LINN LION CLUB/OSAGE COUNTY FAIR PARKING, VEHICLE & ADMISSION POLICY I.
ADMISSIONS a. Season Passes: Adult - $15; 12 and under – free Daily Passes: Thursday - $5; Friday and Saturday - $10 b. All persons that enter the fairgrounds must purchase a season pass or a daily admission pass. There are no exceptions for event participants. c. Passes are not required for the following: i. Police & Ambulance & Fireperson (On Duty) ii. Press (TV, radio, and newspapers) iii. Lions members (not families) iv. Lions Club Scheduled workers v. Hired bands & entertainment (as approved) d. There will be NO CARRY IN ALCOHOL or FOOD on the fair grounds. e. The Lions Club reserves the right to deny admittance to any person or require any person to leave the fair grounds at any time and for any reason.
II.
VEHICLE PARKING INSIDE THE MAIN GROUNDS a. All motor vehicles that enter the fenced in area of the Osage County Fair Grounds will enter under the following rules. Any vehicle not complying with these rules WILL BE TOWED AT THE OWNER’S EXPENSE.

GENERAL RULES FOR 4-H & FFA ENTRANTS (EXCEPT LIVESTOCK) EXHIBITOR MUST BE PRESENT FOR CONFERENCE JUDGING, UNLESS “EXCUSED” 1. Items made by 4-H and FFA members officially enrolled in Osage County Clubs & Chapters. Projects should reflect the skills they have learned in their project, the needs and interests of the exhibitor, and quality workmanship. Use the 4-H project literature and the “Clover” for ideas and criteria. 2. Exhibits are limited to three items per project. Items may only be exhibited in project areas in which the member is enrolled. No more than two entries per class will be accepted in projects with more than one class. 3. Exhibitors may display only in projects in which they are enrolled in the current 4-H year. Items showcased must be made in the current year and must be the work of the 4-H member submitting the item. This “year” means from July 12, 2016 through July 5, 2017. 4. To be “EXCUSED” from conference judging on Tuesday night, exhibitors must contact the MU Extension Office and complete the appropriate paper work. Waivers may be requested no later than 1 week prior to check-in dates. Waivers will be available at the Extension Office Superintendents and Executive Committee will make the decision. 5. All items must be made as a project. No items made in school, camp, or outside 4H projects may be entered, with the exception of FFA entries constructed as a supervised learning experience. All items must be the work of an individual, unless otherwise stated that it can be a group project such as club educational displays 6. Items are displayed at the risk of the exhibitor. The Osage County 4-H, Extension Centers and Missouri State Fair staffs are not responsible for loss or damage to items. Items will be displayed in an open building, protective covering is appropriate for easily damaged items. 7. Completed entry tags must accompany the exhibit. Use the same description, class numbers, etc., as found in official fair lists. Entry tags will be available from the Extension Center. Make sure to securely attach a tag to each entry. 8. Judging will be done on the Danish system. Unworthy exhibits or exhibits not containing the right size or quantity may not be judged. 9. All entries will remain in place until at least 6:00 p.m., on Saturday, July 9, 2017. Exhibits may be claimed at that time. Premiums may be withheld if exhibits are removed prior to this time. Premiums will be paid after the fair. 10. While on exhibit, some items will spoil. Spoiled items will be disposed of by the fair committee. Ribbons and tags will be saved and left on exhibit. 11. Any class beginning with the letter "C" is for local exhibition only and is not eligible for the State Fair.

12. The following items will be displayed in the "Library", a special area that allows fairgoers to touch and examine the items. Exhibitor’s name and address should be permanently affixed to item. Notebooks (three-ring binders are preferred) - name and county on spine. Posters (flat only; do not fasten items to the poster) - name and address on back. File card system. These items will be accepted from any project. Youth who show notebooks, posters, or file card systems should understand that their exhibits will be handled. 13. Where the item list states, “any item made,” the exhibitor may display any item made in that project. This includes notebooks, file cards, photo displays, posters, or educational displays. 14. Because of display space, available cases and number of exhibits in certain projects dimension criteria is specified. Items which do not comply with size or other specifications will not be displayed or receive a ribbon. There should be no posters, notebooks, or patterns attached to projects. Scrapbooks made in projects other than class 315 will be displayed in the Library or with other exhibits. Poster - No larger than 14" x 22"; flat only; do not fasten items to the poster. Photo Display - REQUIREMENTS: A. Photos must be mounted on an 8"x10" solid mounting surface. B. The mounting surface should be mat board. C. Photographs must be 8"x10" or smaller, with no more than four photos per mat board. "Solid" requires that these are no cutouts or other holes in the mat board, either around or behind the photo. "Mat board" is a specific material. It is not cardboard, foam core, poster board, etc. Mat board may be easily purchased from online retailers if local craft stores are not available. Examples of online retailers that sell 8" x 10" mat board include Sears, Golden State Art, Redimat, Etsy and several others which can be found via Google. Mount photos on the smoothest side of the mat board, using only adhesives designed for permanent mounting of photographs. Photo exhibits should arrive in a "zip-lock style" bag, to protect them from dust, humidity, etc. Include name, address and county on the back of each photo. Educational display – REQUIREMENTS A. Must not exceed 11 inches in height, 12 inches in depth (front to back) and 14 inches in width. Must include three dimensional items and stand alone. (Posters with items taped to them do not qualify as educational displays. Science fair display boards are too large.) B. Entomology or geology display boxes - Box must be no more than18" long x 24" wide and 3 1/2" deep to fit in display racks. Plexiglass or plastic covers are preferred. No handles or knobs. Boxes will be displayed upright in racks. Scrapbooking – REQUIREMENTS A. Exhibits should be only 1 page/1side representative of the complete scrapbook. B. Size not to exceed 12"x12". C. All pages should be in clear protective sleeve or clear zipper bag. D. Do not frame. Working models – REQUIREMENTS A. These exhibits should show how things actually work (cutaway-sections of motors or computers) or can be used to help people identify parts, such as those of a motor or computer. B. Many times these exhibits are considered "hands-on" and can be handled by visitors. C. Working models should require floor space no larger than 14"x22". Decorated Cakes – REQUIREMENTS A. The use of forms or pans is recommended. B. Cakes should not exceed 13" in height or at the base. C. Cake boards should not exceed 1" margin on each side of cake pan or form and is considered in the 13" base requirements. D. Must only use Royal Icing, Rolled Fondant or commercial product (i.e. Dapp) that will harden and preserve the decorated cake. E. No real cakes, butter crème icing or tube/gel icing - displays containing these items will be considered ineligible and will be rejected.) 15. Items too large for display in the State Fair 4-H Exhibit Building will not be taken to the State Fair however a photo of large exhibits may be sent for display. 16. Any exhibits using batteries, such as circuit boards or robots should not connect the wires to the battery; rather the wires should be taped behind the battery. Another option is to not attach a battery, but indicate “battery goes here". This is to prevent potential fire hazards. 17. Shooting Sports exhibits should contain no live ammunition and arrow points should be removed. 2017 OSAGE COUNTY FAIR REGULATIONS FOR ALL LIVESTOCK & SALE ITEMS 1. All issues of concern & rule clarifications should be presented to the executive committee and/or superintendents for a ruling or clarification. 2. All youth show exhibitors must be officially enrolled members of 4-H or FFA in Missouri (or Collegiate 4-H) except in Dairy where County DHIA youth may exhibit.

3. All youth show exhibitors must be enrolled in the livestock project for the species. The State and County 4-H Programs do not sanction youth under 8 years old showing livestock or any type of animal and they will NOT be covered by University Liability Insurance. Clover Kids will not be allowed to exhibit animals at the Osage County Fair. A. ELIGIBILITY OF 4-H MEMBERS i. Entries in the 4-H Youth Department are limited to Missouri 4-H members who have passed their 8th birthday and have not passed their 19th birthday before January 1, 2017 and whose enrollment is on file in their University Extension Center. ii. Each exhibit shall be owned by the exhibitor and shall represent work accomplished with a 4-H project during the current club year. iii. The State 4-H Youth Development Program, through the county office, reserves the right to refuse the approval of entries of club members who fail to observe rules and regulations and hence are not in good standing. iv. 4-H members are not eligible to show in the 4-H if they belong to a 4-H club in another state. v. 4-H Food Quality Assurance Policy for 2017 By June 1, 2017, all 4-H exhibitors enrolled in food animal projects including beef, sheep, swine, dairy cattle, meat and dairy goats, rabbits, hams, and poultry must complete the appropriate level of Missouri Show Me Quality Assurance certification to be considered a 4-H member in good standing in that project. No further quality assurance documentation is needed with the State Fair entry. B. ELIGIBILITY OF FFA MEMBERS i. Active members of FFA who are continuing their supervised agricultural experience program are eligible. ii. All animals entered in this department must be the bona fide property of the exhibitor as a part of his/her regular Supervised Agricultural Experience Program. The local advisor is held responsible for the strict enforcement of this rule and is encouraged to accompany the exhibitor(s) to the fair. iii. By June 1, 2017, all FFA exhibitors enrolled in food animal projects including beef, sheep, swine, dairy cattle, meat and dairy goats, rabbits, hams, and poultry must complete the appropriate level of Missouri Show Me Quality Assurance certification to be considered an FFA member in good standing in that project.

4. 4-H/FFA OWNERSHIP OF ANIMALS: One of the objectives in owning an animal is to learn new skills in animal breeding, feeding, management and health. To accomplish this, the member should secure the animal as early in the year as possible. Livestock shows and exhibitions set up minimum dates for length of ownership necessary for exhibiting. 5. Exhibitors must exhibit their animals. In cases where an exhibitor has more than one animal in a class, another junior exhibitor must show the second animal. Superintendent may allow additional help in case of illness or physical handicap. 6. The dress code for picture, show, and sale is collared shirts with sleeves, jeans (no shorts or cut-offs), and the words and graphics must be consistent with 4-H & FFA activity dress code. All shoes should be closed toe and closed heel. 7. Show/Sale item exhibitors must be present for set-up to show and sell any livestock/cured meats. Waivers may be requested no later than 1 week prior to setup and are available at the Extension Office. Exhibitor will be required to volunteer for another work duty as designated. Superintendents and Executive Committee will make the decision. 8. Livestock exhibitors must be present to check in/weigh market animals/cured meats, to show market animals/cured meats and/or breeding livestock and sell market animals/cured meats.
9. Market Shows A. Exhibitors in the market show must be active members in good standing of an Osage County 4-H Club or FFA Chapter. B. An exhibitor may show 2 hams, 2 bacons, 2 market beef, 2 market lambs, 2 market goats, 1 market swine, 1 pen of four broilers, and 2 pens of three rabbits. C. D. Each exhibitor must/may sell only one project. The highest placing project will sell. Blue ribbon items are all equal and will sell before red ribbon items. All grand, reserve, and carcass champions will be sold at the auction, unless an exhibitor has grand, reserve, and/or carcass winners of same species, then highest placing item sells. F. 14. All Sheep & Goat exhibitors will present the necessary health papers prior to unloading. No Sheep or goats will be allowed to unload without required health papers & official scrapie ear tags. 15. Cedar shaving/sawdust will be provided. No straw for bedding will be allowed at the fair.
ANIMAL HEALTH REQUIREMENT FOR EXHIBITION 2017 This is the information used at the Osage County and Missouri State Fair. Contact the Missouri State Veterinarian’s office at (573) 751-4359 for clarification on the following. 1. General Animal Health a. Please check your animals for general health. b. Do not bring sick animals to the fair to protect other animals. 2. Health Papers A. Sheep & Goats are required to have Health Papers from a veterinarian office. B. The Health Papers are valid for thirty (30) days. C. Animals with active lesions of ringworm with resulting loss of hair or warts easily visible without close examination will not be permitted to exhibit and shall be subject to isolation or expulsion depending upon the nature and seriousness of the disease. 3. EXHIBITION REQUIREMENTS FOR CATTLE IN MISSOURI. A. Intrastate (cattle in Missouri moving for exhibition only). I.No Health Papers required. II.Must be free of clinical signs of an infectious or contagious disease. III.Brucellosis – no test or vaccination is required. IV.Tuberculosis – no test is required. 4. All poultry (except waterfowl) exhibited shall be tested negative for pullorum-typhoid within ninety (90) days prior to exhibition or originate from a flock approved by the National Poultry Improvement Plan (NPIP) or an equivalent program which has been tested within the past twelve (12) months with no change of ownership. This information shall be documented on a VS Form 9-2 (see 2 CSR 30-8.020) or similar certificate which shall accompany the poultry to the exhibition and shall be made available on request.

As the show date approaches, they will then select their best four birds to comprise a pen. These four birds must have a combined weight of 16 lbs for the pen to be eligible for the sale. 9. Rules & Regulations: 1. If there are no pre-registrations by June 15, 2017, at 4:30 pm at the Osage County Extension Center, there will be no Horse Show. 2. If no legible address in on the registration form, premium check will not be mailed. 3. 4-H/FFA exhibitors must submit a “Horse Enrollment Form” by May 1, 2017 and present at check-in for the horse show. 4. Exhibitors must manage all equines shown beginning no later than May of the current show year. Although ownership is desired, it is not required. Management is defined as the animal being under the complete care of the 4-H or FFA member for the time he/she is enrolled in the project. Equines shall not receive professional training, showing or handling after May 1, 2017. 5. Please refer to General Animal Rules for more information regarding the showing of animals at the Osage County Fair. 6. Current negative Coggins test is required and must be presented to the Superintendent and/or Veterinarian at check in. All animals will have the necessary health papers as required by the State Department of Agriculture and the County Fair Committee. Exhibitors will produce health papers if requested by the fair committee. Check the Animal Health Regulations and follow them. 7. All rules set forth in the 4-H Horse Leaders manual will apply. If in doubt about these rules, please obtain a copy from your Extension Office or your project leader before the show. 8. AQHA rules apply if not covered in 4-H rules. 9. Miniature Horses will comply with 4-H rules, then American Miniature Horse Association rules, then AQHA rules unless otherwise defined. 10. Timed events will follow the current Mounted Games Across America (MGAA) Games rule book. Entry & Fees 1. Entry is open to all. However, premiums will be paid to 4-H/FFA members in Osage and reciprocal counties only. 4-H/FFA members must enrolled in the Horse project in their respective county. Proof of reciprocation (i.e. fair book) must be presented to the Superintendent to be eligible for Premium payouts.

2. All Osage County 4-H/FFA members must be a “member in good standing” with their club/chapter and officially enrolled in the project to receive premiums and awards. 3. All exhibitor ages referred to are as of January 1st of current program year. Project Animal: 1. A youth who has enrolled only one horse may substitute an unenrolled horse in the event of lameness, injury, illness or death of the horse with a written statement/death certificate from the veterinarian. 2. If the member has more than one horse enrolled in the horsemanship project and the main horse used in the project is lame, injured, becomes ill, or in the event of death, one of other enrolled horses must be used. 3. The Osage County Extension Center must be notified in writing (electronic or paper) within three (3) days of death, lameness, illness or injury of any project horse and presented with veterinarian verification. The substituted horse must be added to the exhibitor horse project enrollment form with the project leader’s approval. 4. Fees will be charged to all participants as follows: a. $10 per horse & rider combination for all classes, if pre-registered by June 15, 2017 b. $15 per horse & rider combination for all classes (Late Registration) 5. All exhibitors are required to wear their entry number on their back or pinned to both sides of the saddle pad/blanket in all classes. 6. The use of any whips, bats, spurs or reins in any class shall be restricted to the area behind the saddle. The Judge may disqualify an exhibitor for excessive use of any of these. The Exhibitor may not be tied to the equine or saddle in any manner. 7. Superintendent reserves the right to divide or combine classes as necessary. 8. All decisions of the Judges are final. 9. Time of show may be adjusted at the discretion of the Superintendent and Judge. 10. Parking in designated areas only. 11. All riding participants must have signed a liability waiver before competing in the horse show. Attire: 1. All youth participants (under 18) will be required to wear either an ASTM helmet or a western hat in the show ring for judged events. For timed events all youth will be required to wear an ASTM helmet. 2. All Exhibitors are required to wear appropriate attire for each class. Anyone without appropriate attire may be excused from class as per 4-H Show Guidelines.

3. Western attire includes short sleeved or long sleeve collar shirt, boots with heels, long pants are required for both judged and timed events. A time penalty of five (5) seconds per class in the timed events will be assessed if appropriate attire is not worn. 4. English attire includes polo shirt, breeches, hunt or paddock boots, hunt cap or helmet. Class Categories & Rules: 1. All exhibitors may enter only one equine per category. Once the equine/rider combination has entered a category with an equine, they must stay in that category for the whole show. However, an equine may be entered in the 13 and older category, the 14-18 year category & the 1st & 2nd year category provided there are two or more different riders (i.e. siblings have declared the same project horse on their Enrollment form; each may show in their appropriate age division) Class Categories are: 2. Regular classes: These classes will call for walk, trot/jog & canter: Youth Open (5-13), Adult Open (14-over), 4-H/FFA Junior (8-13), 4-H/FFA Senior (14-18), 3. Therapeutic Classes: This class is conducted to allow anyone with personal handicaps to participate (5ys and older). Riders will be asked to ride at their personal “best”. In any case, safety will be of utmost concern. Riders will be afforded whatever assistance is necessary including “side holders”, “leaders”, signing for the auditory impaired, etc. Each rider will be judged on individual ability. 4. Lead Line Class: This will be ribbon only and only riders between the ages of 58 years old are eligible for this class. The equine must be led and controlled by an adult over the age of 16. The class will be worked at a walk only in both directions of the ring. In the line-up the judge may ask riders to back their equines to help them judge the extent of the rider’s horsemanship. The rider will be judged on basic position in the saddle, hand, leg, seat & back position. A lead shank of at least six feet long must be attached to the shank of the bit or at the halter that is under the bridle so the equine is controlled by the adult. If the judge asks the rider to back the equine in the lineup, the adult should not aid the rider. Proper show attire is required for the Exhibitor and handler. The Exhibitor may not be tied to the equine or saddle in any manner. This is a ribbon only class. 5. Therapeutic Lead Line Class: This class will follow the guidelines of both Therapeutic classes and lead line class. If necessary, both lead line classes can be combined. This class is awarded a ribbon only. 6. All timed events will start and end inside the arena, no running starts will be allowed 7. Any size equine or foal may be shown in Showmanship class. No stallions will be allowed to exhibit in any classes.
