Wyoming Living Snow Fence Program Procedure The Wyoming Living Snow Fence Program is a cooperative effort between the Wyoming Department of Transportation (WYDOT), Wyoming State Forestry Division (WSFD), local Conservation Districts (CD) and private landowners to implement windbreak plantings for the purpose of snow catchment along State highways. Living Snow Fence plantings enhance State and County efforts to keep roads safe and open during periods of adverse winter weather while reducing highway maintenance expenditures. The Program provides funds to cover the costs of planting and maintaining LSF projects. WYDOT provides $100,000 annually to the Program. Submission: Conservation Districts should notify WSFD of their intent to submit a project proposal prior to August 1st. This applies to new projects and unfunded projects previously submitted. Notice of intent should include the following information: County Conservation District and contact Location: road number, mile marker (good to 10th of a mile) and legal description Landowner: name, address and contact information Soil samples should be collected and provided to WSFD by October 31st. Samples should be clearly identified and include a completed UW Soil Sample Questionnaire. WSFD will submit the samples to UW Soil Lab and pay for the testing. Results will be sent to WSFD and then forwarded back to the CDs. Soil deficiencies identified in the test results should be remedied as part of the site preparation and project installation process. Final project proposals are due March 1st and should be submitted to WSFD. This applies to new projects and previously submitted unfunded projects. Resubmissions should be reviewed and updated as needed prior to submission. If WSFD has original signature page on file, it is not necessary to obtain new signatures. Proposals should include: Cover Sheet Landowner Contract and Planting Plan Signature Page Project Map Soil Test Data Optional; Cost Breakdown, Cultural Resources Data Check

Selection: The State Living Snow Fence Committee will meet to review project proposals and determine which projects will receive funding. The committee reserves the right to request changes to projects it deems necessary prior to committing funds to a project. Funding is limited and large projects may need to be reduced or phased accordingly. It is strongly recommended that when possible, large projects should be submitted in sections and multiple submissions from the same CD prioritized to assist the selection process. Following selection, all submitting CDs will be notified of the results in writing. 1

CDs with funded projects will be required to enter into a contractual agreement with WSFD for each project funded. Projects should not be implemented until the contract has been finalized.

Implementation: Site preparation shall be completed in the fall after contract execution and prior to October 15th. Failure to complete fall site preparation is grounds for cancellation of project funding. The project must be completed the following spring and all documentation including project report and requests for payment submitted to WSFD by June 1st. Projects which cannot meet the deadline must contact WSFD for an extension. Variances from practice standards, design, location etc… as specified in project proposal or LSF guidelines should be clearly communicated to WSFD LSF administrator for approval prior to implementation of changes. For projects located on State land, Agency rules require the applicant to obtain an easement through the Office of State Lands and Investments. The OSLI can be contacted by phone at 307-777-7331 or through the website: slf-web.state.wy.us. Easements and Landowner Agreements should be filed with the County Clerk. Associated expenses should be included in proposal budget. Completed projects should be sign posted. Sign will acknowledge Wyoming Department of Transportation and Wyoming State Forestry Division as project partners along with all local partners. CDs may request payment for actual expenses incurred prior to project final completion if needed.

Maintenance: The CD and the landowner commits to maintaining the project. Failure to maintain the planting can result in a request to repay up to fifty percent (50%) of practice costs. Projects on Federal or State land, where it will be difficult for maintenance responsibilities to devolve to the landowner, may necessitate the CD entering into an extended maintenance agreement. Associated expenses should be included in proposal budget. Maintenance responsibilities include: Ensure that livestock exclusion fence is maintained. Any broken wires or posts should be repaired promptly. Stretch wires on an as needed basis. Annually replace trees or shrubs that are dead, weakened or not growing properly. Continue for the first three (3) growing seasons. Ensure that weeds and grasses are cleared from the surface of the fabric mulch and hole areas that were cut for trees remain free of competitive vegetation. Generally one weeding per month during the growing season will accomplish this. Mow between rows annually to avoid overtopping of seedlings by weeds. 2

Ensure that fabric mulch is kept tightly secured to ground. Cut fabric away from the base of trees and shrubs as they grow. Provide supplemental water to plantings in cases of drought or insufficient moisture. Check drip irrigation system regularly and repair as needed. Follow NRCS guidelines for length and frequency of system operation. Ensure that tree protectors are kept standing straight and replaced if needed. Tree protectors are generally removed after a 3-4 year period. Check planting regularly for insect and disease problems and address early to correct them. Contact WSFD if technical assistance is needed. The CD should periodically inspect projects after maintenance devolves to the landowner, advise on maintenance needs and seek to rectify problems if they occur. Serious concerns should be reported to WSFD. CD will submit a project report/update five (5) years after initial planting. If the property the project is located on changes ownership, CD should make contact with the new owner and inform them about the purpose of the planting. CD may seek funds to rectify serious maintenance needs not incurred through neglect or preventable action as a new project. Submission should include a brief description of the problem, proposed remedy and costs of remedial action. Other: Standards: Projects should be designed and implemented using current practice standards. Fencing: Four (4) foot slatted fence will be installed on the windward side of the planting. Fencing shall be designed and constructed in a manner consistent with NRCS recommendations in place 2008.
