1.WELCOME AND CALL TO ORDER - Steven Meeks opened the meeting at 6:36pm 2.ROLL CALL – 10 board members were present: S. Meeks, L. Graham, E. Preston, D. Garris, A. Tootla, C. Simmons, E. Aubry, D. Hackett, R. Williams and B. Jett. 1 board member had an excused absence: John Sims. 1 board members was absent: S. Jones. 3.ADMINISTRATIVE ITEMS: a. Secretary’s Report: approval of January, February and March minutes- C. Simmons moved and D. Garris seconded. The vote passed with 8 yes votes: S. Meeks, L. Graham, E. Preston, D. Garris, A. Tootla, C. Simmons, E. Aubry, D. Hackett. (R. Williams and B. Jett were not present yet) b. Treasurer’s Report: approval of February and March monthly expenditure reports- $25K needs to be spent. The Treasurer recommends that Finance Committee meeting be held before the May regular meeting to determine how to spend the funds. D. Garris moved and E. Aubry seconded. The vote passed with 8 yes votes: S. Meeks, L. Graham, E. Preston, D. Garris, A. Tootla, C. Simmons, E. Aubry, D. Hackett. (R. Williams and B. Jett were not present yet)  May 20 is the last day to request event approvals  June 1 is the last day for check payment requests  June 20th- The credit card is stopped. 5. GENERAL PUBLIC COMMENT ON NON-AGENDA ITEMS - two minutes per person (until 7pm)  S. Joyce- The Facility Director at Vineyard Rec Center announced the summer camp. 10 children came to the spring camp. Some children attended the spring egg hunt. Fridays has open gym for children 5 and younger. Senior Movies will be 3rd Wed of the month. The center is being painted. There will be a 50+ basketball league starting in May. The summer camp will focus on recreation, education, and field trips. He requests some funding for summer camp, so we ask him to submit a request.  N. Wong- Lead Community Organizer from Redeemer Community Partnership shared that oil drilling is a public health crisis because of their proximity to residents and link to health issues. Standing Together Against Neighborhood Drilling is a coalition looking for solutions to the public health crisis.  D. Hackett announced the Mid City Arts Festival on May 12th.  D. Hackett announced that the Bureau of Street Services will be making sidewalk and small asphalt repairs in our community tomorrow/Tues April 17th. 6. SENIOR LEAD OFFICER (limited to five minutes)- Officer Mejia announced that there was a homicide in our community near Palm Grove and Adams. She asks that we lock/secure residences and cars. Avoid leaving items in cars that could attract burglary. Hope Teams come to do cleanups to homeless people in the community. RVs should not be parked on Jefferson after 2am. Email Officer Mejia if you see them parked. [email protected] She asks that if we see anyone lurking, to call the police to avoid burglaries. 7. COUNCILMEMBER WESSON’S OFFICE UPDATE: Kimani Black was not present.

8. DEPARTMENT OF NEIGHBORHOOD EMPOWERMENT: Brett Shears passed out the suggested changes to the WANC By Laws and asked for clarification. The Board was asked to clarify the changes to Attachment B- The changes that were suggested to limit voting on Community Interest position will NOT be included in the amended By Laws because more clarification is needed to other language. The Board will need to suggest these changes next time. The change to Section 3: Official Action regarding a neutral vote will be noted. From now on, Board members may only vote yes or no. Abstentions will not be an option. April 30th City wide Outreach Meeting at City Hall from 9:30-5pm on the 3rd Floor Rotunda. 9. ASSEMBLY DISTRICT 54 OFFICE UPDATE: Lavada Theus was not present. 10. STANDING COMMITTEE AND CITY LIASAION REPORTS: SLANC- The next meeting is Thursday. Outreach Committee- They will be finalizing the town hall on Gentrification during the next meeting. They have decided to buy more street banners. Homeless Committee- The mayor’s office is looking for temporary housing locations in every council neighborhood. 11. PRESENTATIONS (limited to 10 minutes each): 1) Gonzales Law Group – Shared the plans for hotel and restaurant development serving alcohol at 5170 Adams Blvd- Kate presented a proposal for a hotel near Adams and Sycamore (south side). 15,000 sq feet. The 3-story hotel will have 43 rooms with a small ground level courtyard with onsite parking below the building, a restaurant, and small retail space. There are noise regulations that apply to this property. CIM will own the business. They will go before the city on May 16th. 2) Highly Likely - restaurant development/Conditional Use Permit at 4310 Jefferson- They have been working on opening their café for about a year and will open in 3 weeks, serving breakfast, lunch, and coffee, open from 7am4pm. 12. NEW BUSINESS: a) Discussion and possible action on Conditional Use Permit for restaurant/residential development at 4917/19/21 Adams Blvd with the recommendation of hiring local residents- They presented last month and will go before the city on May 23rd. 2 Nos: D.
