Call to Order

At 5:30 pm Board President Jason Schofield called the meeting to order. A. ROLL CALL Members Present:

B. EXECUTIVE SESSION At 5:30 pm Mr. Schofield made a motion to move to Executive Session to discuss pending litigation. Invited in were Mr. Carmello, Dr. Watson, Mr. Hotaling, Ms. Miaski and Ms. Ahearn. Motion was seconded by Mr. Mayo and carried 6-0.

C. PUBLIC SESSION At 6:30 pm Mr. Schofield called the meeting to order with the Pledge of Allegiance. District Announcements: Troy High School Drama Club presents “Little Women” November 18 and 20 at the Veterans Memorial Auditorium. The Varsity Football team returns to the Dietz Stadium in Kingston on November 19 for the State Class AA semifinals against New Rochelle. The Board, Mayor and City Council will honor the team at the December 7 BOE meeting. D. PUBLIC INPUT ON AGENDA AND NON-AGENDA ITEMS No public comments.

II.

Non-Action Items

A. SUPERINTENDENT'S REPORT - J . CARMELLO Mr. Carmello had nothing to report at this time. He introduced School 16 principal, Dr. Tracy Ford.

B. SCHOOL 16 PRINCIPAL'S PRESENTATION - T. FORD Dr. Tracy Ford stated this is his second year at School 16 principal and the school and faculty has evolved significantly. He provided the Board with data regarding academic growth. ELA and Math scores have doubled in the past four years. School 16 is one of the highest performing schools in the Capital Region, exceeding the NYS math average for proficiency for Grades 3-5 for the second consecutive year. He is very proud of their scores and this is a shared success. Mr. Carmello added that he is also proud of School 16's achievements; this is difficult to maintain but staff works hard and grow continues. Dr. Ford reported that disciplinary infractions have been tracked for the past four years. Small infractions are included since 2014-15 so numbers appear higher than previous years. School 16 has exciting efforts for School Turnaround which include RTI committee, school leadership team, turnaround room, afterschool enrichment program and Odyssey of the Mind. There is a strong focus on communication with parents and students to keep them equally informed and engaged. There are 100 students who participate in different extended day programs throughout the week. YMCA has restored their aftercare program which serves 40 students. Dr. Ford thanked the Board and administration for their support of School 16.

TTA MOA - Correction to Notice of Claim RESOLVED, that upon the recommendation of the Superintendent of Schools, the Board of Education of the Enlarged City School District of Troy hereby approves the Memorandum of Agreement between the Troy Teachers Association and the District, which corrects an error made by the TTA representative in notarizing a Notice of Claim filed by the TTA against the District on October 13, 2016, and authorizes the Board President to execute same on behalf of the District.
