60th RDC Full Council meeting in Oriental Mindoro The provincial government of Oriental Mindoro hosted the 60th RDC full council meeting held on September 08, 2017 in Oriental Mindoro. Oriental Mindoro Governor Alfonso V. Umali, Jr. presided the meeting which was attended by Occidental Mindoro Governor Mario Gene J. Mendiola, Calapan City Mayor Arnan C. Panaligan, Boac, Marinduque Mayor Roberto M. Madla, Mamburao, Occidental Mindoro Mayor Angelina F. Tria, Corcuera, Romblon Mayor Rachel M. Bañares, Socorro, Oriental Mindoro Mayor Maria Fe V. Brondial, directors and representatives of regional line agencies, local government units, state universities and colleges, and private sector representatives. Other special guests who were also present during the meeting were: Oriental Mindoro 2nd District Representative Reynaldo V. Umali, NEDA Undersecretary for Regional Development Adoracion M. Navarro, and Office of the Presidential Adviser for Southern Tagalog Secretary Jose Maria Nicomedes F. Hernandez. The following matters were endorsed during the meeting: 1) funding of Calapan City coastal road project; 2) funding of Calapan City airport development project; 3) DOST’s

establishment of calamansi research and development center under the Niche Centers in the Regions for R&D (NICER) program; and 4) DOST’s bamboo utilization research program under NICER program. The council approved the resolutions on the following: 1) creation of a Regional Research Development and Innovation Committee as a special committee under the RDC; 2) support to CALABARZON RDC Executive Committee Resolution No. IV-A-04-2017; 3) support to CALABARZON RDC Resolution No. IV-A-54-2017; 4) support to RDCom Visayas resolution requesting Congress to increase the penalties imposed against overload trucks/trailers; 5) confirmation of the AFP as additional non-voting member of the RDC; and 6) appreciation to the Provincial Government of Oriental Mindoro for hosting the 2017 3rd quarter RDC Full Council meeting. The members were informed on the peace and order situation, report on illegal drug use, status of mining industry, Avian Influenza outbreak, 2017 Cities and Municipalities Competitiveness Index, DAP’s public management development program, 8th RDC-PSR national convention, status of RDC endorsed projects, and project monitoring report.

RDC MIMAROPA holds groundbreaking of proposed regional government center

the Strong Republic Nautical Highway (SRNH) route going to the Visayas and province of Romblon. Land Transport LTO MIMAROPA plans to establish new LTO district offices across the region. For the third quarter of 2017, there are two construction of LTO district offices in the provinces of Occidental Mindoro and Palawan. There is an on-going construction of LTO district office in the municipality of Sablayan in Occidental Mindoro. The construction of the district office was funded by the municipal government including the land acquisition, construction of the building, procurement of IT facilities, furniture, fixtures, etc. Also, an LTO district office in the municipality of Brooke’s Point in Palawan is being constructed which is about 180 kms south of LTO Puerto Princesa City.

The groundbreaking for the proposed five-hectare MIMAROPA Regional Government Center (RGC) site was held on September 8 at Barangay Sta. Isabel, Calapan City, Oriental Mindoro. The event organized by the Regional Development Council (RDC) in MIMAROPA was attended by Calapan City Mayor Arnan C. Panaligan, Oriental Mindoro 2nd District Representative Cong. Reynaldo V. Umali, Oriental Mindoro Gov. Alfonso V. Umali, Jr., Occidental Mindoro Gov. Mario Gene J. Mendiola, Boac, Marinduque Mayor Roberto M. Madla, Calapan City Vice Mayor Gil Ramirez, regional directors, representatives from various government offices, and private sector representatives. NEDA Undersecretary for Regional Development Adoracion M. Navarro and Presidential Adviser for Southern Tagalog Jose Maria Nicomedes F. Hernandez were also present to grace the event. The rationale for the establishment of regional government centers according to Undersecretary Navarro is in line with the NEDA’s national spatial strategy. Navarro stressed the importance of improving connectivity in the regions and decongesting Metro Manila to facilitate the efficient delivery of government services. “It (the national spatial strategy) aims to spur the development across the regions nationwide, and that’s in recognition of the fact that very congested na ang Metro Manila. We also need to force the issue of connectivity through regional government centers, so that we can reduce vulnerabilities to disasters,” said Navarro. “Kung isolated ang isang growth center in a region, walang connectivity, it’s more difficult to deal

with disasters,” she added. Navarro also advised the MIMAROPA RDC to conduct an intensive study tour, say through a dedicated RGC task force, and learn from the experiences and challenges of other regions in establishing government centers. She said that the assessment through a study tour can be a preliminary step towards the development of a MIMAROPA RGC master plan. During the event, some dignitaries pledged their support and commitment for the swift realization and establishment of the MIMAROPA RGC. “On a personal note, I am offering myself, together with the officials and members of the MIMAROPA Regional Development Council to be your link or your connect to the administration and to the President Rodrigo Roa Duterte,” said Presidential Adviser Hernandez. “Makakaasa po kayo na yung suporta namin sa Kongreso para dito sa regional center na ito ay mas pagiibayuhin natin," said Oriental Mindoro 2nd District Representative Reynaldo V. Umali. Congressman Umali also expressed confidence that assistance for the realization of the MIMAROPA RGC can be requested from President Duterte. Republic Act 10879 or the MIMAROPA Act establishing the Southwestern Tagalog to be known as the MIMAROPA region was enacted on July 17, 2016. The implementing rules and regulations of RA 10879 mandates all MIMAROPA regional government offices to establish their offices in Calapan City, the designated site of the MIMAROPA RGC.

According to LTO MIMAROPA, the simultaneous initiatives being done in several towns around MIMAROPA will cater the marginalized unlicensed drivers driving unregistered vehicles to be empowered, thus improving their mobility which leads to improved productivity. Investments A total of 2,747 business names were registered during this quarter. This is 5.39 percent higher than its record in the same period last year. Palawan recorded the highest number of registration among the provinces with 1,251, while Marinduque recorded the highest rate increase of 29.96 percent. Among the provinces, Romblon and Occidental Mindoro posted negative growths with regard to business name registrations. Romblon showed negative growth with only 179 business names registered, or a decrease of 26.82 percent compared from its record in the same period last year. Occidental Mindoro also posted negative growth, from 392 business names registered during the third quarter of 2016 to 313 business names registered in the same period this year. The continuous efforts in establishing Negosyo Centers in the region led to the increase in business name registration. A total of 1,457 micro, small and medium enterprises (MSMEs) were assisted in the region, posting a 4.26 percent increase from its record in the same period last year. Among the provinces, Occidental Mindoro gained the highest growth rate in MSMEs assisted with 81.90 percent. Oriental Mindoro and Romblon both had a steep decline with 182.80 percent and 127.17 percent, respectively. MSMEs under priority industries such as processed fruits and nuts, bamboo, and wearables and homestyles are given multiple assistance to help them become more

competitive (DTI MIMAROPA, 2017). Under the program OTOP Next Generation, MSMEs under the food sector are encouraged to enroll their products for laboratory analysis. Product development activities are also being conducted for MSMEs both under the food and non-food sectors through Regional Integrated Product Development Assistance and GREAT Women Project 2. The percentage increase of MSMEs assisted in Palawan is also attributed to the Recovery Assistance for Yolanda Project. Exports The export revenues for July-August 2017 increased by 50,160.68 percent compared with the revenues in the same period last year (refer to Table 6). All of the region’s export commodities came from the province of Palawan. The goods exported during the months of July and August in 2017 include nickel ores and concentrate, crude petroleum oil, condensate, sodium sulphides, copper, encapsulation equipment for assembly of semiconductors, and ball valves. Among the export commodities, sodium sulphides all shipped to Japan earned the highest revenue amounting to US$ 21,384,504 or 33.88 percent of the region’s total export earnings during this period. With total revenue of US$ 22,721,982 or 35.99 percent of the total revenues, Japan became the top export destination for this period. Other destination countries include South Korea, China, Thailand, and Australia. Inflation MIMAROPA’s average inflation rate eased to 1.9 percent in July-September 2017 from last year’s 2.1 percent. This was, however, higher than the previous quarter’s 1.7 percent. All provinces recorded higher inflation rates except Oriental Mindoro and Palawan where inflation rates eased by 0.7 percentage point and 1.2 percentage points, respectively. Prices Both food and non-food commodity groups registered upward price movement compared to previous year’s index levels. Among the commodity groups, alcoholic beverages and tobacco recorded the highest CPI of 171.7. Communication registered the lowest CPI of 90.4.

14 Underemployment increased by 4.4 percentage points. The increase in underemployment was due to the increase in number of persons who seek additional working hours and those who wanted to have other source of income in order to gain additional income. This may be attributed to the increasing prices of commodities. Mining and Quarrying

Transportation

Air Transport Both incoming and outgoing aircraft movement in the region for the third quarter of 2017 increased by 120.52 percent and 95.35 percent, respectively compared to the same quarter in 2016.

The mineral production and sales value in the region increased during the third quarter of 2017 except for limestone production. The total sales value of sand and gravel, limestone, mixed sulfide, and nickel direct shipping ore reached P4.7 billion or 73.76 percent increase from the same quarter last year. The increase in the price of nickel direct shipping ore in the world market and the increase in the demand for batteries have contributed to said increase of sales. Sand and gravel production increased by 18.3 percent registering 26,638.00 cubic meters in the third quarter of 2017 from 22, 515.02 cubic meters in the same period last year. Sales value was recorded at P6,076,625.00 or an 86 percent growth. The limestone production during the third quarter of 2017 is 117,817.09 metric tons. This was 7.8 percent lower compared to 127,793.26 metric tons of previous year during the same period. Unichamp Mineral Philippines (UMP) Incorporated and Rio Tuba Nickel Mining Corporation (RTNMC) are two firms producing limestones. Mixed sulfide production increased by 1.77 percent registering 9,830.00 metric tons in the third quarter of 2017. The sales value of the product also increased by 8 percent during the third quarter of 2017. There was a significant increase in the production of nickel direct shipping ore in the third quarter of 2017. Production for 2017 is 321,861.00 metric tons. It is 32.7 percent higher than the recorded production during the same period in 2016. The sales value for the third quarter also increased by 595 percent, from Php 298,561,159.00 in 2016 to 2,073,565,243.86 in the same quarter of 2017. The increase is mainly attributed to the increase in sales value of nickel direct shipping ore in the world market and the increase in demand for batteries.

Although incoming passenger movement decreased by 5.38 percent, there was a significant increase in the outgoing passenger movement of 44.42 percent. Incoming and outgoing cargo movement on the other hand, decreased by 3.52 percent and 20.79 percent, respectively. There was no cargo movement recorded in Lubang airport, Mamburao airport, Calapan airport and Wasig airport. Water Transport Shipcalls decreased by 12.55 percent in the third quarter of 2017 compared to same quarter last year, from 13,756 to 12,029 vessels. Domestic shipcalls comprised 99.38 percent of the total shipcalls. It decreased by 12.55 percent, from 13,671 to 11,955 vessels. The number of foreign vessels also decreased by 12.94 percent, from 85 to 74 vessels. Total cargo volume discharged and loaded at the ports in the region decreased by 5.40 percent, from 1.619 million metric tons (mmt) to 1.532 mmt. Total cargo volume for the third quarter of 2017 comprised of 54.99 percent (0.842 mmt) foreign cargoes and 45.01 percent (0.689 mmt) domestic cargoes. Foreign shipments decreased by 11.93 percent, from 0.956 mmt to 0.842 mmt. Imports dropped by 4.76 percent, from 0.226 mmt to 0.215 mmt. Exports also dropped by 14.14 percent, from 0.731 mmt to 0627 mmt. Despite the decline in domestic outward shipments, the total domestic shipments still increased by 4.02 percent due to the increase on domestic inward shipment of 7.13 percent, from 0.535 mmt to 0.574 mmt. RORO traffic increased by 19.46 percent, from 166,941 to 199,422 vehicles in the same quarter last year. Passenger traffic also increased by 8.51 percent, from 1.785 to 1.937 million passengers. The increase in RORO and passenger traffic is attributed to the growing number of travellers using

NEDA MIMAROPA conducts workshop to streamline industry roadmap in the region The MIMAROPA Regional Development Council (RDC) through the Economic Development Committee (EDC) conducted a workshop on the identification of priority commodities for MIMAROPA region at La Breza Hotel in Quezon City on November 3, 2017. Representatives from the different regional line agencies (RLAs), local government units (LGUs), and state universities and colleges (SUCs) participated in the workshop. The activity was intended to unify, streamline, and rationalize industry roadmaps in the region and to identify priority commodities for a concerted intervention and maximize the region’s resources. Mr. Rodne R. Galicha, EDC Chairperson, emphasized that the region needs to take critical steps towards enhancing the productivity of the region’s commodities. “Public and private sector leaders have to work in harmony and set aside their differences to steer the region at a single direction.” Mr. Francis Peñaflor of the Department of Trade and Industry – Board of Investments (DTI-BOI) discussed the national industry coverage under agriculture, fishery, processed foods and beverages which include production of crops, livestock, and poultry, fisheries and aquaculture, and production of processed food and beverages. “Investors capitalize on competitive industries and the region should

come-up with the list of its priorities under specific criteria.” Industries with great potential in the MIMAROPA region include seaweed, tablea, rubber, coco coir, and tourism, said Ms. Hazel Salvador of DTI MIMAROPA. “There is a need to create the proper environment for industries to become globally competitive, innovative and resilient not only to generate jobs and reduce poverty but also to take advantage of market. A diversified set of industries requiring various skill levels, strongly linked with agriculture and services with focus on the domestic and export markets shall be developed and promoted.” Dr. Celso Olido of the Department of Agriculture presented the profile of major agricultural commodities in the region with completed value chain analysis. He emphasized that priority commodities were matched with the priorities of the LGUs. The participants identified 41 commodities in the region and a set of proposed criteria for shortlisting. The output was presented to the EDC during its fourth quarter meeting on November 9 (Thursday) for validation and confirmation.

NEDA MIMAROPA celebrates national economic and financial literacy week In line with the celebration of the Economic and Financial Literacy Week, the National Economic and Development Authority (NEDA) MIMAROPA conducted an economic and financial forum on November 6, 2017 at the Mindoro State College of Agriculture and Technology (MINSCAT) audio visual room in Calapan City, Oriental Mindoro. NEDA MIMAROPA gathered students and instructors from state universities and colleges and other private higher education institutions (HEIs) in the region. In her welcome remarks, ARD Susan A. Sumbeling of NEDA MIMAROPA highlighted the theme “O Kita Mo Na: ‘Pag May Alam sa Ekonomiya at Pinansya, Malaki ang Ganansya”. She emphasized the importance of economic and financial literacy in the realization of the 2040 vision of a “Matatag, Maginhawa at Panatag na Buhay para sa Lahat”. The activity aimed to improve the participants’ understanding, particularly the youth and workers in the formal and informal sectors, of economic and financial concepts to help them earn sustainably, and to provide insights and tools that will enable the

participants to make informed and sound financial decisions. Ms. Melanie N. Condes of Bangko Sentral ng Pilipinas (BSP) Southern Luzon, Ms. Maribel L. Bernardo of Philippine Statistics Authority (PSA) MIMAROPA, and Dr. Christian C. Agutaya of MINSCAT provided the participants with information on the economic and financial concepts such as demand and supply analysis, inflation rate, interest rate, return on investment, among others. The trends and measurement methodology on National Income Accounts were also discussed. The lectures and open forum at the event provided the participants with significant insights that will enable them to make informed and sound financial decisions. Chief Economic Development Specialist Bernardino A. Atienza, Jr. of NEDA MIMAROPA extended appreciation to the speakers and reminded the participants on the importance of translating the theories presented into concrete actions in order to secure financial future.

The overall production in crops, livestock and poultry, and fishery products increased during the third quarter of 2017 except banana, calamansi, chicken, duck, and duck eggs. A. Major Crops Palay production rose by 41.25 percent, from 100,974 MT in the third quarter of 2016 to 142,627 MT in the same quarter this year. This was attributed to the sufficient amount of water brought by rains during the planting period and the use of high quality seeds. Corn production also grew by 17.11 percent because of sufficient soil moisture brought about by intermittent rain during the planting season. Moreover, interventions from the Department of Agriculture and the local government units such as seed distribution also contributed to the improved corn production during the quarter. There were decreases in the productions of banana (5.39%) and calamansi (6.89%) because of lesser number of bearing trees in Oriental Mindoro which have not yet fully recovered from typhoon Nina.

Fishery production in all fishing types posted an increase during the third quarter of 2017 compared to same quarter last year. A 3.53 percent increase in commercial fishery production was recorded in the region, from 7,437.97 MT to 7,702.74 MT. This was due to increased fishing days and trips and more appearance of in-season species during the quarter. Municipal fishery production improved by 1.49 percent. Fishing activities during the quarter increased due to less weather disturbances. The open season for roundscad (galunggong) and grouper fishing in Palawan and the strict prohibition of commercial fishing on municipal waters of Occidental Mindoro also contributed to the increase in production. Aquaculture production slightly increased by 0.12 percent. This was attributed to the increase in production of mussels in Palawan. There were also additional areas which were utilized/ harvested because of the improved weather condition. Assistance from the Bureau of Fisheries and Aquatic Resources (BFAR) and the local government units such as provision of planting materials and ropes also contributed to the increase in production. Labor and employment

Coconut production recorded a slight increase of 0.70 percent, from 128,978.81 metric tons in the third quarter of 2016 to 129,880.35 metric tons in the same quarter this year. The growth was attributed to favorable weather condition. B. Livestock and Poultry An increase in the production of all livestock commodities was observed for the third quarter of 2017 compared to the same period last year due to sustained demand for the products and the increased number of animals for disposal. Swine slaughtered increased by 5.94 percent compared to the outputs of the third quarter last year. Likewise, slaughtering of cattle and carabao increased by 1.04 percent and 2.94 percent, respectively. Goat slaughtered in the region posted a slight increase of 0.45 percent. The productions of chicken and duck slightly decreased by 1.29 percent and 6.85 percent, respectively because of the decrease in the market demand of the products due to avian flu outbreak.

Based on the results of the July 2017 Labor Force Survey (LFS), the region’s employment situation slightly improved compared to the same period in 2016. The region’s working age population grew by 2.3 percent, from 2,005 during the July 2016 survey round to 2,052 in the same survey period this year. However, the labor force participation rate dropped by 0.1 percentage point. The employment rate was estimated at 96.0 percent which posted increase of 0.3 percentage point from 95.7 percent in 2016. Consequently, the unemployment rate decreased by 0.3 percentage point which was primarily attributed to the increase in employed seasonal workers such as farm laborers, etc.

RPMT conducts project monitoring visit in Romblon

National Project Monitoring Committee Chairperson, Usec. Adoracion M. Navarro of NEDA and Acting RPMC Chairperson, NEDA MIMAROPA OIC-RD Susan A. Sumbeling conducted project monitoring visit in Odiongan, Romblon on September 29, 2017, together with the local project monitoring team of Romblon. The monitoring team visited the Marine Breeding and Research Center at Barangay Canduyong in Odiongan, Romblon. The Department of Agriculture (DA) through the Bureau of Fisheries and Aquatic Resources (BFAR) provided the initial fund of ₱2Million to build the Marine Breeding and Research Center in a two-hectare coastal land. The Provincial Government saw the need of the following additional works to fully operationalize the project: 1) construction of perimeter fence for Marine Multi-Species Hatchery and Research Center (Phase II) amounting to ₱3.75Million; and 2) retrofitting of reservoir/roofing and solar panel frame for Marine MultiSpecies Hatchery and Research Center (Phase II) amounting to ₱3.20Million. Usec. Navarro cited the need of baseline data for the documentation of the process and learnings of the research project. The Romblon State University (School of Fisheries) can be tapped as partner to document the project. The team also visited the Romblon Provincial Hospital. The ongoing construction of Building III amounting to ₱81.08Million (2015 GAA) was funded under the Health Facilities Enhancement Program (HFEP) of the Department of Health (DOH) and implemented by the Department of Public Works and Highways (DPWH).

The team saw the improvement in the Provincial Hospital and the provision of health services to the people in the province of Romblon. Prior to the monitoring visit, the RPMC conducted a project facilitation meeting on September 28, 2017 in Odiongan Romblon. The meeting was attended by Usec. Navarro, OIC RD Sumbeling, DILG MIMAROPA Dir. Florida M. Dijan, RDC PSR Ibañez, DPWH MIMAROPA representatives Engr. Anacorita R. Mercader and Engr. Godofredo Villalon, DPWH Romblon District Engineering Office representatives: Engr. Napoleon S. Famadico, Engr. Requito Gabat, Engr. Joeven Rutor, and Engr. Dante Fetalvero, DILG Romblon representative Engr. Ailene P. Dalisay, Romblon PPDC EnP. Oscar Vicente L. Ylagan, Jr., and the members of the Romblon Provincial Project Monitoring Committee. Various issues were discussed on the problems encountered on the implementation of DPWH projects in the region. Among the suggestions and recommendations of the RPMC is that, DPWH to revisit the policy on imposition of liquidated damages to deter contractors from incurring delays in project implementation. DPWH should consider adding a premium for risks in the contract price to attract more contractors to participate in the bidding of projects in the islands and hard to reach areas. Example is in Romblon where contractors experienced difficulties in accessing, mobilizing, and hauling of construction materials and equipment from the mainland. DPWH MIMAROPA and the Provincial Government of Romblon were provided copies of the monitoring and project facilitation reports for their information and appropriate action. The RPMC secretariat will monitor the actions taken on the recommendations and agreements.

Calapan City recognized as one of the most competitive cities in the country

The ranking of Calapan City in the Cities and Municipalities Competitiveness Index (CMCI) of the National Competitiveness Council of the Philippines rose significantly for the years 2016-2017. Because of this, Calapan City was recognized as one of the Three Most Improved Cities in Competitiveness in the Philippines in ceremonies held recently at the Philippine International Convention Center. City Mayor Arnan C. Panaligan received the award of recognition from the National Competitiveness Council of the Philippines in collaboration with the Department of the Interior and Local Government and the Department of Trade and Industry. Mayor Panaligan was accompanied at the awarding rites at the PICC by Vice Mayor Gil Ramirez, City Councilors Lorybelle Tanyag, Fay Ilano, Marian Brucal and Charlton Valencia together with department heads led by City Administrator Atty. Adel C. Abas and Acting City Planning and Development Officer EnP Joey Benter, also the concurrent City Trade and Industry Officer. Calapan City also received an award for being the Number 2 Most Competitive Component City in Resilience in recognition of the outstanding programs of the City Government in climate change adaptation and disaster risk reduction and preparedness. Every year, the National Competitiveness Council of the Philippines ranks cities and municipalities in the country that achieved high competitiveness ratings based on the following criteria: Economic Dynamism, Government Efficiency, Infrastructure and Resiliency. Local governments are categorized

for purposes of competitiveness ranking into Highly Urbanized Cities, Component and Independent Component Cities and 1st class to 3rd class and 4th class to 6th class Municipalities. Calapan City was included in the Component and Independent Component Cities category where it competed with bigger and more affluent cities such as Antipolo, Tagum, Naga and Batangas. According to City Mayor Arnan C. Panaligan, the high competitiveness ranking of Calapan City validates its rapid growth in recent years and attests to the vibrancy of the city’s local economy. It is also a recognition of the best programs and practices of the administration of Mayor Panaligan in collaboration with the Sangguniang Panlungsod headed by Vice Mayor Gil Ramirez. Mayor Panaligan also believe that as one of the Most Competitive Cities in the country, Calapan City will become more attractive as an investment destination. In 2014, also under the leadership of Mayor Panaligan, Calapan City received the Hall of Fame Award for being the Most Business Friendly City in the Philippines from the Philippine Chamber of Commerce and Industry (PCCI). Mayor Panaligan thanked the City Government departments and the private sector that made significant contributions in making Calapan City as one of the Most Competitive Cities nationwide. Sci-Fun Caravan visits Oriental Mindoro Sci-fun caravan started with an opening ceremony attended by Oriental Mindoro Governor Alfonso Umali Jr., Calapan City Mayor Arnan Panaligan, PFST Executive Director May Pagsinohin, Ms. Noida Castro and Heide Padua from DepEd, and members of the RCDC headed by its Great President Mr. Guillermo Allegre and Presidentelect Pastor Stevhen Saap. Eleven years since its last visit, Philippine Foundation for Science and Technology’s (PFST) Sci-fun Caravan once again made its stop in Oriental Mindoro to give students, teachers, and parents all over the province a more enriching, fun, and unique science learning experience.

The NEDA MIMAROPA conducted the Strong Republic Nautical Highway (SRNH) inter-agency meeting on November 3 at the NEDA MIMAROPA Office in Calapan City. The meeting was attended by representatives from the Department of Public Works and Highways (DPWH) Oriental Mindoro 1st and 2nd District Offices, Philippine Ports Authority – Port Management Office of Mindoro, MIMAROPA Land Transportation Office (LTO), Philippine Coast Guard – Mindoro, Calapan City, Municipality of Roxas, Nautical Ports Management and Services, Inc., Starlite Ferries Inc., Montenegro Shipping Lines, Inc., and FastCat-Archipelago Philippine Ferries Corporation. MIMAROPA Regional Development Council (RDC) Acting Vice Chairperson and OIC Regional Director Atty. Raul S. Anlocotan chaired the meeting. In his opening remarks, he said that the Committee was convened in response to RDC Resolution No. 2017-059-627, creating an interagency SRNH committee that will serve as a forum or venue for various agencies and stakeholders to discuss matters and concerns related to SRNH route linking Visayas and Luzon. The meeting also served as a venue for the private and government sectors to discuss the development of the nautical highway. Moreover, Atty. Anlocotan emphasized that NEDA MIMAROPA does not want the province to miss the development potentials along the SRNH road segment. The following are the six agenda items discussed in the meeting: a) MIMAROPA Intermodal Transport Development Plan (MITDP); b) overview of the SRNH; c) status of roads along SRNH route; d) port zone delineation plans; e) port security; and f) overloading concern. Meanwhile, NEDA MIMAROPA OIC Assistant Regional Director Susan A. Sumbeling presented the MIMAROPA Intermodal Transport Development Plan including

the projects and status identified in the plan. Atty. Anlocotan, on the other hand, discussed the overview of the SRNH and the objective of the meeting to come up with programs, projects and activities (PPAs) for the SRNH for inclusion in the updating of the RDIP and to be proposed for inclusion in the 2019 budget of concerned agencies. The road and port network development plans and concerns were extensively discussed such as the following; a) relocation of informal settlers; b) titled properties on protected, non alienable and disposable lands; c) ongoing review by the Sangguniang Panlungsod of the Calapan Port Zone Delineation Plan; d) intensified efforts versus illegal drugs; and e) truck overloading that contributes to the deterioration of the SRNH roads. In this regard, Anlocotan encouraged the concerned agencies to conduct consultative meetings with key stakeholders to resolve the issues. He also requested the DPWH representatives to propose road widening projects along the SRNH route and anticipate future traffic. To apprehend overloaded trucks, DPWH and LTO will submit their proposal on the placement of weighbridge station outside PPA ports. Meanwhile, the Committee agreed to conduct the next SRNH meeting on January 18, 2018. The agenda for the next meeting will include the presentation of the private shipping companies’ development plans to ensure their complementation with the national and regional development plans. Other concerned agencies such as the National Housing Authority and the Department of Tourism will be invited to discuss possible projects on resettlement housing for displaced illegal settlers and rest areas along the SRNH route, respectively.

The Department of Science and Technology (DOST) MIMAROPA through its Provincial Science and Technology Center in Oriental Mindoro in partnership with the Rotary Club of Downtown Calapan (RCDC), Department of Education division of Calapan City and Oriental Mindoro, and PFST brought the caravan in Brgy. Camilmil Gymnasium in Calapan City, Oriental Mindoro on September 12 to October 26, 2017. A total of 42 interactive exhibits was enjoyed by more than 17,000 attendees from different municipalities in the province. The aim of the partnership is to bring Sci-fun Caravan to Oriental Mindoro to attract attention to more effective learning practices and promote science literacy and awareness to the local youth. Also, the said activity is in support to RCDC’s advocacy which is to promote and enhance the quality of education in the province.

Governor Umali and Mayor Panaligan both supported the initiative of PFST and its partner agencies in advocating science and technology consciousness and literacy among the youth and other sectors of the society. Mayor Panaligan stressed out the importance of inculcating S&T culture among the youth. As he said, “They should learn to love and appreciate science and technology since S&T will bring development to the country”. According to PFST Executive Director May M. Pagsinohin the Sci-Fun caravan is one of the avenues for alternative but easier learning in basic science concepts and processes. The caravan is an ideal venue for educational activities which is aligned to the DepEd’s K-12 learning competencies on Earth Science, General Science and Physics. The traveling exhibit’s primary aim is to reach communities that cannot visit the PSC’s permanent exhibits in its Science Center in Metro Manila due to distance and cost constraints. Students and visitors of the interactive exhibits were allowed self-discovery by manipulation and interaction.

DOST MIMAROPA brings “Changing Lives through Science” in Romblon

As part of the celebration of the annual national science and technology week, DOST MIMAROPA once again held “Changing Lives through Science”, a celebration of science and technology (S&T), its advances, and new vistas of opportunities in the MIMAROPA Region. This year, the province of Romblon played host to "Changing Lives through Science" from August 15-17, 2017 at Virginia Centurione Bracelli School in Odiongan. The event highlighted breakthrough technologies developed by DOST, researches and innovations by MIMAROPA inventors, technology fora, and interactive exhibit by the Philippine Foundation for Science and Technology (PFST). The three-day celebration was done in partnership with the provincial government of Romblon, municipal government of Odiongan, Philippine Science High School-MIMAROPA Campus, Romblon State University, and DepEd-Romblon. The event marked the first ever S&T week celebration conducted in the province. It was attended by local government units (LGUs) in Romblon, regional line agencies (RLAs), state universities and colleges (SUCs), private institutions, micro, small, and medium enterprises (MSMEs) and community-based enterprises (CBEs), organized groups such as senior citizen organizations, farmers associations, marble artisans, 4Ps beneficiaries, academe, and media. A total of 13,100 people registered in the event. DOST Secretary Fortunato T. de la Pena, who served as the keynote speaker during the event, introduced various DOST programs and services that aim to contribute to poverty alleviation, reduce vulnerabilities, and improve lives of the people. Sec. De la Pena shared that various efforts are now being undertaken in improving the mobility or transportation in island regions like MIMAROPA. Also present during the opening ceremony were Odiongan Mayor Trina Firmalo-Fabic, Vice Mayor Mark Anthony Reyes, and Romblon Governor Eduardo C. Firmalo who was named as a Science Ambassador for his continued commitment and invaluable contribution and support to S&T endeavors in Romblon.

Concurrent to the exhibits and technology fora, the Regional Invention Contest and Exhibit (RICE) was also held during the S&T week celebration. A total of 71 entries vied for the regional winner title under four categories: outstanding utility model; outstanding creative research; and outstanding student creative research for high school and college. RICE was organized in close cooperation with the Technology Application and Promotion Institute (TAPI). Furthermore, to give the audience, most especially students and teachers, an exciting, educational, and stimulating atmosphere to learn science, DOST MIMAROPA brought the Sci-fun Caravan: Travelling Science Centrum to the province. A total of 42 interactive hands-on exhibits was enjoyed by over 6000 participants. The caravan aims to promote a better grasp of S&T concepts and processes through attractive displays to inculcate curiosity and love for science among the younger generation. The “Changing Lives through Science” event came to a close with MIMAROPA 5th Best Technoprenuer Awards and RICE Awarding Ceremony. Six (6) MSMEs and CBEs from different MIMAROPA provinces were recognized during the Best Technopreneur Awards for their contribution to the regional economy in terms of business productivity, profitability, and employment. BFAR MIMAROPA celebrates 54th Fish Conservation Week The Bureau of Fisheries and Aquatic Resources (BFAR) forefronts the campaign of protecting our Marine Reserve and enhancing the lives of the fisherfolk nationwide. In connection to this, the present regional administration of the BFAR MIMAROPA encouraged everyone to join the celebration of the National Fish Conservation Week. On October 16, 2017, the opening day of the week-long celebration jump started with the Fun Run activity which was participated by all Regional Fisheries staff and spearheaded by the Regional Fisheries Director Elizer S. Salilig, MFT. The Fish Conservation Week Celebration includes motorcade and various activities such as basketball, volleyball, badminton and FishBee (Quizbee Competition) in order to show the importance of preserving our fishery resources. In this way we notably value and restore the richness of fisheries and aquatic resources of the country by proactively instilling the good practices in the minds and hearts of the people particularly to the stakeholders. BFAR personnel also enthusiastically showed support and extended extra effort in every activity that was showcased in line with the week-long celebration. With the efforts of the Bureau, under the initiative of the head of the agency down to the fisherfolk as the target beneficiaries of every BFAR Project, more fishing paraphernalia were distributed during the culminating ceremony of the celebration. On October 20, 2017, formal awarding and distribution of 50 units of 20-footer fiberglass boats with marine engine, complete

accessories and 33 units of 30-footer fiberglass boats with 18HP marine engine were distributed. Also, in light of the said event, one unit of Community Fish Landing Center (CFLC) at Barangay Mahal na Pangalan, Calapan City was formally turned over to the local government unit of Calapan City. Hence, the objective of the celebration was well delivered as the participation of the government leaders along with the presence of Congressman Paulino Salvador Leachon and the Mayors from municipalities of the first district of Oriental Mindoro and the cooperation of the people in the community were evident that it is in a way strengthening the potential development of the livelihood status of every family in the area. The activities of the celebration may end and reached its culmination but the touch of its substance will hopefully remain as the core of everyday practice of everyone which we can pass through generations. Indeed, the rightful beneficiaries of this eventful celebration has been grateful to receive the support from the administration. The BFAR MIMAROPA was pleased that the promised assistance had materialized and has given anew its full pledge commitment to continue serving the community especially the well-deserving fisherfolk sector in order to promote economic development to the least fortunate sector of the country. DOH MIMAROPA starts rehabilitation project in Marcopper affected areas in Marinduque Department of Health (DOH) MIMAROPA started its post disaster program for the rehabilitation of Mine-out Areas in Marinduque through the establishment of Carbon Neutral Garden and Oxygen Park among Marcopper affected municipalities in the Province of Marinduque. “We have to act now! Because an immediate response to any disaster is vital in maximizing the number of people, property and resources that could be saved,” Regional Director Eduardo C. Janairo stated during the opening of the Beema Bamboo Nursery at the Marinduque State College (MSC) in Boac, Marinduque on October 3, 2017.

Department of Health (DOH) MIMAROPA Regional Director Eduardo C. Janairo on September 16, 2017 announced new hotlines that will serve as the permanent numbers for the air ambulance. “We are announcing the new official hotlines that will serve 24/7 where people needing medical emergency may request, inquire on how to avail of the free services of the air ambulance, especially those in remote areas,” Dr. Janairo stated. “The hotlines will be operational 24/7 and a standby staff will promptly answer calls/ texts of anyone in need of an emergency airlift,” he added.

The air ambulance was made possible through a Memorandum of Agreement (MOA) signed on February 8, 2017 by DOH-MIMAROPA and the Philippine Adventist Medical Aviation Services, Incorporated (PAMAS) with headquarters located in Brooke’s Point, Palawan. It is one of the special projects of Director Eduardo C. Janairo to augment the lack of emergency transport in the region that would carry emergency patients from far flung island municipalities and barangays, especially in the province of Palawan.

“We have to address all threats to life, property and the environment and even though the environment utilizes several means to purify itself, it would eventually find ways to purify itself but it also need our assistance to achieve it,” he emphasized. An on-site planting of Beema bamboo along the Boac River at Sitio Pulong in Barangay Capayang, Boac, Marinduque was held and attended by various regional, provincial and local government agencies of MIMAROPA. Janairo believed that one of the effective ways to reduce the effects of toxins in the air, soil and water around the Marcopper affected areas is to plant the Beema bamboo which will absorb the toxins from air, water and soil. In partnership with the MSC, DOH MIMAROPA launched the Beema Bamboo Nursery with an

initial 25,000 saplings purchased from India. The nursery was established with a PhP3 million budget from the regional office with an additional Php500,000 from the state college for operation and maintenance. According to Janairo, the Beema saplings have already adapted to our environment and are now healthy and steadily growing. “Because of the speedy growth of bamboo, we can reproduce these to about 100,000 saplings in three to four months.” The Beema bamboo is a specially bred variety which has a wall thickness of 3 times more than the local bamboo and acts as a “Carbon Sink”. A 1,000 Beema bamboo per acre can absorb 80 tons of carbon dioxide yearly. It can also release up to 12 tons of oxygen in the atmosphere. We have selected this variety of bamboo due to its lifespan which is 500 years before replanting, it can be grown even in poor soils, it is thorn-less, fast growing, high yielding and it is sustainable,” Janairo explained. “In addition, this will eventually become a source of livelihood to residents because the bamboo products can be used as materials for furniture, floors, trusses, walls and even bridges,” he added. This project is a collaborative effort of DOH MIMAROPA, Marinduque State College, Department of Environment and Natural Resources (DENR) in partnership with local governments of Mogpog and Boac, the provincial government and Congressional District Office of Marinduque.
