9th National Youth Parliament RESOLUTION NO. NYP-09-12-21 Series 2012

A RESOLUTION URGING THE PHILIPPINE GOVERNMENT TO PRIORITIZE THE PROMOTION OF PROGRAMS AND INTEGRATION OF MECHANISMS GEARED TOWARDS THE PROTECTION OF THE YOUTH AGAINST ARMED STRUGGLE AND RECRUITMENT Sponsored by: Youth Participation in Civil Society and Governance WHEREAS, RA 8044 also known as the “Youth in Nation-Building Act” further mandates the recognition of the Filipino Youth in Nation-Building through the National Youth Commission (NYC); WHEREAS, as mandated by RA 8044, The National Comprehensive and Coordinated Program on Youth Development was established to create the structures to implement the same and appropriate adequate funds to provide support for the program and implementing structures on a continuing sustained basis, which is also referred to as the “Development Program”; WHEREAS, the National Comprehensive and Coordinated Program on Youth Development through a 6-year Philippine Youth Development Program 2011-2016 (PYDP); WHEREAS, it is in harmony with the above-stated provisions that the State recognizes its responsibility to enable the youth to fulfil their vital role in Nation-Building. (Republic Act 8044- Section 1) WHEREAS, being responsible young people who constitute a sector of the society, we recognize the role in molding the youth through the government’s investment on the Comprehensive and Coordinated Programs on Youth Development which yield results on the full utilization of youth’s abilities, talents and skills that showcase capabilities, thereby, making them an integral part of citizenry building. WHEREAS, it is by such realization which motivates the youth sector to reach out to the grassroots by partaking in programs and services to benefit them being part of the 27.8 million young Filipinos to date. WHEREAS, as an integral component of existing programs for the youth, the National Government has initially instilled the importance of leadership through Nationalism, Patriotism, Promotion of Youth Rights and Protection through a mechanism known as the Youth Leadership Summit. WHEREAS, in the concept of the program, the Armed Forces of the Philippines has taken the lead to initiate such measures in collaboration with local government units, other government agencies and other stakeholders where focus is given on the design to provide the youth with leadership skills and establish the building blocks for additional components of leadership on the way of peace. WHEREAS, it is pivotal that YLS be reintegrated for consideration to be part of the advocacy of this resolution. WHEREAS, in the calls for government to invest on the protection of the youth against armed struggles and conflict, there is a need to innovate YLS by calling on our authorities that such efforts be made integral part of convergence mechanisms centralizing on national security and human rights. WHEREAS, to further enhance the impact of YLS to attain its objectives as a program which will combat armed struggles and conflicts from becoming a norm in the youth sector, innovations must be introduced particularly the commitment of concerned agencies to review the models to be used in the integration of modules, the advocacy strategies for the promotion of the program and the allotment of resources which are essential elements in pursuing the implementation of the program;

WHEREAS, to uphold the concept of Public and Private Partnerships, community pillars consist of concerned citizens must take part in the implementation of YLS through volunteer efforts in reaching communities where there are incidence of recruitment of young people to join warrying groups whose idealisms are pegged on armed conflicts and struggles;

WHEREAS, in upholding inclusive youth participation, the concept of YLS will also be reviewed for inculcation and integration on the Philippine Education Curriculum, as may be applicable; NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED by the Chairperson and members of the 9th NYP adopts this resolution urging the Philippine governement to prioritize the promotion of programs and integration of mechanism geared towards the protection of the youth against armed struggle and recruitment.
