TOWN COUNCIL MEETING MARCH 23, 2015 7:00 PM At a regular meeting of the Town Council of the Town of Exmore, Virginia, held in the Meeting Room of the J. Guy Lawson Municipal Building, 3305 Main Street, Exmore Virginia, on the 23rd day of March, 2015, at 7:00 p.m. Present: Mayor Douglas Greer-Present Vice-Mayor Thomas Lewis-Present Councilman G. W. Adkins-Present Councilman Bradley Doughty-Present Councilman Bryon Heaster-Present Councilman John Metz-Present Councilman Chase Sturgis-Present STAFF PRESENT: Robert Duer, Ethel Parks, Chief DiMartino, Sgt. Zieger, Cpl. Marshall, Sgt. Campbell CALL TO ORDER: The meeting was called to order at 7:00 pm by Mayor Greer. Mayor Greer established a quorum. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was recited by the majority in attendance. INVOCATION: The Invocation was given by Mayor Greer. David Scanlan addressed the Mayor and Council regarding the Railroad Museum. He noted that they have done a lot of work to the building in the past few years which includes replacing the roof, working public bathrooms, heat and A/C, insulation, new wiring, doors and the herring bone walkway has been restored. Mr. Scanlan stated that the windows in the Railroad Museum are rotting and need to be replaced. The windows that they are looking to purchase cost approximately $800 each and they need five. He asked the Mayor and Council if they could find the funds in the budget to help the Railroad Museum. He noted that it also needs painting. Any amount will help. Mr. Scanlan said that a prospective Eagle Scout has adopted a project to build a pavilion over the old tractor at the railroad tracks and eventually the tractor will be painted back to its original colors. REVIEW OF PROPOSED 2016 BUDGET: Mr. Duer made note of the purchase schedule listed in the Capital Acquisition Plan. He said that the mowers are good now and we should replace one in 2016 and one in 2017. We will need two Public Works trucks starting in 2016. We have the new trash truck, trash cans and tractor. The mud hogs and chipper are in good shape and the dump truck should last another five years. The backhoe has been purchased and the utility truck should be replaced in 2019. We have purchased replacement meters. We will talk about the equalization tank at the next meeting and we will begin paying for the new wells in the upcoming year. We will purchase one new police car on the 2015-2016 budget and then again in the 2017-2018 budget year. Office computers are being replaced as the need arises and the server will be replaced in 2017-2018 budget year. The tax software is installed and the new roof is on. We have accomplished a lot in the past year. REVENUES: Mr. Duer explained to the Mayor and Council that after an Ordinance is adopted, we will collect $5.00 for each summons written with the new eticket software. The laptops and software will cost approximately $18,000. Water and Wastewater income will not change. The Byrne Grant fluctuates, we will apply for the VML Safety Grant again this year for Public Works and the DMV Selective 1

Enforcement and State Police Assistance should remain the same. There was brief discussion regarding the revenues in the proposed budget as presented by Mr. Duer. EXPENDITURES: There was some discussion regarding the expenditures in the proposed budget as presented by Mr. Duer. BPOL DISCUSSION: Mr. Duer noted that business owners have talked to him with concerns about BPOL tax on fuel. He asked the Council to think about another way to charge BPLO tax on fuel due to the price of fuel to ease the burden on those business owners. The budget will be discussed in more detail at the next Town Council meeting. ADJOURNMENT: Vice-Mayor Lewis made the Motion to adjourn. The Motion was seconded by Councilman Adkkins.
