MINISTRY ORDER NO. 40 November 19, 1984
For purposes of proper and facilitative administration, of the Municipal Development Fund (MDF), monitoring of the flow of Project funds and implementation of foreign-assisted projects, officials of this Ministry are hereby authorized, in relation thereto to perform related activities; and are assigned duties and responsibilities as follows:
DEPUTY MINISTER VICTOR MACALINCAG 1.
He shall be a member of the Project Steering Committee (PSC) of all foreign-assisted projects falling within the scope and coverage of the MDF as representative of the Ministry of Finance (MOF) pursuant to Section 3 of PD 1914.
2.
He shall act as the Chairman of the PSC of any Project administered by this Ministry or where this Ministry is the lead Agency, in pursuance of the provisions of Joint Circular No. 3-84 dated
May 31, 1984. 3.
Upon recommendation of the Project Director and consent of the local executive concerned, detail local treasury and assessment officials/personnel to Central Project Offices (CPOs) of foreignassisted projects/Ministry Central Office/Regional Offices for the purpose of the administration of the MDF or implementation of foreign-asssited projects.
4.
Review and sign: a.
issuances such as circulars and memoranda pertaining to the MDF and foreign-assisted projects administered by the Ministry of Finance;
b.
on-lending agreements/cost-share reimbursement agreements between the MOF and local government units;
c.
contracts for technical assistance and other forms of services;
d.
appointments and employment contracts;

e.
purchase orders and disbursements for Project vehicles;
f.
purchase orders and disbursements for equipment in excess of P30,000; and
g.
travel orders of the Project Director, Project Manager and Ministry Officials of this Ministry with the rank of not lower than Service Chief directly involved in foreign-assisted projects for travels in connection with project implementation.
DIRECTOR LORINDA M. CARLOS 1.
She shall exercise general supervision over the staff and personnel of the Local Finance Projects Management Division (LFPMD).

She shall organize the Central Fund Management Unit (CFMU) and shall exercise direct supervision over the same.
3.
She shall define the duties and responsibilities of the personnel assigned to the CFMU and the regular staff as well as the personnel detailed to the LFPMD.
4.
She shall assign or reassign Project vehicles at the Central and Regional level to facilitate project implementation or as the need arises.
5.
She shall act as an alternate of Deputy Minister Macalincag in the Project Steering Committee of all foreign-assisted projects falling under the scope and coverage of the MDF.
6.
She shall review and sign the following: a.
documents pertaining to reimbursements/ replenishments and advances of cost-share financial assistance for foreign-assisted projects;
b.
documents pertaining to the completion of foreign-assisted projects administered by this Ministry;
c.
travel orders of Ministry officials and personnel directly involved in foreignassisted projects below the rank of Service Chief as well as personnel of the LFPMD;

d.
checks/treasury warrants in excess of P5,000 covering reimbursements for personal services, maintenance and other operating expenses of the LFPMD in relation to the implementation of any foreign-assisted project assigned to the Office of Local Government Finance (OLGF);
e.
purchase orders and disbursements of supplies and materials and sundry expenses of the division in relation to the implementation of foreignassisted projects, the amount of which is 930,000 or less and emergency purchases, the amount of which is in excess of 92,000; and
f.
communications pertaining to project implementation except those involving policy determination.
ELLEN HERNANDEZ, OIC, LOCAL FINANCE PROJECTS MANAGEMENT DIVISION (LFPMD) 1.
She shall exercise direct and immediate supervision over the staff of the LFPMD and shall be directly responsible to the Director of the OLGF for the proper execution of the functions of the division.

Under the direct supervision of the Director of the OLGF as Project Director and Ministry Official in-charge of the general supervision over all foreignassisted Projects that the MOF or jointly with LGUs, is involved in, she shall: a.
coordinate and directly supervise the administration of project activities including those involving technical assistance, training, systems installation, commodity procurement and project evaluation;
b.
oversee and evaluate performance, quality, adequacy and competence of personnel assigned to foreign-assisted projects and prepare appropriate recommendations/reports;
c.
be responsible for the monitoring of project cost and status of project financial operations;

d.
based on the evaluation of subproject status, conformity with criteria, level of acceptability and future need in meeting objectives, recommend appropriate actions on continued funding, withholding of funds or withdrawal from further participation in the project;
e.
work closely with and advise central, regional and local level government counterparts, representatives of other government institutions and donors participating in the project to insure coordinated and executed managerial performance; and
f.
recommend and upon approval by proper Ministry Officials, secure specialized technical assistance for any of the above listed activities which require additional supportive assistance as well as prepare all necessary justifications and program documentation involved.
Review and sign the following in relation to the implementation of foreign-assisted projects; a.
purchase orders for supplies and materials and sundry expenses the amount of which is P5,000 or less;
b.
emergency purchases the amount of which is P2,000 or less;
c.
certification of disbursements; and
d.
certificates of appearance of Officials below the rank of Regional Director who come to the LFPMD to confer with Officials thereat or follow-up matters pertaining to foreign-assisted projects.
Perform other functions that may be assigned from time to time.
This Order shall take effect immediately and shall continue to be in force until revoked or amended.
