Since 2007, the Education Guarantee (EG) has provided tuition-free courses to graduated adults wanting to upgrade their high school education. The Ministry of Education has been consulting with school districts, including the Technical Review Committee, about possible revisions to the Education Guarantee. The Ministry will implement EG changes in two phases, as follows: Phase 1 - Graduated adult enrolments reported as of September 30, 2012 (Continuing Education (CE) and Distributed Learning (DL) enrolled after the May 2012 1701 data collection): For all schools, Education Guarantee funding will apply only to enrolments for the Literacy Foundation and Academic Upgrading Courses listed in the attachment to this letter. For enrolments reported through DL schools, 75 percent of course funding will be based on enrolments reported through 1701 data collection; 25 percent of course funding will be based on course completions reported through SADE data collection. There will be no change to enrolments reported through non-DL schools. Note: Standard and Alternate School funding will continue to be based on September 30th enrolment counts only. Open School BC will begin converting content to make it freely available. Phase 2 – Graduated adult enrolments reported as of September 30, 2013 (CE and DL enrolled after the May 2013 1701 data collection): For all schools, 50 percent of course funding will be based on enrolments reported through 1701 data collection; 50 percent of course funding will be based on course completions reported through SADE data collection. Open School BC will continue to convert course content to make it freely available. A definition of “completion” for the purposes of this policy will be communicated through updated language on the Ministry website and future data collection instructions. . . . /2 Ministry of Education Office of the Deputy Minister
