MINUTES REGULAR BOARD MEETING VINEYARD RECREATION CENTER 2942 Vineyard Ave LA, CA 90016 MONDAY, MAY 21, 2018 6:30 PM – 8:30 PM

1. WELLCOME AND CALL TO ORDER – Elbert Preston called the meeting to order at 6:39 pm. 2. ROLL CALL – 11 Board Members were present: E. Preston, D. Garris, B. Jett, R. Williams, E. Aubry, A. Tootla, D. Hackett, and S. Meeks were present. L. Graham, C. Simmons, and J. Sims were late. 1 unexcused absence from S. Jones. 3. ADMINISTRATIVE ITEMS: a. Secretary’s Report: approval of April minutes- A. Tootla moved and D. Garris seconded that we approve the minutes. 8 yes votes were counted. b. Treasurer’s Report: approval of April monthly expenditure report – year end recap – Not available. 5. GENERAL PUBLIC COMMENT ON NON-AGENDA ITEMS - two minutes per person (until 7pm)  R. Hill- Manages a unit on Blackwelder and Hauser. The fireworks are disturbing many residents. He would like support.  D. Taylor and K. Warrior- Hosting a summer camp program at this rec center to help with homework. June 11-Aug 10th (M-F, 1-5pm).  A. James- Working with United Way to build 10,000 housing units to address chronic homelessness. She requests that she be placed on the June meeting agenda.  B. Lopez- From the Community Garden. Thanking S. Meeks for his support of the garden renovation.  R. Ross- From Delicious Pizza, promoting the Block Party on Sep 2. Working with EmbraceLA and Kimani Black. He asks that WANC partner with them to support and organize this event.  P. Miley- From Yama Yoga East, pay what you can, and want to get he word out about their programs. Organic produce and open to renting the space to those who would like ot offer programming. Adams and Normandie.  C. Derby David- Budget Advocate. The city issued a white paper after visiting all of the city departments to learn what they do and how they spend budget. Budget = taxes = services. Our community deserves our share of the services but don’t always get them. Spoke to the City Council asking for more transparency on the city budget. June 23 rd at City Hall, there will be a budget meeting where all are welcome. A Budget Rep needs to be appointed from every neighborhood council, otherwise the President and Treasurer represent the NC. She asks that our neighborhood council consider making a donation to the Budget Advocates via the City Clerk. She asks that this be placed on the June regular board meeting. She also asks that we include her on the regular agenda  R. Williams asks that the agenda be set according to the WANC Bylaws, stating that the full board should create the agenda at the end of each regular meeting. If additional items are to be added, the Executive Committee must be convened. The agenda should not be created by the Board President.  E. Preston redacts his statement from the April Special Meeting when he stated that the agenda was posted illegally. He was incorrect and apologizes. 6. SENIOR LEAD OFFICER (limited to five minutes)- Officer Mejia was not present but spoke to E. Preston earlier indicating that she is tied up with a court case for approx.. 5 weeks and will return later. 7. COUNCILMEMBER WESSON’S OFFICE UPDATE: Kimani Black-

FIREWORKS: The fireworks in our area are a year-round problem. The approach is to learn where they are coming from and then report to LAPD quickly. Most triangulation technology sponsored by law enforcement is only located in housing developments. Rancho Complex is still being built. HOMELESS HOUSING: Friday, the City Council stated that homelessness is going to be ended with temporary bridge housing across the city, including “safe parking spots” where you can park in your car. There are many RVs in our community that are parking in red areas. D.O.T. isn’t allowed to ticket any vehicle once they know that someone is living in it. LAPD can only ticket or cite when they physically see evidence that someone is living there. They’ll mark the tire for 72 hours and then return after 96 hours to enforce it. 9pm-6am are the hours when no one should be sleeping in cars or in tents. REMOVING HOMELESS ITEMS: Cleaning the sidewalk and street has to be done with notification. People may have a 60 gallon quantity of personal belongings. Anything over that amount must be bagged and stored. Hazardous waste from RVs isn’t allowed to be leaking. The Hazardous Waste team must come and tow. COUNTING HOMELESSNESS: Most homeless people are aged 18-24. The city just counted the number of homeless and Area 6 will have more attributed to our community so we should be able to receive more funding to address it in our community. BLOCK PARTIES- Baldwin Hills and Herb Wesson’s Office is planning a Block Party on Aug 25th. The West Adams Block Party is Sep 2. POSTING BILLS –There is some concern about posted bills in our community because of visual blight. Anything posted on a pole is illegally posted.

DEPARTMENT OF NEIGHBORHOOD EMPOWERMENT: Brett Shears offered some clarification about some recurring issues: BY LAWS- Brett shared 3 different wording options for the suggested change to the language about abstentions during a vote. The board voted to approve: “Section 3: Official Action- The Board shall take Official Action by a majority vote of the Board members present and voting. Every member present must vote for or against each item; abstentions are not permitted. In the event a Board member fails to affirmatively vote either “yes” or “no”, that member will be deemed to have voted “yes”, and the member’s vote will be recorded as such.” FUNDING ITEMS- There must be an amount posted on the item otherwise someone on the Board must add the amount before it can be included. TREASURER_ We have no treasurer this fiscal year so no more funds can be spent until that is remedied. No reimbursements, no allocation of funds. The City Clerk gives access ELECTIONS- There is an ordinance written by the city indicating that 2018 terms have been shifted to 2020 elections and 2020 terms can be shifted to 2021 elections. WANC is adding 2 At-Large seats but we have yet to indicate when those seats will be up. Brett recommends that they terminate in 2021. 9. ASSEMBLY DISTRICT 54 OFFICE UPDATE: Laveda Theus was not present. 10. STANDING COMMITTEE AND CITY LIASAION REPORTS: SLAANC- The budget must be turned in by the end of the fiscal year if we want to start spending money on July 1 st. Senior Liaison- Attended the meeting on homelessness, trying to help ppl find senior housing. The emphasis is on building more housing. Outreach- Will be meeting on Wednesday to continue organizing the Town Hall on Thursday May 31 st at Virginia Road Elementary to discuss housing, displacement, and gentrification. There will be representatives from the city, reps from other related organizations. 11. PRESENTATIONS (limited to 10 minutes each): 1) Standing Together Against Neighborhood Drilling – Oil and gas drilling in non WANC areas – SETBACK MOTION: Their org suggest a motion that requires drilling companies to create a 2500 foot buffer between active wells and residential communities. Most of the locations are in areas that are already overly impacted by negative influences (freeways, etc).

NEW BUSINESS: a) Discussion and possible action on reimbursement of Steven Meeks for LAUSD facility usage permit fee not to exceed $78 – R. Williams moved and A. Tootla seconded the motion. The vote passed with 11 yesses. However, no money can be spent right now because we have no Treasurer and the vote will need to be resubmitted. b) Discussion and possible action on Conditional Use Permit (CUP) for Highly Likely - restaurant development at 4310 Jefferson. A. Tootla moved and R. Williams seconded the motion. However, no one was present to answer questions so A. Tootla withdrew the motion. This item is tabled until next month. 13. OLD BUSINESS a) Discussion and possible action on NPG funding request to benefit Baldwin Hills Library not to exceed $2000 – L. Graham moved and B. Jett seconded. The vote passed with 11 yesses. b) Discussion and possible action on the design and purchase of WANC promo items such as banners, pole banners, yard signs bags, and flyers not to exceed 75,000 – E. Preston moved to approve up to $7500 and A. Tootla seconded. The vote passed with 10 yesses. 1 No: R. Williams. c) Discussion and possible action – reconsideration of April 16th meeting NEW BUSINESS item 12b – No one who previously voted No wanted to reconsider, so this item will not be voted upon. d) Discussion and possible action on Conditional Use Permit (CUP) for hotel and restaurant development serving alcohol at 5170 Adams Blvd (see above item) – This item will not be taken up for a vote (see above). e) Discussion to select Business Representative to fill vacant Board seat 14.
