Direct RecruitmentEntry Qualificationmay be enhancedwith improved Pay Scales(Open ended) for certai n catep.ories. The Role of S&T Departmentwas explainedin detail.The hard working conditionsas well as the accoultability of S&T Supervisorsand staff for safe and efficient running of train servicesduly ensuring maintenanceof assetsin perfect conditions and in the processthe field difficulties confroniedby them were explained.It was also proposedthat entry level qualificationof ESM needs to be enhancedwith the correspondinghigher pay scale. Study Leave: It was requestedto allow Study LeavewithoLrtimposingrestrictionwhen such study is usefuland advantageous to Railway activities. .

Station Master: Replacenrentof Entry Grade Pay of Rs. 2800/- with 42001-correspondingto improved Pay Scale (openended)was urged. SectionController: ' The difficult conditionsof this categorywere cogentlyexplainedby the Federationbefore the Pay Comrnissionwhich werewell receivedby the Clrairman. Cabin Man. Lever Man. Points Man. Gate Man etc: The Pay Cornmissiotrassuredto give due considerationto the points brought out by NFIR in its Memorandum. Trains Clerk: Entry CradePayto be revisedwith revisioriof qualificationbesidesallotmentof higherpay scale. Shunting Master & Shunting Jamadar: Caseexplainedfor giving thernhigherpay scale Traffic Saifaiwala & Safaiwali: The Commissionhasassuredto look into the problems. Traffic Assistants"Metro Railway. Kolkata: NFIR's proposalfor placing them at par with the AssistantStation Master was agreedto be considered.

AssistantLoco Pilot:Entry qualificationof the ALP be revisedto "Diploma" with correspondingimproved Pay Scaleand revisionof Designationas Co-Pilot. The concept of promotion from same grade pay to same grade pay shouldering higher responsibilitiescausingseriousfrustrationamong Running Staff was also highlighted.Federationrequested allotmentof higher pay scalesfor Loco and Traffic Running Staff. Additional Allowance to Running Staff: It was explainedthat Railway Ministry had agreedbut however,due to non-responsiveapproachof Finance Minister, the proposal did not materialise.The Pay Commission was requestedto recommend additionalallowanceto all categoriesof Running Staff. ln this connection,a copy of Railway Board's O.M. was alsocited. Train Guards: lt was suggestedthat the Grade Pay systembe modified facilitating allotment of higher pay scales. PayComrnissionwas alsorequested to considerrevisionof designation as o'TrainManager". Running Allowance -admissible to Running Staff and determination of pav element: The Federationstrongly pleadedthat this subjectis within the domain of Railway Ministry and the two Federationsand hencePay Commissionshouldleave it to Railway Ministry. It was also pointed out that the previousPay Cornmissionsexpressedviews that the RunningAllowance issuesare to be dealt by the RailwayBoardwitli the Federations. Loco lnspectors: It was explainedthat the relativity existed during the period of 5'r'Pay Commission should be got restoredso as to seethat the pay scaleof Loco Inspectorsneed higher than the Loco Pilot.
