Fredon Township School District May 27, 2015 A Regular Meeting of the Fredon Township Board of Education was held on Wednesday, May 27, 2015 in the Fredon Township Board of Education offices. The meeting was opened at 7:30 p.m. by Mrs. Courtney Wisinski, Board President. The following members were present on the call of the roll: Mr. Thomas Knutelsky, Mrs. Christina Liuzza, Mr. John Niemasz, Mr. John Payne, and Mrs. Courtney Wisinski. Also present; Mr. Sean Dolan, Superintendent, Mrs. Donna Mosner, School Business Administrator/Board Secretary, and five (5) individuals from the public. The following member was absent on the call of the roll: None. The Board gave its pledge of allegiance to the flag. The following statement was read by Mrs. Wisinski: THIS IS A REGULAR MEETING of the Fredon Township Board of Education held for the purpose of transacting Regular Board business. The Open Public Meetings Act of 1975 was enacted to ensure the right of the public to have advance notice of and to attend the meetings of public bodies. In accordance with this Act, annual notice of this year’s regular meeting schedule was adopted January 6, 2015 at the business organizational meeting of the Fredon Township Board of Education. Notice of this meeting was published in the New Jersey Herald, posted in the Board Office, Main Office, and on the district website. Public Comment: None.

Discussion: Mrs. Liuzza inquired as to when the CSA performance review would take place, stated annually in job description by April 1st of each year. Mrs. Mosner responded that according to NJSBA and code the review must be done annually before June 30th. Mrs. Liuzza also wanted to make sure that under the Vice Principal job description that supervises and attends all overnight field trips as deemed necessary by CSA would be added. Mr. Dolan agreed. Mr. Niemasz inquired as to whether or not CSA refers to a combined position. Mr. Dolan responded yes. Mr. Payne wanted more time to review and digest and requested to please table this. On motion by Mr. Niemasz, seconded by Mr. Payne, that the following Personnel motions be tabled for further discussion:

Discussion: Mr. Niemasz stated that he did not want to approve policy #0134 because it stated that BOE does not have to do an annual evaluation. Also commented that this needs to be done. Mrs. Mosner to schedule NJSBA to come in to walk the BOE through the self-evaluation process. Mr. Niemasz also commented that Policy #0152 and 2622 had options 1 or 2. After some discussion the BOE agreed that policy #0152 would pick option #2 and policy #2622 it would be option #1. That the Fredon Township Board of Education accepts the new Board goals (revised draft proposal 05/28/15) as presented. Mrs. Liuzza shared with the BOE the KRHS newsletter which had a piece in it about the top students (by month Sept to April– top male and female for 7th grade) and she was proud to share with everyone that 9 out of the 16 students recognized were Fredon student. Very proud of this and she wanted to share and thank the staff and administration for such a wonderful accomplishment and to let them know to keep it going.

New Business: On motion by Mr. Niemasz, seconded by Mr. Knutelsky, that the following motion be approved as recommended by the Superintendent:

That the Fredon Township Board of Education approve Friday June 19, 2015 and Monday June 22, 2015 as 1 pm early dismissal days.

That the Fredon Township Board of Education has decided to approve a resolution supporting A-2930/S-1987 (Eliminates Superintendent Salary Cap).

Mr. Payne wanted to have discussion about the elimination of Superintendent Salary Cap. Having the CAP pushes towards consolidation of the smaller school districts. Mrs. Wisinski commented that the district works very hard to be sound and fiscally responsible and that the state should not have discretion in regards to this. L. 1975, also known as the Open Public Meetings Act, authorized a public body to meet in Executive or private session under certain limited circumstances, and WHEREAS, said law requires the board to adopt a resolution at a public meeting before it can meet in such an Executive or private session, NOW THEREFORE BE IT RESOLVED BY THE BOARD OF EDUCATION OF FREDON TOWNSHIP THAT: 1. It does hereby determine that it is necessary to meet in Executive Session prior to adjournment of this meeting to discuss personnel, specifically potential new hire and position for next year. 2. The matters discussed will be made public when confidentiality is no longer required. Motion by Mrs. Liuzza, seconded by Mr. Knutelsky to award a one-time PARCC preparation stipend of $1,000 to Mrs. Catherine Higgins for the 2014-2015 school year. On roll call motion was approved: Mr. Niemasz; yes, Mr. Payne; yes, Mr. Knutelsky; yes, Mrs. Liuzza; yes, and Mrs. Wisinski; yes.

Mr. Dolan commented that it is paramount to have the right professional to work with administration and more importantly the staff and this is the candidate. During the process 11 people initially interviewed, three brought back to committee (stake holders) for final interview. This individual has multi-experiences and the best qualities to offer the district. She will be a great fit and I am excited to welcome her to join our district. Mr. Niemasz commented that the committee approach was a great approach, shows that we are growing towards involvement for best results. Thank you.
