Requiring approval of the Ministry Head on Purchase/ Requisition Order prior to its delivery to the supplier.
It has been observed that in certain cases, Purchase/ Requisition Order covering deliveries of accountable forms and other printed materials, which need prior approval of the Ministry was submitted to this Ministry after the items being requisitioned have been delivered by the supplier, thus, practically forcing this Ministry to approve the purchase. Henceforth, it is directed that prior approval of this Ministry should be obtained before a Purchase Order requiring the same, is served ft the supplier, otherwise no approval shall be granted for a consummated Purchase Order except in instances where delay in the immediate acquisition of the materials and/or supplies will be det imental to the service, in which case; obtaining a prior approval maye deferred, provided a written justification for the same shall be // submitted together with the consummated requisition/purchase order. t
