Message from District Governor Lee Boon Hoe First and foremost, I wish to congratulate our DC for Bulletin Lion Kelvin William Hoe Chin Khwan and his Editorial Board for publishing this inaugural edition of District Bulletin in such a short time for distribution during our 2nd Cabinet Meeting. I always believe that as Lions, when we work as a team, we can achieve marvelous results in reaching our goals. Our District’s Theme for this fiscal year is “Better Management for Better Service”. To fulfill our goal for better management in District and Clubs, proper administrative guidelines have been planned, for monitoring and implementation. At this juncture, I appeal to all cabinet officers and clubs’ key officers, to be very familiar with your Cabinet Officers’ Manual, study and improve your knowledge and skills for the administrative works of your portfolio, and that members will understand your improvement especially in decorum and Lion’s image. Despite many instructive seminars and workshops organised to improve Lion’s Protocol, there are still rooms for improvement. Many clubs still do not practice Lions’ Protocol, and we understand it may take time for some clubs and members to follow; these may be due to misunderstanding and/ or miscommunication. The newly designed District Website; www.lions308b2.org.my which has been uploaded since it was launched by International President Barry Palmer on the 21st July 2013, provides many informative lions materials and links to other international website. This website has been visited by more than 17,000 hits within a short period of 3 months. We hope that you can fully utilize this facility to enhance your Lionistic knowledge to provide better service to the public and the community at large. Our District Goals for this fiscal year will focus on three “ships” – Leadership Development, Membership Drive and Fellowship Enhancement. As leadership is crucial to the success of our movement, more leadership development programs, workshops and seminars will be organised in the district. Our District proposes to set up a District Lions Leadership Institute (L.L.I) to standardize, promote and recognize Lions leadership abilities in line with the directions of Lions Clubs International. Membership is the nucleus of our movement. Without members, there would be no clubs; without clubs, there would be no district. Therefore, membership recruitment and retention are vital to the structure of our movement. In order to enhance this district goal, more fellowship programs are encouraged to attract new members and more orientation programs must be organised by the clubs in the district. Time flies and we have entered into the second quarter of our term. The first quarter was hectic with clubs having installations, inductions and/or celebrations of anniversaries. I appeal to all clubs’ Presidents to follow the dream of our International President Barry Palmer that is to protect the environmental by “Trees Planting Program”, eliminating illiteracies by “Reading Action Program”. Not forgetting our other international goals, such as Sightfirst Program and “Sight for Kids”, “Feed the Hungry Program” and many others, our dream of commitment to serve will always be our ultimate aim. Finally, as we have another three quarter term to go before our fiscal year 2013-2014 ends, I sincerely hope that you will continue to enjoy your Lionistic journey and commitments to better serve the humanitarian course with more fun and fellowship. Let me congratulate your DC Bulletin Ln William Hoe Chin Khwan and his editorial committee for their hard work in producing this District Bulletin. Well done!!! Pictures tell thousand words, the success of every project, service and activities carried out are pictured in this bulletin. It also serves as a reading pleasure for all the members in your district as well as Lions around the world. I hope it will be a referral for others to emulate some of your success stories such as projects and great fellowships, for them to embark in the future. Lastly, we need to highlight your clubs activities which we can encourage others to join as members particularly in our efforts to recruit more female members in our movement as well as our District 308-B2. Let us make our IP’s Barry Palmer’s dream comes true that is to increase female membership by 5.5 percent this Lions year to bring us up to 30 percent and then to achieve a 50/50 ratio by our centennial year in 2017. Women are gifted and talented, if given the opportunity they will bring their different skills set and mind with enthusiasm to serve the community. Key Officers’ Schools & Leadership Seminars Leadership Development is vital to the success of our movement, for it provides Lions with training and development opportunity for personal growth and leadership excellence and ultimately supporting and enhancing our service efforts to our communities.

The District Key Officers’ Schools are organized at Zone or Region level even though MD 308 Lions Convention listed in their event annually as there are only about 20% of the clubs participated. As in the past, many of our region or zone or clubs carries out these activities. Key Officers’ Schools are essential to having better managed clubs, which can have a direct impact on members’ administration, recruitment and retention.

Leadership Seminars and workshops are the resources to identifying and developing leaders, it is therefore essential for district or clubs to organise these activities more frequently. Club’s Anniversary & Installation of Board of Directors Club’s Anniversary is a time for a club to reflect on its past achievements, set new goals, plan new projects and a time to move forward to another year of excellence service to the community. It is also the time to recognize and pay tribute to the past leaders who had contributed to the notable achievement of glory of the present day. The Installation of President and Board of Directors of a club marks the change of leadership in the club for new ideas and directions to serve those who are in need, to follow the international and district goals and to uphold our motto of “WE SERVE”. The function usually gathers lions and friends to share and exchange views of Lionism and promote fellowship.

Lions Orientation & Inductions of new members To be a lion is a privilege as becoming one is only by invitation. Every new lion needs to be vetted and approved by the club’s membership recruitment committee before they can be invited to join. . A new lion requires to attend Orientation courses, understands Lionism, its structure and setup of the club, protocol and decorum in order to become a knowledgeable lion.

As Lions, we organise many hands-on community service such as “Sightfirst Project “–by providing spectacles to the needy children, providing free cataract operations to the elders and the aged, “Tree Planting Project” – an environmental project to care for and save our mother earth program, “Feed the Hungry Program” – a program to provide food for the residents of homes or victims of natural disaster, “Reading Action Program”- a program to prevent illiteracies among the neglected children and elders. Lions are service-minded men and women who are ever willing to provide their own time and efforts to improve the lives of the needy society through their humanitarian works. Regardless of what languages they speak, what religious they pray to and what political affiliations, the Lions are ever ready to help where help is required. There goes a common saying that “when a lions club gets together, problem gets smaller and the community gets better”.

The District 308B2 Continuous Leo Development Programme (Website: http://cld308b2.blogspot.com/)

The Continuous Leo Development Programme Fund was adopted by a resolution passed at the 2nd District 308B2 Lions Convention in Kota Kinabalu on 29 April, 2000. The fund is to be managed by a Board consisting of three (3) elected past officers of the District 308B2 who will serve for three (3) years and a Committee which comprises of the following: district governor, cabinet treasurer, district chairperson for Leo clubs and additional Lions, making a total of up to ten (10) members who will serve in this Board. Subsequently, the CLD Board endorsed that the first and second vice district governors would be invited as members of the Board to ensure continuation of its activities.

Youth Camp and Exchange Programme Challenges in the first 3 months The Lions International Youth Exchange Programme (YEP) was established in 1961 in further fulfilling the first objective of Lionism, and that is, “To create and foster an understanding among peoples of the world” To create and foster understanding among peoples, the best way is none other than allowing peoples to stay and live together.

Apart from managing the fund, the Board will provide comprehensive training facilities to improve the Leo programme by providing education materials and knowledge as well as to keep proper records of such Leo activities at a nominated Leo Records Centre. The Board has prepared updated, materials to train 1) Leo Key Officers, 2) Lion-Leo Advisors and 3) Teacher/Faculty Leo Advisors.

To meet such objective, the YEP requires the participating Lions Club at each end to select candidates and assist in transportation, information, and the host clubs and the YEP chairpersons to see that the exchangees are met at the airport and arrive at the home of the host families.

The intention of the CLD Education programme will be to make our Leos more knowledgeable, highly disciplined, well organized and effective in their activities with a deep sense of commitment towards our Leo Programme.

The DC and RCCs for Youth Camp and Exchange (YCE) have taken up the role in the smooth implementation of the YEP in our District this fiscal year.

The CLD Records Centre is currently based in 3, Kennedy Road, Penang. The Centre keeps the following: minutes of Board meetings, accounts, record of all Leos who have participated in the Leo Education Programme. The Centre now has 4493 Alpha Leos and 730 Omega Leos who have participated in the programme since it was launched.

It was a great challenge to the DC and the RCCs (Lion Ooi ST, Lim Chuah CS, Lion Foo MY and Lion Danny Loke) upon taking over the portfolio for YEP in early July as there were so many things require to be done in so short a time.

To support the CLD Education Programme, a Working Committee was formed which comprises of a Lion in-charge of the Records Centre, Education Convener, Examiner Convener, Website convener and others. This committee will continuously look into the materials, updates and control of the syllabus for the Leo education programme. This CLD Working Committee train Speakers and organize Workshops for the implementation of this programme. The Committee also works closely with the District Governor to plan workshops covering all aspects of the Leo Programme. The CLD website also provides useful information to Lion-Leo Advisors and Teacher/Faculty advisors. The CLD Fund also gives incentives to CLD Leos who are qualified to apply for subsidies in the YE Programme.

YE committee (YE Com) was set up with Lion Irene Hoi as Secretary, Lion Royce Ng(ex- RCC YCE), Lion Nancy Soh, Lion Cecilia Loke (DC-Leos), and Ms.Cheryl Cheam (ex-YE) as members. Two critical tasks were fronting the YE Team at the very first day they were on board, and these tasks were, 1) preparation for the arrival (in mid July) of 13 YEs from Japan, including Orientation to host families, airport receptions and other programme in lined with their presence. It was just 2 weeks away.

2) Promotion of YEP to solicit more participation from young people (more applications from Leos or from public) There were only 13 Applications for outbound YEs handed over to this year from DC/ RCC previous year. (1 from Club in Penang, 4 from Ipoh and 8 from Selangor). It was too few applications in hand at this juncture for starting communication with other countries to request for exchange. Towards the end of August, through the hard work of the YCE Team, total no. of applications were closed to 50. Some applicants have shown their interest as exchangee to New Zealand, Australia and Some European Countries. The YE com is now communicating with the counter part in these Countries for the opportunity in sending our exchangees there. From Japan, we have been offered to send 25 exchangees to Narita and Kansai at this year end. The first three months had been a busy period for the YCE Teams as many activities were organized and participated. They included, 1) Orientation to the Host Families, conducted in Selangor, Perak and Penang 2) Farewell gathering for the YEs and their host families in Selangor and Penang. 3) Test and Interview for YE Applicants conducted in Selangor, Perak and Penang. Twice at each state. 4) Processing applications and Identifying successful YE candidates. The DC wishes to take this opportunity to thank all the RCCs and the YE Com members for their support to able the smooth sailing in the YEP during the past months.

Publicity is a necessity in the world of volunteer work. It a way to create awareness to the public, and to reach out to people in need and people who can help you in your efforts to do well, then you will have discovered a treasure that provides an unending supply of resources.

My Fellow Lions, it is with great pleasure to have this opportunity to say a warm hello to everyone. In carrying out my duties and responsibilities as your Cabinet Secretary, I am privileged to be invited to many of the Clubs’ functions and activities throughout the District, and I tried to attend as many as I could but at times, there were several all happening at the same time. My impression is that Lions in our District are fantastic, very active in serving, helping and benefiting our communities, our country and humankind. To all the Lions I have met, I thank you for welcoming me, for your warmth, for your kindness and for your friendship. To the Lions I am yet to meet, I look forward to the day when we are together. Always remember as a Lion, you are never alone, we will walk together, and together WE SERVE our communities.

Media publicity will promote lion’s project both in the community and through the local media. It highlights what the media might look for in a news story as well as offering handy tips on how to promote the upcoming events. Receiving positive media coverage for a lion’s project can have a lasting impact on the work that the lions do. The media enables the public to recognise what you have achieved and what your key messages are, making the public more likely to support the lion’s projects. That is why publicity for every lion’s project is a necessity as in accordance to international objective.

Lioness Clubs Lionesses Clubs are one of the key the program of Lions Clubs International and they provide their services in collaboration with the Lions Clubs. There are four (4) Lioness Clubs in our District 308 B2, namely Lioness Club of Penang, Lioness Club of Subang Jaya, Lioness Club of Sitiawan and the Lioness Club of Ipoh. The Lioness Clubs’ members provide similar hands-on services as efficient and as compassionate as the Lions members to assist the community needs for the humanitarian cause.

Similar community service such as feeding the hungry, working with the blind and visually impaired, buying educational books for the deprived children and celebrating various festivals with the orphanages and the senior citizen homes; they also join in the Installation Ceremony with their sponsoring lions clubs and celebrated with the lions clubs for their anniversaries. 16

It is our desire that you will enjoy reading and perusing this 1st edition of District Bulletin photographs and information regarding projects and activities carried out by the Lions and Clubs of our District. Under the dynamic leadership of our District Governor Lee Boon Hoe, it is envisioned that Lions and Clubs will be able to acquire better Lionistic knowledge, skills and information, with the establishment of our District website and publication of this District Bulletin in the beginning of the second quarter of our fiscal year. Only with teamwork, the Editorial Board is able to publish this newsletter within this short time frame. Thus we also take this opportunity to apologize for any shortcomings.
