Title: Quarterly progressive report Date: 01 May – 31 July 2015 Submitted: ViDan Foundation, Inc. Phnom Penh, Cambodia, on 05 August 2015 BRIEF PROJECT DESCRIPTION Minority Rights Organization (MIRO), with the generous support of the ViDan Foundation Inc. is implementing the “Support for school attendance of needy children in Kampong Chhnang Province” project in the period of six months from February to July 2015. The project will strive to provide education to poor interethnic: Vietnamese, Khmer and Cham children in the Kandal and Chong Koh communities of Sangkat Phsar Chhnang, Kampong Chhnang province, Cambodia. Besides the benefit for the students and their families, MIRO aims at improving interethnic relations and advocates for the human rights of Vietnamese who have been living in Cambodia for generations, but face many obstacles to obtain Cambodian nationality. As a result, they must be considered as stateless and are therefore particularly vulnerable to human rights violations. - Goal: The goal of the project is to enable 95 needy children in the target area 1 to receive an education according to the state curriculum, as well as additional private Vietnamese language classes, and have better employment opportunities. - Objectives:  To provide enough knowledge and skills so that children will find jobs in the future and depend less on fishing and farming.  To improve interethnic relations and dialogue in the villages.  To maintain the number of children to access state school and private Vietnamese classes. - Planed project activities:  Support children who cannot afford to attend the state school or Vietnamese language classes with funding for their meals at school.  Purchase school supplies (text books, note-books, school uniforms, pens, pencils, rulers, etc.).  Provide Khmer state school teachers with an additional salary to ensure their full commitment to teaching as well as cover the salary of the Vietnamese language teacher.  Advocate with the commune chief to issue more letters of confirmation to Vietnamese children which allows for school registration.  Advocate for local and national authorities to grant birth certificates for Vietnamese children in order to allow them to attend state schools.  Consultation meeting with local authorities for advocacy (one-two day meeting) - Expected results/outcome:  95 students can attend the second half of the school year 2015/2016.  School expenditures and meals of 95 students will be partly funded by the project.  Four teachers (2 Khmer and 2 Vietnamese) are employed at the existing school, with additional honoraria to upgrade their salary or cover it fully, respectively. 1

Authorities understand and consider the problem of newborn Vietnamese children in Cambodia who cannot obtain birth certificates, achieved by MIRO advocacy work. 100 percent of the Vietnamese children funded by the project will have letters of confirmation which are accepted by the local authorities to register them with state school. In the long run, education rates will result in increased proficiency in Khmer and Vietnamese languages, greater understanding of rights, and increased access to employment, greater understanding of Khmer culture, traditions and history for the Vietnamese children (necessary knowledge to apply for Khmer nationality according to Nationality Law Article 8). Increased communication, interaction and collaboration among Vietnamese, Khmer and Cham families.

DEVELOPMENT PROJECT Project activities: During the period of the report, MIRO staff conducted the following activities: 1. Teaching activity The school building called “Phum Kandal Samaki Primary School” located in Kandal village, Sangkat Phsar Chhnang 2, Kampong Chhnang Town, Kampong Chhnang Province 3 where the project is implemented. There are in total 95 students 4 including 45 girls covered by project and other 40 5 Vietnamese children include 21 girls who are not covered by project. They are studying with Vietnamese classes. Khmer class: There are 95 students include 45 girls be studying within three Khmer classes 6 in the morning, from 07:00 AM to 11:00 AM, as following record: 15 outstanding students from score number one to score number five. 40 girls out of 78 students 7 got average equal 82.16%, 17 students 8 include 5 girls are failed average equal 17.82%, no student drop school, and 17 students include 5 girls came late “not study on time” but after teachers gave advise 8 students include 4 girls equal 11.87% were changed attitude to study on time. One student has disability in the type of sensory consciousness (body).

Population (interviewed local authorities April 2015): there were 3,709 families’ equal 19,684 people include ethnic Vietnamese 832 families and Cham 111 families. In Kandal village, there are 440 families of Vietnamese equal 2,217 people (Female 1,083 people and 748 people from age 18 years old) and 7 families of Cham equal 36 people “interviewed Mr. HUON Vorn, village chief”. In Chong Koh village, there are 392 families of Vietnamese equal 1,914 people (Female 953 people and 1,232 people from age 18 years old). Grade 1(A): 16 girls out of 31 students “Vietnamese 20, Khmer 10, and Cham 01”. 5 outstanding students from score number one to score numbers five. 25 Students include 15 girl got average equal 80.64%, 6 students include 1 girls are failed average equal 19.35%, no student drop school, and 6 students include 1 girl came late “not study on time” but after teachers gave advise 3 students include 1 girl equal 50% were changed attitude to study on time. ii. Grade 1(B): 30 students include 15 girls “Vietnamese 18 and Khmer 12”. 5 outstanding students from score number one to score numbers five. 12 girls out of 25 students got average equal 83.33%, 5 students include 2 girls are failed average equal 16.66%, no student drop school, and 5 students include 3 girls came late “not study on time” but after teachers gave advise 2 students equal 40% were changed attitude to study on time. iii. Grade 2: 34 students include 14 girls (Vietnamese 08, Cham 01, and Khmer 25). 5 outstanding students from score number one to score numbers five. 13 girls out of 28 students got average equal 82.35%, 6 students include 1 girls are failed average equal 17.64%, no student drop school, and 6 students include 1 girls came late “not study on time” but after teachers gave advise 3 students equal 50% were changed attitude to study on time. i.

Vietnamese class: There are 57 students include 26 girls and also 41 children are extra students include 22 girls whom are not covered by project, be studying within two Vietnamese classes in afternoon, from 01:30 PM to 05:00 PM, as following record: 10 outstanding students from score number one to score number five. 51 students got average equal 89.47%, 6 students are failed average equal 10.52%, and 4 students drop school. 3 | Page/MIRO-VIDAN Quarterly Report May-July 2015

Grade 1: 38 students including 14 girls and also 18 extra students include 8 girls. 5 outstanding students from score number one to score numbers five. 28 students got average equal 82.35%, 6 students are failed average equal 17.65%, and 4 students drop school include 2 girls. ii. Grade 2: 19 students including 12 girls and also 22 extra students include 13 girls. 5 outstanding students from score number one to score numbers five. 19 students got average equal 100%, and no student failed average and drop school. i.

The class provides the Vietnamese speaking students with the Khmer language skills which will help them apply for Cambodian citizenship, if it is required by the authorities. More practically, it helps them to find jobs and communicate with people from Cambodian society in the broader context of everyday life. Teachers: there are five teachers 9 in total including 3 Khmer teachers from the Education Department, but unfortunately one teacher is not covered by the project yet, and 2 Vietnamese teachers. Teaching methodologies: writing on the blue board with the chalk, explanations, questions and answers. The topics provided to students were reading, writing and speaking Khmer and Vietnamese, as well as mathematics. Since the students are young and the classes very crowded, teaching may be a challenge for the teachers. Vietnamese students, who have trouble following the classes, can be especially difficult. Students: In public school year 2014-2015, both Khmer and Vietnamese class there were 25 outstanding students “9 ethnic Vietnamese children and 16 Khmer children” in 5 students each

3 Khmer teachers: Ms. KEO Vanna teach grade 2, Ms. KEO Vanny teach grade 1(A), and Mr. TOUCH Makara teach grade 1(B), the project is not covered him yet. And 2 Vietnam teachers: Mr. Thai Van Sung teach grade 1 and Mr. Nguyen Van Dung teach grade 2.

class from score number one to score number five. By teachers recording: they are studying by hard and on time with their studies whilst respecting school regulation. 2. Follow up activity with parent of student: The provincial project officer conducted a follow up with parents of students in Kandal and Chong Koh villages where the project was implemented. During three months, there were 21 families (respondents) 7 respondents in each months were follow-up by using questionnaire forms for making interviews on a house by house basis. Fact-finding: almost all 21 respondents said that they appreciate and satisfied with the school project has been implementing by MIRO and funded by ViDan Foundation Inc. because it is a good project and is deferent between another school in Kampong Chhnang provinces namely this project sponsors to create a fund for children meals, study materials, uniform, text book, and other materials was very good. 18 respondents said that their communities is changed since this school project was Implemented especially the needy children by non-race-discrimination altogether Khmer, ethnics Vietnamese and Cham should be encouraged and open for enrollment with school therefore all children have the school in every school day and the parent is not worried about their security and/or traffic accidence during school time and traveling to school because the school campus is located near their communities and get look after from their school’s teachers. 20 respondents said that both poor communities “Kandal and Chong Koh” are ambitious to get benefit from the school project in order to change their children future to become persons who are well knowledge/high education level for changing their parents’ living situation and also part in their community’s development. And almost 21 respondents insist to request and do hope that the project will be continuing to support the needy children only primary level but also till their success completely finish high school level. 3. Consultation meeting with local authorities 10: On 17th July 2015 MIRO’s project has conducted a half-day consultation meeting with local authorities at Samaki Primary School. There were 10 participants attended the meeting from deference sectors of relevant competence authorities in Kampong Chhnang town of Kampong Chhnang province such as police, teacher, commune council, and village chiefs. discussion, share ideas/information, group discussion, presentation by using projector, and question and Answer. Meeting outcome are understanding about statelessness in the Asia

Pacific and its relevant law, shared the general situation of ethnic Vietnamese in Kg. Chhnang, local authorities stand to issue certify letter to VN children for access school if Samaki recruit more needy children, request one more teacher for a new public school year 2015-2016, commitment to encourage needy children go to school even if the project have not fund for supporting meal every school day, and The sentimental local authorities to ethnicities in Cambodia especially ethnic Vietnamese is harmony and peaceful “non-racing discrimination”. 4. Merit Award to outstanding students 11: On 27th July 2015, school project organized merit award ceremony for 25 outstanding students from 5 classes “3 Khmer classes and 2 Vietnamese classes” of Samaki Primary School. Students earn from score number one to number 5 in each classes. The ceremony we invited relevance stakeholders to attend as honorable from deference sectors of competence authorities such as Sangkat chief, village chief, chief of education office, and representative from police administrative post. All stakeholders delivered key note and handed out merit award as symbol. The outstanding Student got one souvenir follows deference their earning scores level with certificate.

Other events and activities: 5th June 2015: Accompanied Mr. Tien, ViDan Foundation Inc. Board member to visit and distribute note books, cake, and materials to around over 100 needy students at Neak Loeung Free School in Prey Veng province. And on 10th June 2015 we went to do the activities at Samaki Primary School in Kampong Chhnang province. And 11th of the same month we went to visit Raing Tel “Long Hai Pagoda” and Koh Ka Ak communities of Pursat province, there Mr. handed out fund $2,500 USD on behalf of ViDan Foundation, Inc. to Mr. Lee for renovation floating class. 15th – 16th June 2015: Mr. Butmao SOURN, Executive Director of MIRO was invited and attended the retreat on resolving statelessness in Asia Pacific at Bangkok, Thailand. Co-hosted by UNHCR and APRRN. 11th June 2015: There were two fans of classroom is broken. We recommend to re-new. 29th July 2015: Teacher reported about medicine using “first aid box”, 70% are used for the benefit of student and remaining 30%. We recommend to more medicine for students using.

ADVOCACY WORK AND LEGAL AID Make observation about government plan to move ethnic Vietnamese are living on floating communities to live on the land. And the government campaign to register and issue immigration card to ethnic Vietnamese refugee in Cambodia. The Official price came from, around USD 60 per person for two years renewal. - Government plan move to land: so far still silence but have another plan from Kampong Chhnang Town for floating communities shall be moved 2 Kilo meter from the shore, this plan is not practice yet. - The register and issue immigration card campaign is still doing. - MIRO is on going to advocated with relevance authorities to issue certify letter to ethnic Vietnamese children can access school for public school year 2015-2016. - For February to July 2015 there were 32 12 ethnic Vietnamese families’ equal 122 persons, 79 persons who are reached to age 18 years old up and 43 children living in two communities “Kandal and Chhnok Trou” leaved out Cambodia to live in Vietnam because of no enough money paying for two years immigration card. They will be back to Cambodia again at any times as possible. 55% traveled by their own boat machine, 25% sold properties and traveled by bus, and other 20% kept their properties with relatives and traveled by bus. CONCLUSION Education field is a bridge to change the lives and future of people, in particular, the ethnic Vietnamese children and contribute to building a Cambodian society in which human rights respect is prevalent. When Vietnamese children are better educated, they are more likely to find solutions for tension between the ethnic groups in the future, deal with discrimination and racism and thus ensure the decrease of violence. The parents of the students and relevant authorities are happy and appreciate to become aware of human rights and children’s rights and commit to collaborating with MIRO. After the initial group of parents has developed such a positive attitude future endeavors to improve the situation of school attendance also among other families in Kandal and Chong Koh villages, will fall on prepared ground and are more likely to find acceptance.
