CSSA Annual Meeting

Welcome to a new year around the circuit. CSSA has new officers and several new members on the Board of Directors. There is renewed enthusiasm for the Association and anticipation of more boats at regattas this year. Many interesting events are on the schedule and they merit your attendance. While many of us are looking out at ice and sleet this weekend, we can all dream about being back on the water in the spring and how our boat is going to go even faster this year. I hope to see you at a lake somewhere soon.

My first memories of racing a sailboat take place on Lake Pokegama, located outside Grand Rapids, MN. By that time I had been sailing almost my entire life. My parents, lifetime members of Grand Lake Yacht Squadron on Grand Lake, had been active racers long before my birth and didn’t let me or my brother slow down their enthusiasm for the sport. So, naturally I was very accustomed to racing a boat when they shipped me off to summer camp @ Camp Mishawaka. The old X-Boat my crew and I were sailing had a wooden mast, sails that were really old and the hull itself had been beaten ruthlessly for years by camper after camper. The sailing Instructor was an old man named Charlie Westgate, who was from Tulsa and who also introduced my father to sailing back in the 1950s when he attended this same camp.

The CSSA annual meeting was scheduled to be held December 2 in Wichita immediately after another big blizzard hit there and all parts north, east, south and west. IV McNamara stepped in and set up a conference-call meeting instead. It was a full-fledged meeting and well attended. What a relief it was to stay inside a cozy home and not have to travel on icy roads! Minutes of the meeting are printed inside.

New Circuit Policy CSSA is moving into the 21st century for distributing The Circuit. Many of us use email extensively and find it is more convenient to read mail, news and newsletters online than it is to pore through the stuff the postman brings. You will be able to access the newsletter much earlier and it will save CSSA a lot of money in postage and printing costs. The Circuit fell through the cracks after January 2006 but your new editor is determined to have regular issues of the newsletter in 2007. Here’s the policy approved by the Board of Directors on December 2: Members will continue to receive one year of The Circuit with their membership. This January 2007 issue is being mailed to everyone on our mailing list. In the future, we will email you when a new issue of The Circuit is posted on the website at www.cssasailing.org. Then just read it or print it out. Important: For members who do not have email available, we will continue to mail your issues. Look at the label below to be sure we have your current email address. Charlie was full of great advice on sailing and outdid himself every day by telling a new joke that was cornier than the previous day’s joke. Uncle Charlie, who had long been retired and therefore had no need for a wrist watch, provided a “5 minute countdown” lasting about 3 minutes for the start of the race of a fleet of six X-Boats. I don’t remember the details of the race, but I remember winning. Now I find myself leading a sailing organization that seems to be struggling with existence. Last year due to a combination of technical issues and communication problems this organization appeared to be almost non-existent. The website was down, there were no newsletters being mailed out and we failed to publish notices for area events and results for area events. This year will be different! We have restored the website. (Thank you, Shannon!) We have a new volunteer to put together a newsletter. (Thank you, Darline!) continues ...

The mission of CSSA remains the same today: • Promote regattas • Provide racing standardization in the area • Provide area representation to US SAILING • Establish committees representing common interests across our area • Provide a conduit of appeals • Publish area events How we meet this mission may be changing. In the coming months I will be seeking the input of the directors of CSSA on refining our organization. Some of our functions are now performed by US SAILING and some have been taken on by our member organizations. The bottom line is I want to simplify and streamline our organization for the benefit of our membership and our volunteer Board or Directors. IV McNamara

Exec. Board reports: Secretary Report: Texie moved and Gary seconded we accept the Sec. Report, passed. (report A) Treasurer Report: Texie moved and Lori seconded we accept the corrected Treas. Report, passed. (report B) Vice Commodore Report: Texie presented the CSSA annual awards. Hobock / COSA for Hmmmmmmfest Froeb / WSC for Spring Open Jim Beddow Award / NSA One Design awards: Sunfish, Thistle, SJ-21, S-16, Laser fleets. (report C) Commodore: Jay commented on the state of CSSA, listing our shortfalls and accomplishment as he saw it. He covered the Website, Circuit, and that Clubs, Fleets and Area F need to have links to the CSSA web page. He emphasized the need to have a regional and long term outlook on programs and goals. Gary moved we let Texie establish the criteria for the O.D. awards, to be approved by the Exec. Committee and have the requirements for all the CSSA awards published in the Statement of Policy. Bernie seconded, passed Standing Committees Reports: US Sailing: B. Beddow - Jay presented the written report outlining the new structure, and committees of US Sailing. Check the US Sailing web page for all the changes. (report D)

Area F: Gary Sander reported that the Area F annual meeting will be in Denver, Colorado, on Jan. 6-7-8 in conjunction with an advanced race officer’s seminar. Est. cost $75.00. Check US Sailing web pages for complete information as it becomes available. Allen Archer reported that the Area F entry in US Sailing’s C of C race finished 8 of 20. Gary announced that the boat for the 2006 ladder events is the J-24. The Mallory will use the Sonar. (report E) Appeals: Bernie Kuse reported CSSA had one appeal from J-24 Great Plains event. This is the first appeal under the new system. It was heard in a record 40 days. The full report will be printed in the Circuit. The decision of the appeals committee has been sent to US Sailing for confirmation. Portsmouth: Bernie reported that six new boat provincial numbers have been issued. PHRF: Inactive Multihull: Bob Bridgman, reported a light turn out again this year. (report G) Juniors: Lori Graham reported the junior championship events will be sailed in Opti, Sunfish, Laser and Club 420. Lori requested the juniors want to charge $5.00 for late registration. Alan moved and John seconded. Passed. The directors discussed and then approved the budget of $1000.00 for junior awards. Lori reported on the proposed formation of GUST. Allen moved and John seconded that a CSSA grant of $1000.00 (seed money) toward the successful formation of GUST with a minimum of three CSSA member clubs. Carol seconded. Passed. Webmaster: The directors, after long discussion, authorized the executive committee to hire Chris McKillip as web master with a maximum budget of $250 per year. Circuit: John Milner will remain as editor. Old Business: Texie moved that CSSA grant $200 to Kati Towles for sailing in the Adams Cup US Sailing ladder event and that she (Texie) will see that the requirements for winning CSSA awards will be put in our Statement of Policy. Carol seconded. Passed New Business: John Potts, will update the regatta management manual with help from Bernie and Gary.

Election of officers: Vice Commodore Mike Anderson (OCBC) Passed. Treasurer Carol Kuse (JSC) Passed. CSSA Regatta / Events Calendar 2006 Passed (See attached schedule). Carol moved to remove #13 from the CSSA statement of policies. (#13 The CSSA membership requirements for entering Sanctioned or Affiliated Regattas is waived for all high school and full- time collage students under the age of 25.) Mike seconded. December 2, 2006 Conference Call

Following a severe ice/snow storm that stranded most of the participants it was decided to hold the meeting during a conference call. Vice Commodore, Mike Anderson, called the meeting to order at 10am. The following people were elected as officers for 2007-2008: Commodore Charles McNamara IV Secretary Bernie Kuse Circuit Editor Darline Hobock Mike then turned the meeting over to IV. Executive Committee Reports: 1. The minutes of the 2005 annual meeting were accepted as presented. Copies to be sent to member clubs, IV and Darline. 2. The 2006 Treasurer’s report was accepted as presented. 3. The Vice Commodore’s report was accepted as presented. 4. The Commodore’s report was accepted as written. 5. The Past Commodore’s report was accepted as presented. Standing Committee Reports 1. Gary Sander reported on the proposed changes to US Sailing. 2. Bernie Kuse reported that the CSSA appeal was the first to be electronically filed, and heard in record time.

Bob Bridgman reported on the activities of CSSA Multihull members. 7. Women’s is still inactive. 8. Lori Graham was not able to attend. She filed a junior report following the meeting. 9. Shannon Holley was not able to attend. He filed a report following the meeting. 10. Since the 2006 editor had to resign there was no report, but the incoming editor, Darline Hobock, suggested we publish the minutes and establish better communication with members. 11. Any Directors from Member Yacht Clubs and One Design Fleets reported. 12. Jeff Gerken reported on GUST in Lori’s absence. New Business 1. The general consensus is to change servers for our website. The new website will be: www.cssasailing.com. 2. Mike Anderson announced the revision to the Regatta Manual and that it is available on the website to be downloaded. No decision was made on mailing it. 3. It was decided to look into several possible changes to the annual meeting dates in November. 4. Following much discussion, Bernie Kuse’s motion to fund $300.00 to certify the GUST coach, as per Jeff’s request, was passed. Allen Archer’s motion to donate $700.00 to GUST was passed with the provision that CSSA needs to see progress within the program to continue to support. Carol Kuse, treasurer, requested direction on the $500.00 for Junior trophies. This amount was passed to fund trophies for the CSSA Jr Championship. Respectfully, Carol Anne Kuse Asst Secretary.

Advanced Race Management Seminar & Test February 10 & 11, 2007 Houston Yacht Club, 3620 Miramar Dr, La Porte, TX 77571 The US SAILING Race Management Committee and the Houston Yacht Club are sponsoring this seminar. It is designed for people who have some race committee experience. However, newcomers are also welcome. It will be held at the Houston Yacht Club beginning at 0800 on Saturday, February 10, 2007. The topics covered include: RC objectives, competition formats, notice of race, sailing instructions, RC jobs, RC equipment, race day preparations, setting the course, starts, during the race, finishing, post-race RC responsibilities and scoring. The principal instructor for the seminar is Jim Tichenor, a US SAILING National Race Officer and Senior Judge. Jim is also the past chairman of the US SAILING Race Management Committee. He will be assisted by other certified Regional and National Race Officers from the local area. At the seminar you will need your own copy of The Racing Rules of Sailing (“RRS”), and you will be supplied a copy of the latest version of the Join the Race Committee Team . The seminar study questions are on the US SAILING web site (www.ussailing.org/racemgt/Race_Officer_Prog/ Documents/RMStudy-ADV.pdf). You must bring your completed study questions to the seminar and turn them in prior to the seminar beginning. The objective tests, which are given at the conclusion of the seminar, are optional. However, in order to be certified in the US SAILING Race Officer Program, you are required to attend a basic or advanced seminar and pass the tests at the required level. Passing an Essay test is required for the National level. Charles H. Froeb, founder of CSSA, dies in Tulsa Charles H. Froeb, retired attorney, died Wednesday, November 8, 2006. He was 83. The son of Edith Field Froeb and Herman Froeb, he was born in Brooklyn, New York, on December 18, 1922 and raised in Forest Hills, New York. He received his high school education at The Choate School and entered Princeton University in the fall of 1941. He joined the United States Air Corps in 1943 and served three years in the China, Burma, India Theater supporting aircraft flying supplies over the Hump into China. On discharge from the military in 1946, he transferred to the University of Oklahoma where he received his BA and LLB degrees. Charlie served in the legal department of Cities Service Oil Company from 1950 to 1954 in Bartlesville and Chicago. In 1952 he married Jeanne Riney of Bartlesville and the couple moved to Chicago. They returned to Tulsa in 1954 when Charlie became an assistant United States attorney. Hayden Crawford was the district attorney at the time, and Charlie’s other colleagues were John Morley and Robert S. Rizley. In 1960 Charlie entered the private practice of law. He retired from practice in 1987. His passions were sailing and music. He founded the Central States Sailing Association and this was instrumental in expanding sailboat racing not only in Oklahoma, but in the Midwest portion of the U.S. He wanted CSSA to provide an avenue for area sailors to access the US SAILING (then NAYRU) championships. He was a founder of Windycrest Sailing Club on Lake Keystone and served as its second Commodore. Prior to the building of Lake Keystone he, along with the other founders, walked the perimeter of the proposed lake to select the site for the sailing club. He also started Tulsa Corinthian Yacht Club and served as its Commodore. Charlie raced his scows across the United States from Minnesota to Florida to Nantucket. Charlie studied classical piano as a child and teenager. He learned to play by ear at Princeton and throughout his life played for family, friends, and many groups and organizations. He sang in choral groups, had his own Dixieland jazz band, and was involved in Tulsa Opera. He was a member of St. John’s Episcopal Church, Southern Hills Country Club, the Princeton Club of Tulsa and the Tulsa Men’s Forum. Charlie is survived by his wife Jeanne, daughter Janet Froeb, daughter and son-in-law Julie and Douglas Phillips and daughter and son-in-law Edith and George Coen. He is also survived by three grandchildren, Kathleen Koch, Myles Coen and Grace Coen, as well as two brothers, Cornelius Field Froeb and his wife, Catherine, of Annapolis, MD, and Dr. Herman Field Froeb and his wife, Helen, of La Jolla, CA, and sister-in law Joanne Bennett and her husband, Richard, of Bartlesville. He is also survived by fourteen nieces and nephews and several grand-nieces and grand-nephews. The family expresses its thanks to Stevie Shipley and the staff of St. Francis Hospice, and to two special neighbors, Charles Fitzpatrick and Joel Conway. A memorial service will be held at St. John’s Episcopal Church of Tulsa on Saturday at 11am. Interment will be in the family plot at the Mt. Kensico Cemetery in Westchester County, New York. The family suggests that in lieu of flowers, contributions may be made to The Foundation Fighting Blindness, P.O. The Crow’s Nest Hello, old friends and new ones. It is good to be back in contact with sailors in the best part of the country. I have been around Central States Sailing Association since it was formed in the 60s and even before that with Oklahoma Sailing Association. I raced my Thistles in many of your regattas and made lots of friends over the years. I also know many of you from reading about your exploits in The Circuit and hope to meet more of you in the future. I view The Circuit as the soul of CSSA. This organization covers so much area that it is hard for sailors in the south to know what is going on in the north and vice versa. This newsletter can help you stay in touch when you are not able to see your friends face to face. When I took on this position as newsletter editor, I was told that I had a blank slate. I am counting on you to help fill up the

slate. So, help spread sailing’s good news in the Central States region of the country. While you are gathering news for your own clubs, please keep The Circuit editor in mind. We want this to be an interesting forum for all area sailors. The deadline for material to be printed in The Circuit is the first day of the month. We anticipate monthly issues will be prepared and posted on the CSSA website by the tenth of the month and we’ll send you an email when they are posted. Some may be big, like this one, and many not so big. We’ll print all material relating to and promoting CSSA and area clubs and sailors. Send us your sailing news, regatta notices, regatta results and reports, photos, sailing articles; blurbs about a featured fleet or event or club or person; human interest stories, cool gear items… The field is wide open. Email

your copy to [email protected] in one of these formats: Word, Excel, Works, HTML or Sailwave – not pdf. Help promote your events with early announcements. Then follow up with results, reports and photos to help invite them back next year. One-page Notices of Race (NOR) will be printed up to two times for CSSA Sanctioned, Affiliated and Junior regattas at no cost to clubs and fleets. It is extremely important that you help keep me updated with current email addresses for old and new members.
