Creating Additional Key Positions and Units Under the RPTA Project Management Office

In order to ensure the proper implementation of the RPTA Project administered by this Ministry, it becomes necessary to create additional key positions and units under the RPTA Project Management Office created under RPTA Management Circular No. 2-82 dated February 12, 1982, with their respective areas of responsibilities and functions clearly defined. In view of the foregoing objective, the following positions and units under the RPTA Project Management Office are hereby created: 1.

Assistant .PTA Project Manager for Administration Under general supervision, the incumbent of this position is responsible for all administrative and training activities relative to the im-, plementation of the RPTA Project. Specifically, the incumbent of this position shall have the following functions: 1.

To coordinate and facilitate the RPTA Project fund releases;

2.

To prepare RPTA Training Designs and facilitate all RPTA training activities;

3.

To facilitate approval of the adminis-

trative issuances and documents relative to RPTA Project implementation; 4.

To coordinate and facilitate the acquisition/procurement of equipment, supplies and materials in connection with the RPTA Project;

5.

To compile all official records, communications and other documents relative to the RPTA Project;

6.

To do other related activities that his superiors may assign him from time to time.

Assistant RPTA Project Idanager for Operations Under general supervision, the incumbent of this position will directly coordinate and supervise the functions and activities of the following unit and Group: 2.1

RPTA Monitoring and Evaluation Unit The general-functions of this Unit are as follows: 2.1.1 To prescribe appropriate project monitoring forms and procedures in close coordination with the UPB F Monitoring and Evaluation Study Team; 2.1.2

To process submitted monitoring forms/reports and provide comprehensive summary/feedback to RPTA Project Management;

2.1.3

To provide staff assistance to the RPTA Administrative Services and Training Unit in the conduct of monitoring and evaluation training at the regional and the provincial levels;

2.1.4

To work closely with the UPBRF counterparts (M & E Consultants), relative to Id & E activities of the USAID-assisted RPTA Projects.

This Unit will be composed of selected personnel from the Office of Local Government Finance and the RPTA Project Management Office who will be assigned to work with the Unit by Office Order to be issued by the Director, Office of Local Government Finance (RPTA Project Director) upon recommendation by the RPTA Project Manager. The Regional Director shall designate from any of his Local Finance Operation Supervisors, Assessment Supervisors or Treasury Supervisors, to act as representative of the region to the RPTA Monitoring and Evaluation Unit created hereof.

RPTA Technical Services Group The general functions of this Group are as follows; 2.2.1

To conduct on the spot evaluation of actual RPTA Project accomplishments for the purpose of finding: (a)

whether project implementation are undertaken within allowable time schedule;

(b)

whether project outputs are prepared in accordance with the standards set under the existing rules and regulations;

(c)

identifying actual problem', areas of the RPTA Project field operations;

To provide direct instructional and technical assistance to project implementors at the Provincial and Municipal/City levels.

This Group will be composed of selected personnel from the Office of Local Government Finance and the RPTA Project Management Office who will be assigned by the Director, Office of Local Government Finance (RPTA Project Director) upon recommendation of the RPTA Project Manager; and all local assessment officials and assessors designated as RPTA Project Supervisors, under RPTA Memorandum Circular No. 4-82 dated June 16, 1982 of this Ministry. In this connection, the following designations are hereby made:

Ms. ELLEN D. H; NAIMEZ, Acting Assistant Director for Local Government Finance, Region I, is hereby designated as ASSISTANT RPTA PROJECT MANAGER FOR Ariff'T

Mr. GENEROSO U. BAUGBOG, Chief, Real Property Tax Assessment Division, is hereby designated as ASSISTANT RPTA PROJECT MANAGER FOR OPERATIONS and concurrent Head, RPTA Monitoring and Evaluation Unit ; and

Mr. SANTIAGO F. SOT LO, Local Finance Field Supervisor, is hereby designated as Head, RPTA TECHNICAL SERVICES GROUP.

Pursuant to Section 4 of RPTA Memorandum Circular No. 82 dated March 19, 1982, the two (2) Assistant RPTA Project Managers referred above are hereby authorized to receive an honorarium of P500 each per month. Likewise, the Head, RPTA Technical Services Group is authorized to receive an honorarium of P400 per month. All existing Orders, Circulars and other issuances of this Ministry which are contrary to, or inconsistent with this Order are hereby modified accordingly. This Order shall take effect immediately.
