OVID TOWN BOARD Regular Monthly Meeting FEBRUARY 12, 2014
The regular meeting of the Ovid Town Board was called to order at 7:00pm by Town Supervisor Walt Prouty, Also present were Councilmen John Hubbard, Brian Flood, Mark Beardsley, and Joe Borst, Deputy Town Clerk Michele Vangalio, Highway Superintendent Jack Wickham, Bookkeeper Donalie Kelly, members of the press and other interested citizens. Minutes of the January 8, 2014 meeting were approved, as written, with a motion by Councilman Borst, a second by Councilman Beardsley and approval by all. Guest of the Board Shannon O’Connor spoke regarding activities at the Ford Memorial Library during the last year and plans for 2014. Highway Superintendent Jack Wickham presented his report. Jack stated that no bids were received for the surplus sander. With a motion by Supervisor Prouty, a second by Councilman Borst, and approval by all, the Board approved Jack’s attendance at Advocacy Day in Albany. Jack’s Transfer Station report was also presented. The Town Clerk’s Report and moneys collected for January were accepted into the record. Discussion was had regarding delinquent dog licenses. As Land Use Officer, the Town Clerk reported on activity with land use permits within the town. Board Members received the Bookkeeper’s report. Supervisor Prouty presented his report. Planning Board Chairperson Jennifer Hollleran reported on the activities of the Planning Board. It was noted that the surveys were being tabulated. Councilman Borst reported on activities with the Transfer Station Committee. With a motion by Councilman Flood, a second by Councilman Borst, and approval by all the Board agreed to implement rate changes and to not accept brush as of March 1st. A new rate sheet was presented for advertising. Councilman Flood reported regarding the Planning Board and the Farm Bureau. Three applications were received for the open planning board position. The Clerk was directed to set up interviews starting at 6:00pm on March 12th prior to the next meeting. Councilman Borst presented his reports regarding the Highway Department. Councilman Hubbard presented his reports regarding EMS and Fire Departments. Councilman Beardsley presented his report regarding the Assessment Department.
Bruce reported on facilities. Discussion was had regarding what is left in storage. With a motion by Councilman Beardsley, a second by Councilman Flood, and approval by all, the Board approved Resolution 8-2014, re-appointed Anne Morgan as Town Assessor through December 31, 2020. Following the Audit of the bills, Vouchers #25-60 were approved for payment with a motion by Councilman Flood, a second by Councilman Borst, and approval by all, for Abstract #2 for $70.421.07. Supervisor Prouty adjourned the meeting at 8:03pm with a motion by Councilman Borst, a second by Councilman Hubbard, and approval by all. Respectfully Submitted,

RESOLUTION NO. _8_- 2014 RESOLUTION TO APPOINT ASSESSOR
Whereas, New York State statutes governing assessors require that assessors serve defined terms, and Whereas, New York State statutes permit assessors to be appointed by their respective Town Board, and Whereas, the term of Anne Morgan has expired, and Whereas, public notice of the opening for an assessor has been given and interested individuals have applied for the position, Resolved, that the Town of Ovid Board hereby appoints Anne Morgan to a six-year term as its Assessor, effective this date though December 31, 2020.
