I. Call to Order and Roll Call Board President Robert Silverman called the meeting to order at 6:30 p.m. Board Members present at roll call: Carlton Evans, Jeffrey Greenspan, Ruth Klint, Robert Silverman, Lynda Smith, Eileen Valfer. Changes / Additions to the Agenda Added to the Consent Agenda were the green personnel hand-out, the Application for the Library Grant and the Settlement of the Drop-In Grievance. VII. Audience to Visitors (on agenda items only) Mr. Silverman acknowledged the number of people wishing to speak on behalf of Frank Sacks and stated they would be allowed to speak during the second audience to visitors. Mayor Turry would be called upon during the Community Comments. Ariel Tidhar, Yarden Trace, and Gari Weinketz, Niles North students and members of the CEC Club invited members of the Board of Education to their basketball game fundraiser on January 31st. Lina Kotlyar of 5251 Carol Street, Skokie and the mother of an 8th grader asked if her son would be able to take honors classes when he arrived in D219. Dr. Roloff said she would speak with her individually to address her question. Ann Goethals, Niles North teacher, spoke against having only one certified librarian in each building. VIII. Student Representative Comments Niles North – Alexandra Vidican sitting in for Sonali Patel, Niles North Board Representative, stated Spirit Week and the pep assembly were great. Hot chocolate with the principal was productive and students are preparing for finals. Niles West - Cody Lefkowitz Cody Leftkowitz reported that Niles West had two swimming diving members qualify for State. Niles West also had hot chocolate with the principal, girls’ basketball was 2-1 in the conference. DECA students placed in the top four in competition. Winter Spirit Week was in progress with the pep assembly taking place on Friday. The production of The Phantom Tollbooth was a huge success and everyone is looking forward to the holiday assembly and band concert. IX. Community Representative Comments Mayor Jerry Turry of Lincolnwood spoke on behalf of Frank Sacks and the unfair amount of time he felt he had to use the tennis facilities. He stated it hurts Niles West and Niles North to not have Franks Sacks use District 219 facilities. X. XI. Superintendent’s Report Dr. Gatta announced the appointment of the new Director of Special Education at Niles West, Lanée Walls. Dr. Walls comes to District 219 with a myriad of experience and credentials. Dr. Gatta stressed the fact that we are recruiting nationally and hiring staff more representative of the student body. She highlighted the national press District 219 has been receiving on our food service and the positive press we have received on the fact that our operating expense per pupil is high, but that is what makes public schools work. She noted that District 219 received the Award of Distinction for Excellence in the Design of Educational Environments for our STEM labs at the Annual Tri-Conference (IASB, IASBO, IASA) on November 18th. Cabinet members also presented at the Annual Tri-Conference on monitoring student achievement through the ILP and Local Growth Model. Finally, she congratulated Board Member Smith for her altruism and being the face and voice for the Advocate Foundation, in a video and in a brochure regarding cancer care, which will be used as a fund raising tool. − Principals’ Report Dr. Ryan McTague, Niles North, started out with athletic updates: The Night of champions inviting 2011 graduates is scheduled for December 17. The Upcoming February Frenzy, fundraiser hosted by the Booster Club is being held at Maggiano’s. In Fine Arts That’s My Story went through the grade schools. At the end of each play the student’s whose play was acted out was introduced. December 21st is the Holiday Concert and the Fine Arts fund raiser is December 20th and is titled Home Free. The International Winter Party is December 15th. Eric Rosen competed in the 2011 World Youth Chess Championship in Caldas Novas-Goias, Brazil and finished in ninth place. Mr. Kaine Osburn, Niles West, stated winter sports were in full swing and the Janboree was swept by Niles West, the event was great and supported cancer research. Niles West has two students going to State for swimming. In Fine Arts, Xanadu has been accepted for the State Theatre Festival in January. The Phantom Toll Booth was sold out. The Debate team is showing improvement in enrollment and performance. Upcoming activities include Dinner with the Principal, rather than Coffee with the Principal this month and 75 parents have sign up to try OrganicLife’s food. The winter pep assembly is scheduled for December 16th and the holiday tea for faculty is December 21st. XII. Board Members’ Comments Mr. Silverman attended the Cross Town Classic/Jamboree and said the fans and school spirit was great. XIII. Board Committee Reports Mr. Greenspan discussed the overall performance of our generators is positive. XIV. Audience to Visitors Mr. Silverman called on the people wishing to speak on behalf of the Frank Sacks tennis program. − Thomas Malkin of 93 Wellington Road, Northbrook stated that Frank Sacks has been a mentor as well as a coach. Niles West won the boys’ sectional title when Frank Sacks was coaching. − Mathew Smucker of the United States Tennis Association said Frank Sacks contributed to tennis locally and nationally and requested District 219 allow Mr. Sacks to use its facilities. − George Kocalis of 6743 N. Central Park Avenue, Skokie, stated that the incident at Niles West was because of him not Mr. Sacks. − Michael Kaufman, 5255 Harvard Terrace, Skokie, the parent of a Niles West student, believes Mr. Sacks tennis program helped his child and asked District 219 to continue the program. − Robert Rosman of 8848 Kostner, Skokie, is a District 219 graduate and feels that Mr. Sacks program helped his daughter who was struggling with tennis. He asked District 219 to continue the program and give Mr. Sacks more court time. − Debbie Kny, 1720 Holly Court, Long Grove stated she drives a long way for Mr. Sacks program and hopes he will be able to continue lessons. − Ty Lim, 6642 N. Kenneth Avenue, Lincolnwood, supports Frank Sacks tennis program and hopes for more indoor tennis programs that are affordable. − Allen Perl, 14 North Peoria Street, Chicago representing the Frank Sacks Tennis program spoke on behalf of the qualifications of Frank Sacks, stated the incident was not Mr. Sacks fault and requested an independent hearing on this issue XVIII. Correspondence and FOIA Requests Mr. O’Malley stated he received two FOIA requests one regarding our food service and one requesting student records. XIX. Information Items in the Board Book were reviewed which included the November Financial Report, the Retirees’ Drug Subsidy Program (RDS) and Dr. Gatta’s comments sent to the Illinois State Board of Education regarding Performance Evaluation Review Act (PERA). We have received Invoice 526 from the Niles Township Property Tax Appeals Cooperative for $35,056.94. I believe the effort of the Niles Township Property Tax Appeals Cooperative is saving the District hundreds of thousands of dollars in tax refunds that would have otherwise been granted.

Following is the 2011 Summer School Report. The report consists of three sections—Section 1: Summer School Program Report; Section 2: Athletic and Sizzling Summer Camps Report; Section 3: Financial Report. Ed Murphy, Summer School Principal, will be available to answer questions about our Summer School Program. Karl Costello and Dave Rosengard will answer questions regarding Athletic Camp programs. Susan Husselbee, who prepared the business section of this report, will respond to your questions involving finances. This evening, we will be asking the Board to consider three recommendations regarding Summer School 2012: • Calendar (Section 1) • Tuition, fees and bus passes (Section 1) • Extended Summer School Day (Section 1) The purpose of this annual report is to provide information on the following topics as they relate to District 219 Summer School: • Philosophy • General Information • Tuition and Fees • Course Registrations, Offerings and Enrollment • Grade Distribution • Teaching Assignments • Summer Reading Readiness, Algebra Readiness and Algebra Proficiency. • Recommendations for Dates and Tuition & Fees for Summer School 2012 • Finance Report The Board has asked for a more robust summer school program, as well as increased participation in summer school, especially in the area of Board Goal 1, advancing students. As a result, we have experienced large increases in the numbers of students, who through our summer programs are now entering 9th grade meeting high school ready requirements, and advancing through our system on the college readiness track. However, we also understand that there are costs associated with these interventions, and we ask that the Board consider these expenses this evening. Over the past two years, we were able to fund much of the summer school program through federal grants that will no longer be in place. It is important to note that as we continue to fund summer school programs that are mandatory (such as Algebra Readiness), there will be costs for these programs to the district. Finally, we are not recommending an increase in fees, in order to keep costs reasonable for our families.

Section 1 Philosophy of District 219 Summer School Curriculum Standards for School Improvement (CSSI) has adopted the following philosophy for District 219 Summer School: D219 Summer School shall provide opportunities for every student to take courses to meet graduation requirements, as well as for acceleration, remediation, or exploration. Summer School courses will follow the prescribed curriculum for each course, and will be aligned to college readiness standards and learning targets. Summer School will function within the budget and guidelines established by the D219 Board of Education. General Information The 2011 Summer School session was held at Niles North High School and ran for a six-week period beginning Friday, June 17th, and ending Friday, July 29th, 2011. Academic on-line registration began April 4th and ran through June 2nd. In-person registration was held at the District office on April 7th for all students and again on June 13th and 14th for students who needed to repeat a second semester course that they failed. Driver Education registration was also available on-line for students attending Niles North and West. Driver Education ran Monday through Thursday for a five hour time period. In-district private/parochial school students registered for the Driver Education Program at the District Office. Athletic Summer Camps were offered again this year to high school and elementary school students. The following sport camps were offered: baseball, basketball, football, tennis, cheerleading, volleyball, soccer, cross country/track & field, gymnastics, poms, wrestling, water polo and softball. All students attending camp had to register on-line. Athletic Summer Camp on-line registration began on April 4th and ran through August 1st. Participants had the opportunity to either pay on-line or drop off payments at North, West or the District Office.

Students who have outstanding fees or fines must pay them or make payment arrangements before registration for Summer School and Athletic Camps can be completed. As a result, this year we collected $20,090 in outstanding obligations. District 219 Summer School had a total of 396 students receive academic waivers (including transportation) totaling $125,144. This was an increase of $50,645 from last year’s Summer School in which $74,490 was the total of academic waivers provided.

Highlights on Course-by-Course Registrations Enrollment in the Reading Readiness Program and the Algebra Readiness Program is designed for students whose EXPLORE scores indicate that they are at-risk for not meeting standards on the Prairie State Achievement Exam and will not be college ready. Students enrolled in Reading Readiness and Algebra Readiness need additional skills in reading and math in order to be high school ready. This year, a new Math course was created, Algebra Proficiency, for students who had taken Algebra in eighth grade and had not yet demonstrated proficiency in Algebra. As a result of this new course, 66 of the students enrolled went on to enroll into Geometry 12-22 during the 2011-2012 school year.

This year, Health Education was offered free of charge to all students. In addition, the District offered Algebra Proficiency, Algebra Readiness and Reading Readiness to incoming freshmen free of charge. As part of Board goal number 2, Ensuring a Rigorous Curriculum, the District offered Algebra 12-22 for Advancement and Biology 12-22 for Advancement free of charge. The costs for Reading Readiness, Algebra Readiness and Algebra Proficiency were covered through grants. Period Schedule Classes were scheduled as follows: Period 1: Period 2:

8:00 a.m. - 10:00 a.m. 10:15 a.m. - 12:15 a.m.

Exceptions to the above schedule were: Driver Education, Prep for Honors Biology for incoming freshmen, Prep for AP Chemistry and the following 3-week courses: Health and Consumer Education; these classes were scheduled as follows: •

3-week Health (3 sections first semester and 2 sections second semester open to grades 10, 11 and 12) 8 a.m. – 12:15 p.m. (break 10:00 a.m. – 10:15 p.m.)

Hybrid Prep for Honors Biology for incoming freshman had 8 face-to-face on-site classes for a two hour duration for each class. AP Chemistry had 18

face-to-face on-site classes for a two hour duration for each class. These blended courses allowed students to meet face-to-face with their classmates and instructor for a specified number of days and class periods throughout the summer session. In addition to this traditional approach to learning, the remainder of instruction took place in an on-line environment where students used available technology to engage with their instructor and classmates as appropriate. •

Driver’s Education ran from 6/20/2011 until 7/28/2011 and met Monday through Thursday (4 days a week).

Summer School Calendar for 2012 RECOMMENDED: THAT THE BOARD APPROVE THE FOLLOWING CALENDAR FOR SUMMER SCHOOL 2012: BEGINNING DATE: FRIDAY, JUNE 15, 2012 ENDING DATE: FRIDAY, JULY 27, 2012 NON-ATTENDANCE DAY: WEDNESDAY, JULY 4, 2012 Extended Summer School Day Problem: There are times when students are not able to take Summer School courses because courses are offered only from 8:00 am – 12:15 pm. Recommendation: It is recommended that we offer 6-week Consumer Education and Health from 12:30pm to 2:30pm. Rationale: 1. These are two of the most popular courses that students take during Summer School. 2. Students who take Athletic camps or have other commitments in the morning would be able to take at least one course during Summer School. Financial Implications: 1. If bus service were offered, there would be an additional cost. 2. Clerical and administrative support would be an additional cost. 3rd period summer school:1. Students can take three periods of classes during Summer School. For example: Prd 1 8:00 - 10:00 Health Prd 2 10:15 - 12:15 Psychology Prd 3 12:30 2:30 Consumer Education 2. There may be extended bus service. 3. A teacher would be able to teach 3 periods. 4. Food service will remain open until 12:30.

Summer School Tuition/Fees for 2012 After analyzing the costs of the 2011 Summer School Program and comparing our Summer School tuition and fees with other districts, the Business Office recommends that tuition and registration fees for the 2012 Summer School program remain the same as the fees for the 2011 Summer School program with the exception of Driver’s Education. Section 2 Summer Athletic Camps 2011 Summer of 2011 marked the sixth year that District 219 operated athletic summer camps. A variety of athletic camps were available to elementary, junior high and high school students. Niles North and Niles West coaches visited the sender schools in the spring to promote participation in the camps. Athletic camps were included in the Summer School brochure and District 219 families were required to register for the camps on-line along with academic selections. All camp refund requests were subject to a $25 non-refundable processing fee. We are pleased to report a slight increase (5%) in enrollment from 2010. Camps were held in the athletic facilities at both Niles North and Niles West. All coaches were experienced District 219 staff from their respective buildings. Athletic trainers and strength coaches were available during all camp sessions to ensure the safety of our students. Camp schedules were arranged to not be in conflict with Summer School academic classes. Additionally, the Directors organized the camp schedule so two and three sport athletes would have the opportunity to attend more than one camp if they so chose. The Athletic Summer Camps continue to offer high quality instruction to District 219 student athletes and future District 219 student athletes. The following tables represent the Athletic Summer Camp financial report and enrollment data.
