Comprehensive Draft Guidelines on Foreshore Areas

The 6th consultative meeting on Draft Comprehensive Guidelines on the Administration and Management of Foreshore Areas and Savage Zones was held on April 25, 2012 at the Land Management Bureau, attended by Regional Technical Directors and representatives from different regions.

As the students visited at LMB, an ongoing workshop of LMB personnel on the Re-orientation on Cadastral Project Monitoring and Evaluation Procedures in which the students were invited to sit in and to observed relevant knowledge on the said workshop. LMB Director Engr. Ralph C. Pablo warmly welcomed the GE students and the Director himself gave briefing on the mandates and activities of the Bureau especially on survey and mapping. An overview of Geodetic Surveys Division, its historical event, mandates and activities were presented by the GSD Chief, Engr. Bienvenido Cruz. On the other hand, Engr. Ariel Reyes, Section Chief, Survey Projects Technical Monitoring & Evaluation and Cadastral Database Section, discussed the Cadastral Monitoring and Evaluation Process. Engr. Reyes show samples of maps to the students and lectured them on boundary computations, index maps and forest delimitation survey. And added knowledge was captured by the students on the lecture shared by Engr. Rolando Pablo, the OIC-Chief of Land Administration and Management Division on land ownership in the Philippines.

TOTAGA 2012 Training of Technical Advisers on Gender Analysis

As per approved LMB Special Order No. 2012-021 dated February 09, 2012, the conduct of Training of Technical Advisers on Gender Analysis (TOTAGA) including Women Economic Empowerment (WEE) Tools for the Land Management Sector was successfully undertaken on February 27-29, 2012 at Cloud ( Sports and Leisure Park, Antipolo City. The conduct of the training is in compliance with the Memorandum of Agreement (MOA) dated October 31, 2011, signed by and between the Department of Environment and Natural Resources (DENR) and the Philippine Commission on Women (PCW) and in accordance with the approved GAD Work and Financial Plan 2012 under the Great Women Project. It was participated in by Officers and Members of LMB GADFPS and the first batch of Regional Focal Points (LMS) which includes the Focal Points from NCR, Region IV-A, Region IV-B and Region V. The conference served as a venue in developing Gender Analysis Tool for the Land Management Sector. Assessment of the Bureau’s level of awareness on gender responsiveness and sensitivity. The workshop also serves as the venue to strengthen the partnership of LMB with PCW concerning gender related plans, programs and directions. The workshop officially opened at around 1:00PM and facilitated over by Ms. Alicia T. Robles of CLAMP and Ms. Estella M. Bucoy of the HRMS. It started with a short prayer and singing of the National Anthem. It was followed by getting to know each participants by introducing themselves and stating their uniqueness and advocacy about gender and development. It was immediately followed by Expectation Checks from the participants. Wherein all the participants listed their expectations about the training, the speakers and the venue. Atty. Fe T. Tuanda, LMB-GAD Focal Person delivered her welcome message and discussed her topic about Women and Land Management.

FEF - CLAMP Partnership Agreement The Foundation for Economic Freedom and the Center for Land Administration and Management-Philippines (CLAMP) under the Land Management Bureau of the Department of Environment and Natural Resources signed a Memorandum of Cooperation (MOC) on mainstreaming LAM systems and innovations towards securing property rights in the country last december 7, 2011.

Both FEF and CLAMP agreed to advocate and disseminate the implementation of Republic Act No. 10023 and DENR Administrative Order No. 2011-06 amongst different agencies and LGUs to provide and exchange technical assistance, data information and capacity building; and to facilitate dialogues to define future initiatives for the strengthening of Land

Administration and Management at the

local level. It aims to Integrate all new LAM technologies as part of the reform process, propel the use of LAM innovations with in the DENR and other agencies, and sustain continued development of innovations. FEF is a policy research and advocacy institute that is currently implementing a Program called ”to improve the security of property rights, with support from the United States Agency for International Development (USAID) and The Asia Foundation (TAF).

Re-orientation on Cadastral Project Monitoring and Evaluation Procedure held on February 14 & Dagat ay nagbibigay Kalusugan, 15, 2012, at the LMB “Yamang - Center for Land Administration and Management-Philippines

Land Sector Year-end . . . immediately followed by an inspirational message from the Assistant Secretary for Lands, Atty. Roberto V. Oliva. In his message, the Asec for Lands encouraged all employees from the Land Sector to be pro-active in delivering their services. He emphasized that the Land Sector is facing great challenges especially on the coming years particularly in the Cadastral Program of LMB. “Great Power comes Great Responsibility” this line is oftenly reiterated during his piece to give emphasis on a more tough and challenging responsibilities that the LMS will be facing. The Assistant Secretary also requested all the concerned agencies from the LMS to extend support with each other, share datas and information to come up with a fast and reliable service to the public. Atty. Emelyne V. Talabis, OIC Assistant Director of LMB presented the 2011 LMB Assessment. This time, the group review and evaluate the outputs of LMB activities and special projects.

The presentation of 2011 LAMP Accomplishment/ Assessment Report presented by no other that the Deputy Executive Director of LAMP, Engr. Henry Pacis. According to Asec Oliva, it was an impressive accomplishment of the LAMP for this year. He requested the DED to continue his support to LMB and share their knowledge for the betterment and expedition of all the processes involved in land titling. Usec Manuel D. Gerochi, Undersecretary for Staff Bureaus arrived on the afternoon program. In his message, he focus his message on identifying as to status of some projects like the PRS’92, the Foreshore Area Management, the Residential Free Patent, Proclamation 172 in Taguig. He added that it is high time to re-engineer yourself, don’t stop in discovering innovations and improvements in delivering service from the land sector. He challenged everyone to prove to the DENR Secretary that Land Sector can be on top. Especially now that Asec. Oliva is a hands-on-leader, he is confident that the LMS will be on the right track. On the 2nd day, resource speaker in the person of Ms. Odette Abaya, the Team Building Facilitator Division

guided the participants on how do the participants envisioned LMB to be known by the public. It is by creating its own banner sticker. The participants were grouped into four (4) Teams that will be together on the duration of all the team building activities. In presenting each group’s banner sticker, the group showcase their talent in singing, dancing, cheer leading etc. At the end each group come up with their Group’s Banner Sticker. 1st Group: Land Sector now Shining Through!; 2 nd Group: LMS… Now u Know!; 3rd Group: Land Sector Service with a PRICE!; 4th Group: LMS the Powerhouse Group! At the end of the session, everyone was given an opportunity to give their impression on the two-days assessment and team building. Finally, Director Pablo and Asec Oliva extended their heartfelt gratitude to all the LMS people who really contributed on accomplishing successfully their targets for CY 2011. They also look forward to a more professional, committed and pro-active LMS employee.

The Department of Environment and Natural resources-Youth Desk, in partnership with the Department of Education-Center for Students and Co-Curricular Affairs and the Kabataang Sama Samang Maglilingkod (KASAMA), Inc. and the Center for Future Leadership (CFL), conducted the 10th Youth for Environment Summer (YES) Camp with the theme “Handa Ka Na Ba? (Climate Change Adaptation: The Next Level), the conduct of the YES Camp is in

The project will also be in partnership with CLAMP which will provide the handout or IEC materials with the financial assistance or shoulder the cost from FEF as promise by Director Tiamson, He further stated the need to have a good output to improve the Handbook.

“Yamang Dagat ay nagbibigay Kalusugan, Kalakasan, Karunungan at Kayamanan” CLAMP Activities under AF A one-day meeting cum workshop on the state of Center for Land Administration and ManagementPhilippines (CLAMP) activities for the LAMP2-Additional Financing held on April 17, 2012 at the LMB-CLAMP. The meeting focused on the roles and function of the Center under the Additional Financing such as to develop a Training Plan in which CLAMP will provide technical training activities to support capacity building related to LAMS Installation and Roll-out and LGU-LED Titling. The Center will capacitate not only Land Sector Personnel but also employees from the Local Government Units to ensure the implementation of Public Land Titling Program in compliance with the DENR Administrative Order No 2011-06 dated May 23, 2011. Other task of CLAMP is to monitor the activities of the Regional Level LGU Led Titling Support Group to ensure that the strategies to support LGU Led Titling Implementation at the Regional Level are carried out.
