Morris County School of Technology Intervention and Referral Services (I&RS)

Our I&RS Team Mission: The Intervention and Referral Services Team of Morris County School of Technology uses a proactive approach to assist teachers in the creation of resources and implementation of action plans for students struggling with academic, personal, social, emotional, and occupational challenges. As per N.J.A.C. 6A:16-7, district boards of education are required to: "… establish and implement a coordinated system in each school building for the planning and delivery of intervention and referral services that are designed to assist students who are experiencing learning, behavior, or health difficulties…"[N.J.A.C. 6A:16-7.1(a)]; and which are designed to: "…assist staff who have difficulties in addressing students' learning, behavior, or health needs." [N.J.A.C. 6A:16-7.1(a)] What is I&RS? I&RS are school-based teams that design and monitor the implementation of strategies for educating non-classified students who are referred because they are experiencing difficulties in their classes. I&RS teams are specifically designed to intervene with those students that are experiencing difficulties; academically, behaviorally, socially or personally. The primary purpose of the I&RS team is to plan and provide appropriate interventions for students within the general education population who are experiencing academic, behavior and/or health difficulties. The intent is to coordinate with staff members and parents/guardians in order to increase the quantity and effectiveness of student interventions.

The I&RS Process: The I & RS team process is a collaborative effort between school district personnel and parents to intervene when a student has been identified as making minimal academic and/or emotional progress in the regular education setting. The I&RS team carefully collects and evaluates comprehensive information on the presenting problem in order to determine or identify specific barriers to student performance. Once barriers are identified, individualized interventions are determined and implemented. Student progress is continually monitored, in that the I & RS process continues to identify and evaluate problems, solutions, and progress within the student’s academic setting.

Who is referred for I&RS? All public school students in New Jersey are entitled to Intervention and Referral Services (I&RS) when they experience academic, behavior and/or health difficulties. There is an array of data that can alert school personnel that a student is experiencing problems and should be considered for assistance from the I&RS team, such as: 1. Academic problems marking by failing subjects; grade level retention; &/or current achievement below proficiency in language arts literacy &/or mathematics on district wide &/or statewide assessments. 2. Behavioral problems marked by discipline incidents, suspensions, truancy, unexcused absences, and involvement with police authorities because of behavior(s), etc. 3. Health problems marked by poor attendance, a health record that includes chronic illness, suicidal ideations, threats &/or attempts; or other physical and/or mental health conditions that affect school performance.
