Fredon Township School District November 30, 2015 A Regular Meeting of the Fredon Township Board of Education was held on Monday, November 30, 2015 in the Fredon Township Elementary School Board of Education office. The meeting was opened at 7:31 p.m. by Mrs. Courtney Wisinski, Board President. The following members were present on the call of the roll: Mrs. Courtney Wisinski, Mr. Thomas Knutelsky, Mr. John Niemasz, Mr. John Payne, and Mrs. Christina Liuzza. Also present; Chief School Administrator, Mr. Sean Dolan. The following member was absent on the call of the roll: None. The Board gave its pledge of allegiance to the flag. The following statement was read by Mrs. Wisinski: THIS IS A REGULAR MEETING of the Fredon Township Board of Education held for the purpose of transacting Regular Board business. The Open Public Meetings Act of 1975 was enacted to ensure the right of the public to have advance notice of and to attend the meetings of public bodies. In accordance with this Act, annual notice of this year’s regular meeting schedule was adopted June 9, 2014 at the membership organizational meeting of the Fredon Township Board of Education. Notice of this meeting was published in the New Jersey Herald, posted in the Board Office, Main Office, and on the district website. Public Comment:

A. That the Fredon Township Board of Education accepts the resignation of Mrs. Donna Logan from the position of Payroll Clerk for the purpose of retirement effective December 31, 2015. B. That the Fredon Township Board of Education approves Mr. Bill Sabo as Mentor to Mrs. Kristy McFarlane, School Business Administrator/Board Secretary, for the 2015-2016 school year.

C. That the Fredon Township Board of Education approves Mr. Phil Schmidt as Mentor to Mrs. Melissa Lewis, Vice Principal/CST Director, for the 2015-2016 school year. D. That the Fredon Township Board of Education approves Mrs. Kristen Karl and, Mrs. Danielle Arbolino to supervise the 4TH Annual Young Author Celebration sponsored by the Fredon Education Foundation, for up to 3 ½ hours per person based on the total approved grant in the amount not to exceed $853.00 for the 2015-2016 school year. Allotted stipends will be based on the time submitted by each supervisor at the conclusion of the club. E. That the Fredon Township Board of Education approves Mrs. Kristen Karl and, Mrs. Danielle Arbolino to supervise the Student Treasures (Hardcover Book Project) sponsored by the Fredon Education Foundation, club hours will be during regular classroom time, based on the approved total grant in the amount not to exceed $312.00 for the 2015-2016 school year. Allotted stipends will be based on the time submitted by each supervisor at the conclusion of the club. F. That the Fredon Township Board of Education approves Mrs. Nichole Reed to supervise the Book Club sponsored by the Fredon Education Foundation, for up to 6 hours based on the approved total grant in the amount not to exceed $382.00 for the 2015-2016 school year. Allotted stipends will be based on the time submitted by each supervisor at the conclusion of the club. G. That the Fredon Township Board of Education approves Mrs. Nichole Reed, Mrs. Leah Mulvihill and Ms. Erin Sanford to supervise the Drama Club sponsored by the Fredon Education Foundation, for up to 22.5 hours per person for Session I and for up to 22.5 hours per person for Session II based on the approved total grant in the amount not to exceed $2,497.50 (Session I) and not to exceed $2497.50 (Session II) for the 2015-2016 school year. Allotted stipends will be based on the time submitted by each supervisor at the conclusion of the club. H. That the Fredon Township Board of Education approves the placement of Centenary College (Student Teacher), Rebecca Bordi with Cooperating General Education Teacher Dana Gall and Special Education Teacher Kelly Kline for a total of 15 weeks with a start date on or about January 19, 2016 through May 9, 2016. That the Fredon Township Board of Education approves Mrs. Dana Gall as a General Education Cooperating Teacher for Centenary College (Student Teacher), Rebecca Bordi, for 15 weeks with a start date on or about January 19, 2016 through May 9, 2016.

J. That the Fredon Township Board of Education approves Mrs. Kelly Kline as a Special Education Cooperating Teacher for Centenary College (Student Teacher), Rebecca Bordi, for 15 weeks with a start date on or about January 19, 2016 through May 9, 2016. K. That the Fredon Township Board of Education approves the placement of Centenary College (Practicum Student Teacher), Rebecca Dey with Cooperating General Education

That the Fredon Township Board of Education approves Mr. Scott Brady as the nurse for the overnight supervision at the Fairview Lake 6th Grade Environmental Education Trip on January 20, 2016 and January 21, 2016 and receive a stipend in the amount not to exceed $150.00 per night, $300.00 (2 nights) as per the Interlocal Service Agreement with the Allamuchy Board of Education. N. That the Fredon Township Board of Education approves Mrs. Lisa Modafferi/School Nurse as a Fairview Lake 6th Grade Environmental Education Trip Advisor from January 20, 2016 to January 22, 2016 daily from 7:30 am to 4:15 pm. Hours that go beyond FEA contract will be paid based on submitted time sheet. (Stipends not to exceed, $125.00 per person/3:15 PM-9:15 PM or $150.00 per person/3:15 PM-Overnight.) O. That the Fredon Township Board of Education approves Mrs. Moira Douglas as a Fairview Lake 6th Grade Environmental Education Trip Advisor from January 20, 2016 to January 22, 2016. (Stipends not to exceed, $125.00 per person/3:15 PM-9:15 PM or $150.00 per person/3:15 PM-Overnight.) P. That the Fredon Township Board of Education approves payment for up to 16 parent chaperones for the 6th Grade Fairview Lake Environmental Education overnight class trip to be fingerprinted as a “volunteer” as designated on the NJDOE APPLICANT AUTHORIZATION AND CERTIFICATION (AA&C) website at a rate not to exceed $37.00 per person for a Criminal History Review Clearance for those individuals who do not already possess this documentation. R. That the Fredon Township Board of Education approves the appointment of Erin Sanford as a Substitute Advisor for the Fredon After Center Learning Center for the 2015-2016 school year at a rate of $37.00 per hour, per person.

S. That the Fredon Township Board of Education approves the appointment of Mrs. Moira Douglas as Mentor to Provisional Teacher, Megan Garman as per the New Jersey Department of Education Provisional Teacher Program requirements. T. That the Fredon Township Board of Education approves Courtney Tormey as a Part Time Teacher Associate (8:00 am – 12:00 pm 4 days/week) and (8:00 am – 3:00 pm 1 day/week) at an hourly rate of $12.25 for the 2015-16 school year pending receipt of all required paperwork. Personnel Addendum: On motion by Mr. Niemasz, seconded by Mr. Knutelsky that the following Personnel motions be approved as recommended by the Chief School Administrator: A. The Fredon Township Board of Education hereby authorizes the creation of a Technology Assistant position which shall have a specific job description encompassing the maintenance and improvement of the district website. The position shall not exceed fifteen (15) hours per month at a rate of $15.00/hour. B. The Fredon Township Board of Education hereby authorizes the creation of an Assistant to Payroll Clerk position. Based upon the recommendation of the Chief School Administrator, Mrs. Jennifer Sorg is hereby approved for hire for such position. The position shall pay at a rate of 12.50 an hour, not to exceed twenty-nine (29) hours a week. C.

The Fredon Township Board of Education, based upon the recommendation of the Chief School Administrator, hereby authorizes the payment of $16.67 to the Fredon After Care Assistant if and when they are the lead advisor for the program as approved by the Chief School Administrator.

IV. Financial: On motion by Mrs. Liuzza, seconded by Mr. Payne that the following Financial motions be approved as recommended by the Chief School Administrator:

A. That the Fredon Township Board of Education accept the following certifications of the Board Secretary: Pursuant to N.J.A.C. 6A:23A-16.10(c) 3, I certify that as of October 31, 2015 no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the Fredon Township Board of Education pursuant to N.J.S.A. 18A:22 and 18A:22-8.1. B. That the Fredon Township Board of Education approves for payment, the bills from

October 15, 2015 to November 30, 2015 in the amount of $669,874.95 check #17286 through check #17383. (Attachment No. 5) C. That the Fredon Township Board of Education approves the Interlocal Services Agreement with the Allamuchy Township School District to provide the services of a shared school nurse for the 2015-2016 school year. This service is utilized to obtain a substitute nurse so that a full time nurse is always in district. (Attachment No. 6) D. That the Fredon Township Board of Education accepts the Rural Education Achievement Program (REAP) Grant Allocation of $26,522.00 for FY2016. E. That the Fredon Township Board of Education approves the transportation cost of $139.00 per day for student #2403 based on the Sussex County Regional Transportation Cooperative cost. F. That the Fredon Township Board of Education approves the contract with Fairview Lake YMCA Camps for the 6th grade Environmental Education Class Trip for the 2015-2016 school year. (Attachment No.7) G.
