Chairperson Elizabeth Bullard called the meeting to order at 6:30 P.M. and Yuri Kowalski led the Pledge of Allegiance.

The Minutes of the Seventh Regular Meeting, November 16, 2017 were amendedDanielle Harris, Leeds Central School Principal was present at the meeting. The minutes were then approved. The Minutes of the Second Special Meeting, November 21, 2017 were approved by general consent. The Minutes of the Third Special Meeting, December 7, 2017 were approved by general consent.

Communications: Superintendent Brandt reported the following resignations: ● Dorothy Gray, Greene Central School Food Service Assistant, effective November 24, 2017. ● Breanna Allard, Leavitt Area High School One Act Play, effective December 5, 2017. ● Bethany Lyons, Greene Central School Ed Tech III Interventionist, effective December 1, 2017. ● Christopher Cifelli, Leavitt Area High School Varsity Girls’ Soccer Coach, effective November 16, 2017. ● Kolin Gauthier, Leavitt Area High School Freshman Football Coach, effective November 15, 2017.

● Lawrence Hathaway, Tripp Middle School 8th Grade Boys’ Basketball Coach, effective December 14, 2017. 4.

Committee Reports: 5.1.

Finance Committee-Jon Woodard reported that the committee has not met.

5.2.

Plant/Transportation/Building Committee – Peter Ricker reported that the committee has not met.

5.3.

Curriculum/Policy Committee –JoAnn Nickerson reported that the committee has not met.

5.4.

Student Representatives Report –Chloe Veilleux reported on a successful blood drive; winter sports have begun; students are beginning to receive their scores on their PSATs and SATs and Seussical the Musical is well underway.

5.5.

Tri-Town Education Association Negotiations (Teacher) – Elizabeth Bullard reported that this will be discussed in executive session.

5.6.

Tri-Town Education Association Support Staff Negotiations (ESP) – The committee is waiting to hear regarding a meeting. Board members Peter Ricker, Robert Allen, and Richard Gross will serve as the negotiations committee.

5.7.

Administrator Reports: David Roberts reported on a successful review of MSAD 52’s Food Service program. The final report is forthcoming. Director Roberts provided an overview of MSAD 52’s Free and Reduced Percentages and explained the trends which currently are standing at 35.73%. Director Roberts also provided a virtual tour of three of the schools’ kitchens-Leeds Central School, Greene Central School and Turner Primary School.

Superintendent’s Report- Superintendent Brandt shared with the Board the District now has an MSAD 52 Facebook page that will be used to share information and celebrations. Thank you to Jason Breton, Data Manager and to Lauren Kolenda, Teacher at Turner Elementary School, for their help with this. Thank you to Jeff “Bo” Hood for sharing the book he wrote about his experiences in our District. The Western Maine Superintendent Association met and spoke with Diana Doiron from the Department of Education (DOE) about Chapter 134 (proficiency diploma). The conversation included concerns about equitable access to a diploma for all students and what role the transcript should play along with the diploma to show students’ unique accomplishments in their courses of study. The DOE is rewriting the rule around this statute and has been seeking input from stakeholder groups. The DOE anticipates getting the preliminary ED 279 out to districts by February 1st. The Board Committee has chosen a

recipient for this year’s Patience Norman award. Thank you to Robert Allen, Richard Gross, Pam Sirois and Betsy Bullard for their work on this committee. 6.

New Business: 9.1.

Presentation by Leavitt Area High School Eben Shaw on summer history project: Exploring the River Valley. Principal Shaw reported on this project; teacher Michael Brennan and a group of students worked on a project entitled “Measure Your Strength-A History of the Leavitt Institute’s Early Years”. Students Megan Goddard, Ethan Varney and Everett Varney spoke to some of their learning during this project. Exploring the River Valley Summer Project was funded with support by the Leavitt Trustees. Trustees Tim Doyle and Mary Briggs spoke to the Leavitt Trustees and the work they do including scholarships and special

projects such as the one described during this presentation. Trustee Tim Doyle noted that the Leavitt Trustees are looking for new members and invited those present to consider joining or sharing this information. 9.2.

A motion was made by Richard Gross, seconded by Robert Allen, and voted unanimously by those present for approval of donation from anonymous donor to Tripp Middle School for support of the Robotics program.

9.3.

A motion was made by Peter Ricker, seconded by Richard Gross, and voted unanimously by those present for approval of District Wide Jump Rope for Heart fundraiser for schools to raise monies for the American Heart Association.

9.4.

Superintendent Brandt reported the completion of probation for the following employees: Ashley Morneault TPS Special Education ASP Program Ed Tech III 11-17-2017

9.5.

Discussion of FY19 budget target. School Board Members shared their ideas for a target increase for the FY19 budget. Suggestions for consideration include the level of funding for MSAD 52 from the state of Maine; review of existing programs to ensure that our programs are operating, as they should be; and creativity on the part of administrators in addressing student and district needs. Peter Ricker requested that when the budget building process begins, the impact to the three towns get primary consideration rather than looking at the budget-to-budget impact. It was also suggested that the student representative be given the opportunity to weigh in on the budget process as well.

9.6.

Discussion on capital projects. Daniel Labrie, Director of Facilities and Transportation presented an overview of Long Range Facilities Planning. Kimberly Long, outgoing Director of Facilities and Transportation provided a handout, which Director Labrie reviewed.

9.7.

Update on Regional Service Center. Superintendent Brandt reported on two different plans. MSAD 52 is working with Lewiston, Auburn and RSU 16 to study how to effectively and efficiently take on the responsibility for 3-5 year olds who need special education services. CDS has proposed giving this responsibility to districts. This group submitted a related FEDES grant application on December 19th. The DOE has approved this plan. MSAD 52, MSAD 17 and RSU 16 had submitted a proposal to look at the cost of vehicle maintenance. The DOE did not approve this plan.

9.8.

Update on Strategic Planning. Superintendent Brandt provided an update on the work around MSAD 52’s Strategic Plan. Superintendent Brandt and Assistant Superintendent Gillis have met with staff at GCS, LCS, TPS, TES, LAHS, Food Service and Adult Ed. A strategic planning committee will be created in the next few weeks. The Board members involved are Bob Allen, Jon Woodard and Pam

Sirois. The SPC will read research, study models and consider staff, parent, community and student input as we develop the MSAD 52 strategic plan. 9.9.

A motion was made by Robert Allen; seconded by Richard Gross and voted unanimously by those present to enter into an Executive Session to discuss the Tri-Town Education Association Teachers (TTEA) negotiations pursuant to 1 M.R.S.A. §405(6) (D). The Board entered Executive Session at 8:03 P.M. The Board returned to Open Session at 8:56 P.M.
