 4. Pre-Kindergarten classes 5. ESOL 6. Parents and students in transitional grades visits to their new schools e. Lexington School District Two will take the following actions to ensure that information related to the school and parent programs, meetings and other activities, is sent to the parents of participating children in an understandable and uniform format, including alternative formats upon request, and, to the extent practicable, in a language the parents can understand: 1. School summary brochures 2. Interpreters/translators hired by the district 3. Parent Portal PART III. Discretionary district-wide parental involvement policy components Lexington School District Two will, in consultation with its parents, choose to undertake the following additional activities to build parents' capacity for involvement in the school and school system to support their children's academic achievement:      

Provide necessary literacy training for parents from Title I, Part A funds if the district has exhausted all other reasonable available sources of funding: Pay reasonable and necessary expenses associated with parental involvement activities so that parents can participate in school-related meetings and training sessions: Schedule meetings (e.g., PTO, conferences) with flexibility at non-traditional times (e.g., very early in the morning, late in the evening, on Saturdays), so that working parents are better able to meet; Hold meetings (e.g., family nights and other events, PTO, conferences, advisory councils) in the community in "neutral territory" Back to School Caravan; Prize Patrol Establish a district-wide parent advisory council to provide advice on all matters related to parental involvement in Title I, Part A programs; iPads are available at schools with apps that can be used to assist with simple interpreting and translations; Not to be used for legal documents.
