FOREWORD This Narrow the Gap Community Fund 2016 Report was developed to give an overview of the Fund’s activities over the past year to our Non-profit Organization (NPO) partners, skilled volunteers and donors , all of whom are committed to solving local issues through leveraging local resources. NPOs are invited to submit project proposals and apply for grants from Narrow the Gap Community Fund three times each year. The first and third grant rounds occur at the beginning and end of the year, respectively, and allocate up to 50 million VND per grant. The second grant round awards NPOs a maximum of 150 million VND. However, unlike the first and third round, the second grant round includes a series of activities and events that run parallel to the proposal selection process to raise awareness about challenges the community faces and increase the number of people who want to take part in tackling these challenges This report will summarize the first and third grant rounds, detail the second grant round’s activities, and provide a financial report of all three grant rounds. Finally, the LIN team wants to extend our deepest gratitude to our NPO partners, skilled volunteers, and donors who have participated in one or more activities of the Narrow the Gap Community Fund in the past year. Total Project Budget: VND 80,000,000 Funded by Narrow the Gap: VND 30,000,000 This project supports the kitchen at Dang Ha primary school located in Hamlet 5, Dang Ha, Bu Dang District, Binh Phuoc Province in order to improve the quality and increase the quantity of meals for the students. 2. Healthy Chidlren, Happy Children - Project “Organize classes about hematological diseases and build network among the relatives of the pediatric patients at the HCMC Blood Transfusion and Hematology Hospital, Pham Viet Chanh branch”
Total Project Budget: VND 65,150,150 Funded by Narrow the Gap: VND 45,000,000 The project organizes periodical classes for child patients at the HCMC Blood Transfusion and Hematology Hospital, facilitates communication between the hospital staff and patients’ family members, connects sponsors and disadvantaged patients and accompanies the parents on the treatment journey of their children. Through these activities, the project aims to lift child patients’ spirit in the sense that they will be comfortable living in hospital environment and be optimistic about their illness, so that their treatment’s outcomes can be improved. The project also expects parents to understand their child's health status to cooperate better with doctors. 3. Thảo Đàn Social Protection Center - Project “Organizational Audit”

The project aims to eradicate illiteracy for children with disabilities in Cu Chi District by organizing a literacy course for 28 children in Tan Thanh Tay Commune, Hoa Phu, Trung An. The three main activities of the project include the following: (1) Design targeted curriculum and personal development plans for each type of disabilities, (2) Organize 3 literacy classes at Tan Thanh Tay Primary School, and (3) Organize monthly meetings for parents and establish a Parent Representative Council to accompany the project management board with running the classes, as well as taking care of and educating children with disabilities in the future. 5. SOSUB - Project “SOSUB”
Total Project Budget: VND 72,500,000 Funded by Narrow the Gap: VND 50,000,000 The project’s goal is to create a free learning hub in Vietnam by adding bilingual subtitles to more than 1,000 videos spanning across 30 different fields. The project’s goal is to improve people’s English proficiency and provide them access to new knowledge from around the world. The project includes building a 1.0 and 2.0 website platform and a mobile app, converting videos to the appropriate file format, adding subtitles to 2,300 videos, organizing translation skill training courses, and recruiting translation partners to expand the project model. 6. My Future - Project “Support activities of the organization ”

The project helps to maintain current operations of the organization, which supports young people with disabilities in achieving basic literacy, learning living skills, and playing sports, so they can develop their physical an mental health.

The project provides literacy classes for children with disabilities in the Cu Chi district. The project currently supports 18 children between the ages of 10 and 18, many of whom lack future career aspirations. The project helps these children to explore their surrounding environment by planting flowers in a garden at Ben Do Hamlet, Tan Phu Trung Ward, Cu Chi District, a process intended to develop their cognitive capacity. After one year, the project hopes to turn a profit by selling the flowers to the local market. All of the profit will be used to hire teacher(s) to sustain the literacy class for the children in the upcoming years.

The project helps to facilitate and encourage people of Groups 44 & 45, Quarter 6, Ward 15, Go Vap District to pool their own resources to build a drainage system. The local people contribute funds to pay for the cost of building the system and work to develop the project proposal, monitor and evaluate the building work, and raise funds from other sources. The new drainage system will eliminate drain blockages and prevent flooding, thereby improving the environment and people’s quality of life.

GRANT ROUND III 3. Herb Garden Group / Mỹ Thạnh Southern Herbal Clinic – Project “Build a Vietnamese Southern Herbology Garden in An Giang”
Total Project Budget: VND 24,192,000 Funded by Narrow the Gap: VND 27,972,000 The amount of traditional herbal medicine in our country is declining significantly due to overexploitation, especially in Long Xuyen – An Giang. Therefore, this project builds a Vietnamese Southern Herbology garden in An Giang with an area of 3000m2. The garden will address the herbal medicine shortage, providing herbal medicines for poor patients who can- not afford Western medicines. In addition, the project also includes building a conservation area to preserve and protect rare medicinal herbs. 4. Herb Garden Group / Mỹ Thạnh Southern Herbal Clinic – Project “Build an exposure rig to dry Vietnamese Southern Medicinal Herbs”
Total Project Budget: VND 73,900,000 Funded by Narrow the Gap: VND 50,000,000 The project involves building a standardized exposure system to dry Southern Vietnamese medicinal herbs before usage. The drying system will ensure the medicinal herbs will comply with the Health Ministry’s standards. It also will improve the effectiveness and quality of herbal medicines. It will benefit herbal clinics that belong to Doan Minh An, who has several clinics located in Hung Thinh Village, My Thanh Ward, Long Xuyen, and An Giang. The project will be completed in 3 months, and includes constructing the system and evaluating the quantity and the quality of the herbal medicines.

GRANT ROUND II The following pages detail the activities of round II, which are combined into a campaign called Narrow the Gap for Community Development
PROBLEM STATEMENT COMMUNITY DEVELOPMENT CHALLENGES 1. Currently, many community development programs are being implemented without the full participation of local people and without the full utilization of local resources 2. Local NPOs bring local knowledge and local experience which is essential for community development, particularly when it comes to community organizing and trust building; however, these same NPOs often lack the resources necessary to implement community development projects most effectively. Many NPOs are limited by a lack of funds for programs and staff capacity building. Fortunately, the resources needed to fill the gap at these NPOs are available in Vietnam though they are focused on the private sector. 3. A large number of community members are philanthropic but most are doing charity and few are engaged in supporting community development.

OBJECTIVES Narrow the Gap for Community Development is a campaign designed to address the issues stated above through a combination of activities. A key element of the project will be local engagement, which will involve: raising awareness, a call for proposals from NPOs, building capacity for NPOs (e.g., proposal design and communications), proposal evaluation, crowdpitching, online and offline voting, and the pooling of local resources to create grants. Patients of breast cancer and other types of cancer in experience hairs loss when undergoing chemotherapy, but there’s no effort to help them improve their looks, mental states and confidence during the treatment. The project calls for hair donation from community to make wigs and give them to patients in need, helping these patients to be more confident and optimistic to fight cancer. 54 children and 72 women of 48 households used water contaminated with aluminum daily, causing many health problems. The project aims to build a clean water well that meets national standards for these households with contributions of land and human resources from their own community. Visually impaired people experience difficulties in getting a job because employers tend to underestimate their capacity, unaware of what they can do or how to employ them. The project builds a job search & resources website, organizes workshops, conducts consultation sessions and events to connect people with visual impairment with employers and local community members.

Project: Building an e-learning platform for the hearing impaired community NPO: Hear.Us.Now Total budget: VND 355 million
Vietnam has around 2.7 million people with a hearing impairment, most of whom do not have access to quality education and have limited career opportunities as a result. The project aims to establish an e- learning platform for English, Information Technology and commonsense knowledge – which will be designed in accordance with the needs of the hearing impaired community. The project’s objective is to enable the hearing impaired to integrate into society and more effectively contribute to society.
LAN TOA TU TE CAMPAIGN The "Lan Toa Tu Te" (Doing Good Together) online campaign asked people to share their acts of kindness on social media in hopes of spreading kindness throughout our community. The campaign received enthusiastic support from LIN's community and strategic partners such as a the members and friends of the WakeItUp network. We were inspired by the 1075 posts shared by 495 people engaged in so many different acts of kindness, such as telling a motorbike driver that his kickstand is down, carrying books for a classmate, tutoring a child, donating supplies to a local nonprofit, and making moon cakes for disadvantaged children.
Project: Support for caregivers of children with autism at local communities NPO: HAPPIER Total budget: VND 272 million
It is challenging for parents who have children with autism to implement interventions at home because there’s little support. The project will teach parents how to perform home interventions. It will also train volunteers to accompany and support these parents. In the long run, there will be a club organized and maintained by parents and opened to broader community.
Project: Preventing early dropout of immigrant students NPO: Project Cau Han Total budget: VND 150 million
95% of immigrant students who graduated from Cau Han classes dropped out during secondary school (around 12-16 years old), often to work and help their families. The project aims to start a student’s club and create a scholarship program to support and motivate these immigrant students. There will also be training sessions and “start-up” loans for their families. Through these efforts the project aims to improve the students’ capabilities, motivation and learning environment and decrease the dropout rate.

LESSONS LEARNED
This year, the core element of the community development theme was participation from multiple-stakeholders. With this in mind, we are able to accomplish the following:
Bring local community members and project beneficiaries together to discuss concerns and challenges, so that the local community members can develop a better understanding of the difficulties faced by disadvantaged communities.
Invite people from the government sector to participate in our activities, although they attended as individuals, not representatives of their respective government agencies.
Local NPOs took an important role in organizing community events. They created interactional activities for event attendees to experience first-hand the challenges that disadvantaged community members are confronted with on a daily basis.
Besides those successes, we still need greater participation from local members.
We also need to provide more capacity building programs to help NPOs improve their proposal writing and proposal pitching skills.
While the number of domestic institutional donors (cash contribution) accounts for 50% of the total number of donors, the value of their donation only makes up 10% of the total funds (~ 162 million out of more than 1.6 billion VND). The rest come from foreign organizations / companies. We hope to increase the value of sponsorship from Vietnamese companies in the coming years.

NARROW THE GAP 2015 REPORTS ROUND II: THEME: ENVIRONMENT Project: FOR OUR ENVIRONMENT NPO: ECO VIETNAM GROUP (EVG) Total Project Budget: VND 206,000,000 Funded by Narrow the Gap: VND 150,000,000
There are many ways to create an impact for our community… Let’s do good together!
The project installed 2 biogas bags in Ben Tre Province, 10 biogas bags and 20 water storage bags in Tra Vinh Province. In addition, they organized a series of workshops on how to use these systems and other environmental issues for local authorities and and local people from Cau Ke District, Tra Vinh Province. (Note: the original proposal designated Ben Tre Province; however, the group was unable to garner support from the local authorities. Local authorities in Tra Vinh were supportive of the project and a needs assessment survey was conducted. With this information, the Narrow the Gap Grant Evaluation Committee approved the new location.) Project: COMMUNITY PARK FOR THE DEAF COMMUNITY NPO: DEAF COMMUNITY ORGANIZATION OF HO CHI MINH CITY (DCOH) Total Project Budget: VND 124,000,000 Funded by Narrow the Gap: VND 100,000,000
The project aimed to build a park for the deaf community in district 2. In the first phase, DCOH members collected trash, cleared the land, and fertilized the soil. However, the group was unable to obtain the expertise needed to build a park. Also, the grant amount was not sufficient to build an art corner and a toilet (the project originally requested 150mil VND from Narrow the Gap, however they only get the second prize which is 100 mil VND). Thus, the park construction could not be continued as planned. DCOH then changed the project to providing trainings for their members on environment protection. This included trainings about inorganic and organic waste, waste treatment, clean eating, txygen and carbonic, and how to utilize and take care of plants. CHANGE organized a climate music festival called Power Up, which attracted over 1,500 attendees. The event raised awareness about climate change, the detriments of coal usage, and renewable energy sources, and it simultaneously shared this message with the world leaders that attended the 2015 United Nations Climate Change Conference (COP21), which took place in Paris shortly after the event.
