Minutes of Inter Agency Coordination (IAC) Committee teleconference on Emergency Situation in India 17th August, 2014 at 2 pm onwards Sphere India Inter Agency Coordination/Unified Response Strategy (URS) is a program to provide common platform to all stakeholders for preparedness and coordination during emergencies. The program is steered by an Inter-Agency Coordination Committee of Sphere India comprising of members like Cordaid, CASA, Oxfam, Save the Children, UNDMT, DCA, Christian Aid, ADRA, Plan, CARE, EFICOR and Seeds.

Agenda  

To take a stock of conflict situation in Assam and flood situation in Assam, UP, Bihar and Uttarakhand. To decide the joint course of action

Assam Conflict 1. Update shared by IAG Assam:  The conflict was started on 12th August between the people from Nagaland and Assam. It is believed that the conflict was started when two students were abducted from Assam.  Around 13 villages are affected in Assam and are burned.  Approx. 24,000 people are affected as per the media reports.  11 relief camps are operational and people are taking shelter in these camps.  Assam IAG has decided to carry out the JRNA in Assam on 18th August and from 19th- 20th August in Nagaland. 2. Key Discussion and Decision  Need to plan a humanitarian joint action.  Use of JRNA Format and with due course of time common assessment format specific for conflict situation will be developed.  If URS is activated, key deliverable should be pre identified.  As IAG Assam is already doing the assessment in conflict areas, the IAC committee has decided to wait for the report to decide the next course of action. 3. URS Activation The IAC committee has decided not to activate the URS for Assam Conflict and next action will be planned after the Assessment Report to be shared by IAG Assam.

Assam Flood 1. Update shared by IAG:  So far 14 districts are affected by flood and 17 relief camps are operational.  The total population affected is 3, 68,096 as per ASDMA report. 2. Key Discussion and Decision  Need to plan common action plan for flood assessment and response.  As the situation is not so worrisome and is a regular affair, IAC committee decided to monitor the situation for next two days to decide on future action.

3. URS Activation  The committee has decided to monitor the situation and not to activate URS as of now.

UP Flood 1. Update shared by IAG UP  Due to rainfall in Nepal the eastern districts of UP is flooded.  The worst affected districts are Bahraich, Shravasti, Gonda, Barabanki and Siddharthnagar. 2. Key Discussion and Decision  It is shared that the partners and local offices of few members like Christian Aid, Care India has already started responding in the affected areas.  Replication of Joint action followed in Odisha in UP and Sphere India to extend the coordination support to UP IAG.  Appointing a local person to support the UPIAG in coordination process will be more effective. 3. URS Activation After analyzing the situation, IAC committee has decided to activate the URS for UP Flood and to extend all support to IAG UP to facilitate the coordination process.

Bihar Flood 1. Update from IAG  Darbhanga and Madhubani districts are affected due to breach in the embankment.  The people living inside the embankment in Supaul district is also affected by flood and reports are also received from East Champaran and Nalanda districts.  NDRF team is being deployed in the affected areas.  The Government has distributed Taepaulin and food.  During the BIAG Core Committee meeting on 16th August it was decided that the BIAG District Chapters of Darbhanga, West Champaran, Madhubani and Supaul will do the needs assessment as per Sphere's Revised Joint Needs Assessment format.  The JNA will be compiled by the BIAG on Monday and BIAG core committee will meet on 19th August.  Emerging needs are: Plastic/Tarpaulin sheets, Food especially for children etc. and Health camps. 2. Discussion and Decision  Based on the assessment report the future course of action will be planned as decided by BIAG.

Uttarakhand Cloudburst  

As it is a localized disaster, IAC committee has decided to monitor the situation and not to activate the URS. Next action can be planned after receiving clearer picture and meanwhile IAG UK may initiate coordination process.

SitRep 3 will be prepared to see if there is a need of long term intervention or not. And based on that IAC Committee will take a decision on formal closure of URS that has been activated for Pune Landslide.
