GUIDELINES FOR DELEGATION/PUBLIC SESSION PRESENTATION(S) The Board of Trustees welcomes constructive public input into its deliberations at delegation/public session. Any citizen or group 18 years of age or over served by the Ottawa Catholic School Board may appear during the delegation/public sessions before the Board of Trustees to express views or concerns pertaining to matters within the mandate of the Ottawa Catholic School Board which are in accordance with the Board’s Procedural By-laws. PUBLIC SESSION: During the Public Session on the agenda, individuals who have signed up prior to the start of the Board meeting and meet the criteria stated above may address the Board of Trustees at this time. NOTE: maximum 5 minutes/per presenter, at discretion of Chair. DELEGATION: All delegations are required to submit a “Delegation Registration Form” outlining key points to be presented. This form must be received in the Director’s Office no later than seven (7) days prior to the Board meeting (see Board’s website for more information and to access the form). NOTE: maximum 10 minutes per delegation with no more than two (2) spokespersons and maximum two (2) delegations per Board meeting, at discretion of Chair. In recognition of our Catholic values, and in view of established standards of decorum, civility and propriety, the following guidelines have been instituted to promote an atmosphere of dignity and respect in all Board delegation/public sessions: 1) The spokesperson(s) will be asked by the Chair to come to the presentation table. All other guests of the Board shall remain seated in the gallery behind the presentation table. 2) Only constructive criticism of ideas, proposals or resolutions is appropriate. In presenting opinions on contentious issues, presenters will refrain from criticizing individuals by name or position. 3) Presenters will refrain from the use of derogatory, defamatory or inflammatory language in presenting their point of view. 4) Guests are asked to not interrupt the speaker during his/her presentation. 5) Signs and/or placards are prohibited in the meeting. 6) To assist presenter(s), a timekeeper will be displayed on the projection screen counting down from the allotted time. When one (1) minute remains, the spokesperson will be notified. When time has elapsed the Chair will inform the spokesperson. When decorum standards are not followed, members of the public may be asked to change their behaviour or they may be asked to leave. Following the presentation, the Chair of the Board will ask Trustees if they have any questions for clarification from the spokesperson. Family Welcome Centre

The Family Welcome Centre has been in operation since the 2005-2006 school year. In that time, more than 3,000 student registrations have been processed. This school year alone, 352 students and their families so far have benefited from the transition support at this centre. At the Board meeting of January 27th, Ben Vallati, Principal, St. Gregory School and Nicki Dunlop, Teacher, Family Welcome Centre will join us to provide an overview of the Family Welcome Centre. Attached for your review are the slides which they will highlight for us. The Family Welcome Centre continues to be vital to our work in ensuring success for students.

The initial assessment is a snapshot in time that provides baseline information about an English language learner’s (ELLs) level of English proficiency and literacy development. Steps to English Proficiency (STEP) Initial Assessment is critical information for receiving school teams as it is intended to help inform instructional and transitional first steps for all newcomers students.

school board trustees are elected in municipal elections from time to time a vacancy occurs in the office of a member of the board; and

Whereas:

voter turnout in municipal elections is well below 50 percent in virtually all municipalities; and

Whereas:

voter turnout is essential to a properly functioning democracy; and

Whereas:

the introduction of more widespread voting procedures would provide more opportunities for voting and undoubtedly increase voter turnout;

Whereas:

the 60 day time period may encompass a part of the year (e.g. Christmas, summer months, March Break) when board operations and processes are reduced, thus making the timelines very tight and, potentially, unmanageable;

Therefore be it Resolved that: The Ontario Catholic School Trustees Association make presentations to the provincial government to ensure that alternative ways of casting a ballot in a municipal election are available to all voters in the province including voting by telephone, by mail and online.

OSTA Bell Time Review

The purpose of this report is to seek approval of the Ottawa Student Transportation Authority (OSTA) recommended school bell time changes of over 10 minutes, effective for the 2015-2016 school year. Please find attached for your review and consideration a final Bell Time Review report dated January 15, 2015 as well as a Bell Time Review Addendum dated January 22, 2015 from Vicky Kyriaco, General Manager/CAO of the Ottawa Student Transportation Authority. The presentation of such OSTA reports including final recommendations regarding school bell time changes of over 10 minutes is in accordance with the approved process and timelines for OSTA’s Transformation Project, effective for the 2015-2016 school year. OSTA’s bell time review process included schools of both the Ottawa Catholic School Board (OCSB) and the Ottawa-Carleton District School Board (OCDSB) with the following objectives:    

Improve bus capacity utilization by increasing the number of buses serving multiple schools; Improve on-time performance (service) by extending some times between bus runs; Achieve realistic cost savings balanced with the needs of school communities; Satisfy the requirements of the Ministry of Education’s Efficiency and Effectiveness Review Process.

Trustees’ most recent input provided at the Board Meeting of January 13, 2015 has been considered and addressed by OSTA staff as part of both their reports dated January 15, 2015 and January 22, 2015.

School start time changes, once approved by both the OCSB and OCDSB at their Board meetings of January 27, 2015, will be communicated by OSTA to all School Principals and school communities providing ample notice in accordance with their communications plan and timelines as shared with the Board at its meeting on January 13, 2015. This initiative and recommendations support the OCSB’s stated priority “Stewardship of Resources”. I shall be pleased to respond to questions at the meeting of January 27, 2015.

Bell Time Review (Report January 15 2015) - Addendum

On January 15 2015, OSTA General Manager submitted a report to OCDSB and OCSB with final bell time change recommendations for approval at their January 27 2015 Board of Governance meetings. Since that time, OSTA staff has continued to review and evaluate its recommendations, as information and feedback continues to be submitted to OSTA through various channels. In particular, OSTA has re-evaluated the linkages between Immaculata High School and 8 other elementary schools in the area. At its last meeting with OCDSB Committee of the Whole on January 20 2015, OSTA recommended removing a number of schools connected to Immaculata from the bell time review due to the nature of the school community and certain economic challenges families might face securing daycare. OSTA has now determined that efficiencies originally projected in that area are not likely to be realized. With the feedback received from the Immaculata school community, the reduction of efficiencies due to pulling certain OCDSB elementary schools from the review, and understanding that Immaculata is identified as a Children Support School, OSTA is recommending that Immaculata also be pulled from the bell time review.

The Ontario Catholic School Trustees’ Association (OCSTA) Professional Development Seminar is held annually in Toronto for this purpose. Ottawa Catholic School Board Trustees are encouraged to avail themselves of this opportunity.
