You are required to follow all rules and guidelines stated in this handbook.

To hold the titles of Larimer County Fair & Rodeo Queen and Larimer County Fair & Rodeo Lady-In-Waiting is not only an honor, but also an obligation. This handbook was prepared to provide a set of guidelines to the Queen and her Lady-In-Waiting in order to help them meet this obligation. The Queen and Lady-In-Waiting are required to comply with the Queen’s handbook and decisions and directions of the Fair Board and Executive Committee and comply with board and commissions rules/regulations set by Larimer County. Any suggestions for changes or pertinent questions must be presented to the Queen’s Committee, which will then refer appropriate matters to the Fair Board. The information provided has come from the experiences of many of the past queens, the Fair Board, the Queen’s Committee members, and others who are or have been involved with the Larimer County Fair & Rodeo. The Larimer County Fair & Rodeo Queen and the Larimer County Fair & Rodeo Lady-In-Waiting are positions with many responsibilities. Those who hold these titles: Are ambassadors representing Larimer County and the Larimer County Fair & Rodeo at all times. Need to conduct themselves professionally and as positive role models, as they will be looked upon as such by members of the community. Should have a strong commitment to the Larimer County Fair & Rodeo and dedication to the western way of life. Will need to know the rules of the Pro Rodeo Cowboys Association (PRCA). This handbook will be reviewed annually by the Queen’s Committee approximately July 15 of each year or as needed, any changes to this manual go to the Queen’s Committee for changes. After changes are made they must be presented to Fair Board and Executive Committee for final approval. MISSION STATEMENT To represent and promote Larimer County Fair & Rodeo through personal appearances, interviews and functions. Conduct fund raisers to financially support the Scholarship Fund with the goal of making it selfsustaining. VISION STATEMENT Larimer County Fair & Rodeo Queen’s Committee values this program and works toward holding it in high esteem upholding western values and way of life in future generations.

Larimer County Fair & Rodeo Royalty Handbook QUEEN’S COMMITTEE and FAIR BOARD The Queen’s Committee will be made up of the following persons : The Chairperson – A member of the Fair Board At least two other Fair Board members The Queen The Lady-In-Waiting The Queen’s Mother or Guardian The Lady-In-Waiting’s Mother or Guardian Community volunteers (To be recommended by the other members of the Queen’s Committee with input from the Fair Board and Executive Committee). The Fair Board authorizes and directs the Queen’s Committee as follows: 1. Chair of the Queen’s Committee shall set the agenda for all Committee Meetings and shall conduct the meetings. In the absence of the Chair, another committee member may be designated by the Chair to conduct the meeting. 2. To conduct an orientation with the new Lady-In-Waiting, her mom, and the new Queen and parent/guardian. This will take place before the first Queen’s committee meeting and following the announcement of the new Lady-In-Waiting. 3. Direct and coordinate the activities of the Queen 4. Organize and coordinate the Lady-In-Waiting annual selection process 5. Develop Queen and Lady-In-Waiting profiles 6. Plan format for presentations during PRCA rodeo, working with the Rodeo Committee Chair for arena activities 7. Solicit sponsors for the Queen’s Educational Scholarship Fund in conjunction with the Queen and Lady-In-Waiting 8. Oversee and assist in the clinics to include: speaking, makeup, wardrobe planning, horsemanship and other sessions as needed. 9. Develop goals and a time-line of activities that shall be submitted to the Fair Board at the first of each year. 10. The Fair Board authorizes the Queen’s Committee to allocate monies and pay bills, within any adopted budget approved by the Fair Board, Executive Board or Larimer County. No funds shall be spent in excess of currently existing account balances, including scholarship awards.

Larimer County Fair & Rodeo Royalty Handbook QUEEN AND LADY-IN-WAITING RESPONSIBILITIES Any requests by phone or email from Fair Board or Queen’s Committee members must be responded to within 48 hours. Responsibilities include but are not limited to: Demonstrating an enthusiasm for and knowledge of the following: o The sport of rodeo o 4-H Program o Larimer County Fair Board’s agenda o The history of the community, the local rodeo, and how the Larimer County Fair Board Queen’s Committee functions within the community. o Public and interpersonal communication skills (including acquiring and acknowledging sponsors) o Knowledge of horsemanship; basic equine safety, health and care; appropriate arena etiquette, and the use and care of tack. Attending the Larimer County Fair Board meetings 4th Wednesday of month at 7:00 pm or as notified. If not able to attend must be excused by Queen’s committee president. Participating in the grand entry of the Larimer County Rodeo either on horseback, in a wagon, car or truck. Meeting and greeting rodeo guests, VIPs, and contestants Providing photographs required for publicity purposes including, but not limited to, autograph sheets, web site photos, and advertising o All such photographs must include crown, sash, and buckle. Prior approval by members of the Queen’s committee is required before distribution. Promoting the Larimer County Fair and Rodeo through public appearance at regional rodeos, and presentations to school and community groups. Participating in approved organized fund raisers. Representing the Larimer County Fair and Rodeo at 4-H judged events and livestock sale as required by superintendents (cattle, swine, fashion review etc.) Obtaining personal sponsors with committee approval and making sure sponsors know they are appreciated. Keeping accurate records of activities and sponsorship (visiting with sponsors and writing thank you notes, when appropriate) submitting expense receipts monthly. Participate at Pancake Breakfast Fulfilling duties according to the rules set forth by the committee. Develop goals and a time-line of activities for submission to the Fair Board President at the first of each year. Queens will and must follow all rules under “Code of Conduct”. Must attend local area parades and events. (Ride horses and dress appropriately). The use of a source to set up and keep track of yearly events-educational, auctions, parades, ball, luncheons, rodeos, etc. is recommended.

Larimer County Fair & Rodeo Royalty Handbook Sponsorships: Must meet and stay in contact with all sponsorship donors at least quarterly. These contacts must be documented and presented to the Queens Committee monthly. The Queen nor the Lady-in-Waiting may not obligate the Larimer County Fair and Rodeo or Larimer County in any way. Contracts may only be executed by Larimer County officials. Queen’s Clinic: In June or July, the Queen and Lady-In-Waiting will host a “Queen’s Clinic” for anyone who may be interested in learning more about the benefits and requirements of becoming the Larimer County Fair & Rodeo Queen. They can either do the entire clinic by themselves or request help. This clinic is designed to help contestants learn about the contest and will provide pointers on hair, clothes, makeup, horsemanship, public speaking, etc. The Queen and Lady-In-Waiting will be there to encourage the contestants as well as answer any questions. Ongoing clinics will be coordinated by the Queen’s Committee members for girls’ ages 13 and older to improve the talent of the upcoming contestant base. These clinics may have a minimal fee associated with them. Queen’s Trailer: The Queen shall contact a Loveland or Fort Collins RV Service in early June to make arrangements to have a trailer set up at the fairgrounds for the Queen and Lady-In-Waiting to use during the fair. A reminder call needs to be made 2 weeks before the Fair. Larimer County Annual Parade and Queen’s Luncheon: Invitations to the parade and to the Queen’s Luncheon should be sent out by the Queen approximately six (6) weeks before the first day of the Fair to all of the Queens who have hosted the royalty, as well as to the past Larimer County Fair & Rodeo Queens that she wishes to invite. Queen’s Committee will review invitation list before invitations sent out. The invitations should request an RSVP and include directions for parking and lining up for the parade. Arrangements for the Queen’s Luncheon should be made in June or prior to. The location for the luncheon shall be in conjunction and input with the Queen’s Committee and The Ranch. When choosing the location, the Queen must consider the time element, the number of guests and the cost. In addition to sending the invitations to visiting and past Queens, the Queen should also send invites to the Larimer County Commissioners, Larimer County Fair & Rodeo Board members, Queen’s committee members (those not Board members), Lady-In Waiting contestants, Lady-In-Waiting contest judges, (1 per club – space available) and any other special guests. The invitations should request an RSVP and provide directions to the location. Publicity: Radio Interviews – During the first week in July, the Queen should check with the Queen’s Committee Chairperson about setting up radio interviews with K99 – KUAD-FM, 600 Main St. Windsor, CO 80550, 970.686.2791; KHPN – AM, 1576 W. 1st St., Loveland, CO 80537, 970.667.1570; and The Bear, 5125 S College, Ft. Collins, CO 80525, 970.223.0435. Both the Queen and the Lady-In-Waiting should attend these interviews and tapings. Newspaper Interviews – During the first week in July, the Queen should contact the Loveland Daily Reporter Herald, 201 E. 5th St., Loveland, CO 80537, 970.669.5050 and the Coloradoan, 1212 Riverside Ave., Ft. Collins, CO 80522, 970.493.6397 to set up interviews. These interviews should include information regarding the Queen and Lady-In-Waiting summer activities and what is planned for the Fair. Both ladies should attend the interviews and be knowledgeable about the Fair.

Larimer County Fair & Rodeo Royalty Handbook Horse: The Lady-In-Waiting is required to ride the same horse she tried out for her reign. She must notify the Queen’s Committee if her horse is unable to be ridden for any reason. A veterinarian may be asked to check the horse for any issues. The Queen’s Committee will make the final decision. The Queen may choose to ride a different horse during her reign if that becomes an issue. The Horse must always be well groomed. Anger in the handling of the horse is not allowed. Posters: The Queen’s Committee chairperson will receive the posters advertising the Larimer County Fair & Rodeo from the Board and give them to the Queen and Lady-In-Waiting to help distribute to various stores in Fort Collins, Loveland, Wellington, Estes Park, Red Feather, LaPorte, Berthoud and other Larimer County communities. If possible, posters (small amount) should also be posted in Cheyenne, Greeley, Longmont, Boulder, and Windsor as well. The posters must be out at least two (2) weeks before the Fair.

Larimer County Fair & Rodeo Royalty Handbook THE LADY- IN-WAITING CONTEST Horsemanship, Presentation, and Personality: The Queen’s Committee updates applications for the Lady-In-Waiting Contest in early April. Applications are available during the first week in June at the Fairground’s Office and on the internet at www.larimercountyfair.org. The deadline coincides with fair entry deadline. Each contestant will be judged on horsemanship, appearance, knowledge and personality. Queen and Lady-In-Waiting reign is defined as August through August (at conclusion of Junior Livestock Sale) of the following year. The Lady-In-Waiting Contest is held each year during the first week of the Larimer County Fair & Rodeo. The reign of the new Lady-In-Waiting will begin on August of the next year. She will be crowned Queen at the rodeo of her Lady-In-Waiting year, but will not actually take over her Queen’s reign until conclusion of Junior Livestock Sale of the following year. Therefore both reigns go August to August. The position of queen is a year-long commitment (August to August). If the queen goes to college during her year of service, she will still be required to fulfill all required duties. Contestant must have completed or will have completed her sophomore year of high school at the time of her Lady-In-Waiting crowning and will not become older than 21 at reigns end. Must have access to a horse, when needed (ownership of a horse is not required). Queens are expected to be competent riders and understand and practice basic safety, health and welfare requirements of horses. Contestants must be single, never married, and never pregnant. In addition, they must not live in inappropriate situations such as living with significant partner during reign. If any member of queen’s court becomes married or pregnant, she automatically forfeits title. Each member of the queen’s court and a parent or guardian must sign a liability waiver, which is kept on file. Upon selection, the queen, lady-in-waiting, and their parents or guardians will sign a contract. The contestants are judged on personality, appearance, knowledge, and horsemanship. Each contestant is required to wear Wrangler blue denim jeans, a plain white Wrangler long sleeved, cuffed and collared, button up shirt (absolutely no design or adornments, sequins, beading, etc., or any design in the material of the shirt). A black hat and black boots are required during all portions of the contest. No jackets or vests are allowed. The Queen’s Committee shall coordinate all arrangements for the contest including: publicity, planning for clinic (s), and securing appropriate judges. Judges are to be contracted at least one month prior to contest. Judges completed contracts are to be turned into the Queen’s Committee no later than two weeks prior to the event so fee checks can be processed. The committee shall completely plan the “contest brunch” for the personality, appearance, knowledge and presentation portion of the contest. This includes securing a location, confirming the time, deciding on refreshments, ordering participation awards and any other planning that is required. This event shall be open to the public and may have minimal fee associated with it. The contest begins with the Larimer County Fair and Rodeo parade. At the parade, each contestant will draw her number to be used throughout the entire contest. Numbers will be distributed by the Queen’s Committee.

Larimer County Fair & Rodeo Royalty Handbook The personality, appearance, knowledge and presentation portions of the contest are held at the brunch during the week of fair. The Queen’s Committee is the host for this event. Each contestant will be asked to introduce herself and to tell the group about herself. She will then proceed by giving her prepared 3 minute speech. During this portion of the competition, each contestant will be asked to draw impromptu questions that she will be required to answer. The questions will be drawn from PRCA Rodeo regulations, the Larimer County Fair & Rodeo Premium Book, general facts about Larimer County and situational questions. Following the impromptu questions, the judges will conduct private interviews with each contestant. The interviews will not exceed 10 minutes. Each Lady-In-Waiting contestant will be required to ride her horse in the Larimer County Fair & Rodeo parade, attend the Queen’s luncheon, horsemanship contest, contest brunch and PRCA Rodeo. These events are held during the same week, so appropriate support for each contestant is required. The Horsemanship portion of the contest will be performed by the current Queen and held at the Larimer County fairgrounds (The Ranch) during the week of Fair. Both the current Queen and Lady-In-Waiting must be present on horseback and in proper attire. Each contestant will groom and saddle a horse to ride in the reining pattern portion of the contest. and also carry a flag around arena at a lope or gallop to see response of horse. They will then approach the judges, dismount, visit briefly, and remount and exit the arena. An alternate horse, chosen by the committee, may be substituted for each contestant to show her abilities. Lot will draw the alternate horse. The last part of this portion of the contest is the Queen’s ride. Each contestant will individually enter the arena in the same order as before to do a Queen’s ride. The announcement of the new Lady-In-Waiting will be during the Sunday PRCA performance at Fair. Brief descriptions of each contestant will be read. The Queen and Lady-In-Waiting will hand out participation awards to each contestant. The name of the first runner-up will be announced and then the name of the new Lady-In-Waiting. A runner- up is named in the event the chosen contestant cannot fulfill her duties. The new Lady-In-Waiting will be officially crowned at the Tuesday evening PRCA Rodeo performance. Her reign will begin in August at conclusion of Junior Livestock Sale.

Larimer County Fair & Rodeo Royalty Handbook Parade, Luncheons, Grand Entries & Rodeos: The following are the parades, luncheons, and rodeos that are mandatory for the Queen and Lady-In-Waiting to attend, some of which may be on horseback. In all parades the Queen and Lady-In-Waiting shall participate in the event on horseback except for those noted below. CO Laramie Jubilee Days Parade (July) Laramie, WY Pikes Peak or Bust Parade and Rodeo (August) CO Springs, CO Adams County Fair and Rodeo (August) Brighton, CO Colorado State Fair (August) Pueblo, CO The parades, luncheons, grand entries and rodeos are a source of advertisement provided by the Queen and Lady-In-Waiting for the Larimer County Fair and Rodeo. It is very important to attend all events possible. Invitations to the various parades, luncheons, grand entries and rodeos are usually sent to either the Queen or the Fair office. Once Queen’s Committee approves the Queen should acknowledge the invitation as soon as possible. Upon receipt of an invitation, the Queen will inform the Lady-In-Waiting and they can make arrangements about meeting for the event – each being prepared to furnish her own transportation for herself and her horse. As soon as the Queen and Lady-In-Waiting arrive at an event, the Queen should let her hostess know that they are there. The Queen and Lady-In-Waiting must arrive on time, ready to wave and smile – no matter what! The hostess will usually inform the Queen about the luncheon plans and also tell her where they may put their horses. If there is a grand entry for the rodeo, the Queen and Lady-In-Waiting should attend if possible. If they stay for the rodeo performance, they should remain in their attire and make themselves available to the host Queen to work the rodeo if needed. After attending the event, the Queen shall send a thank you note from herself and the Lady-In-Waiting to the host Queen or committee as soon as possible. Other Events: There are other events where the Queen and Lady-In-Waiting may be asked to appear, such as helping as hostesses for 4-H events. These are in addition to 4-H award ceremonies during fair week, which attendance is required by the Queen and Lady-In-Waiting. They both should make every effort to attend these additional events. If in doubt about any function, the Queen should contact the Queen’s Committee Chairperson. The Queen and Lady-In-Waiting should be dressed in proper attire at these events. If the Lady-In-Waiting is asked to appear at an event, she should first check with the Queen, who can in turn check with the Queen’s Committee Chairperson. If the Queen is unable to attend any event the Lady-In-Waiting is allowed to appear alone. It is preferred that both the Queen and Lady-In-Waiting attend events together.

Larimer County Fair & Rodeo Royalty Handbook BUDGET – JANUARY 1 – DECEMBER 31 The Fair Board determines the amount of money in the Queen’s budget. The outgoing Queen, incoming Queen, and new Lady-In-Waiting and Queen’s Committee will meet at the end of August to come up with a new budget to present to the Fair Board. In September the Fair Board will review the proposed budget, make any changes they deem necessary, and approve. The Queen and Lady-In-Waiting should keep track of any bills they incur during their reign. The Lady-In-Waiting should keep a copy of her receipts and give the original receipts to the Queen who in turn will give them to the Queen Committee Treasurer. They should also keep track of their mileage during the year and turn it into the Queen Committee Treasurer. Mileage will be paid at the discretion of the Queen’s Committee. Outgoing Funds: 1. When expenditure has been submitted to the Queen’s Committee it will be voted on and either approved or disapproved. 2. Upon approval a voucher will be submitted with two signatures to the Senior Accountant of The Ranch. 3. All approved expenses incurred and requests for reimbursement will be submitted on a monthly basis. 4. A check will then be distributed to the party. 5. All checks or other orders for the payment of money shall be signed by the Senior Accountant of The Ranch. Incoming Funds: 1. All incoming funds or donations will be designated to either the Queen’s General Fund or the Queen’s Scholarship Fund. 2. All incoming funds (cash donation) will be verified by two members of the Queen’s Committee. 3. All funds or donations will then be submitted to the Senior Accountant of The Ranch. 4. All parties will sign and verify the deposit in excess of $250. 5. All funds shall be deposited in the specific program or fund per Larimer County Finance Policy specifically designated for the Queen’s program. Sponsorships: 1. Any business conducted concerning Sponsorships of the Queen’s program will be conducted with 2 members of the Queen’s Committee present in addition to the Queen and the Lady-In-Waiting. 2. The Queen nor the Lady-in-Waiting may not obligate the Larimer County Fair and Rodeo or Larimer County in any way. Contracts may only be executed by Larimer County officials. Queen’s Committee Sponsorship: WILL BE REVIEWED AT LATER DATE

Distribution Of Educational Scholarship Fund: The Larimer County Queen’s Committee shall make a recommendation to the Fair Board regarding the amount to be contributed and distributed to the outgoing Queen’s educational scholarship fund. The Fair Board shall make the decision regarding the amount contributed and distributed to the outgoing Queen’s educational scholarship fund. The educational scholarship fund must reach at least $9,000 each year. If the $9,000 mark is reached, a $5,000 scholarship may be available to the Queen upon approval of the Fair Board. Any additional monies raised or donated over $9,000 will be distributed to the Queen’s scholarship fund at a 50% rate. The additional 50% will be distributed to the Larimer County Fair budget for expenses. IF the $9,000 mark is not reached, the scholarship shall be less. There is no guaranteed minimum scholarship award and the final amount to be distributed to the outgoing Queen is at the sole discretion of the Fair Board. The awarded scholarship fund will not exceed $10,000.00 If the mandatory duties, including but not limited to obtaining sponsorships and donations, are not satisfied, as determined by the Fair Board, the scholarship may be reduced or not awarded. The Queen will complete a student profile verification enrollment to be returned to Queen’s Committee, who will file with the recipient’s school. Funds will be held in escrow for such recipient. After a Queen’s reign ends, all scholarship funds must be used within two consecutive educational blocks be it semester, trimester, etc. REMAINDER OF PAGE INTENTIONALLY LEFT BLANK

Larimer County Fair & Rodeo Royalty Handbook QUEEN AND LADY-IN-WAITING “CODE OF CONDUCT” A positive image must be maintained at all times. You are consistently in the public eye, even when not on official business, and it is your responsibility to uphold and maintain an outstanding image. All royalty should exhibit high moral standards and appropriate behavior at all times. In the administration of this Code of Conduct a principle shall be that it should be corrective in nature. Immediate discipline or removal from the Queen’s Program will be administered for the following, but not limited to the offenses outlined below, as applicable. 1. Conduct yourself as a lady at all times, whether or not you are in Queen’s or Lady-In-Waiting’s attire. You are a representative of the Larimer County Fair & Rodeo. Behave in a polite and gracious manner at all times. Arguing with anyone (this includes parents and siblings); yelling in anger and unprofessional or inappropriate behavior are not permitted. Remember you are in the public eye and you must represent the Larimer County Fair & Rodeo properly and professionally. 2. The Queen and Lady-In-Waiting must attend all required events as set forth in this Handbook and are encouraged to attend every event possible that you have been invited to in order to promote the Larimer County Fair & Rodeo (invited events must be approved by the Queen’s Committee). 3. You and your mount must always be neat and well groomed. 4. Visible tattoos or face/body piercing are not permitted. A single ear piercing is excluded. 5. You must always wear the designated attire (dress code) when representing the Larimer County Fair & Rodeo. Dress code should include boots, hat with crown, sash and belt buckle. Hair should be neatly styled as “Queen Hair” (no ponytails). Clothing should be clean and pressed. Official attire consists of a white shirt, blue jacket, and gauchos or skirt. Queen’s Committee Required Apparel and Equipment Items listed below will be paid for by Queen/Lady-In-Waiting or through a sponsorship. Wrangler jeans (3 pair blue denim) Hats (1 black, 1 tan & 2 white) Crown Belt buckle Pair boots Chaps Sash Shirts (1 pink & 1 white) Other Items (Equestrian Supplies): Breast collar Saddle blanket Equine Grooming Supplies Optional items (not required): Saddle Trailer Items listed below will be provided for by Larimer County Fair Board and must be returned at end of reign. These items will be kept in the Larimer County Closet. Larimer County Fair & Rodeo Royalty Handbook 6. Your belt buckles are your identity for the term of you reign. While conducting yourself in an inappropriate manner is already prohibited, doing so while wearing designated attire, including your belt buckle, shall be considered an aggravating circumstance. 7. In addition to other inappropriate behavior, you may be disciplined, including having your title, benefits and scholarship revoked for swearing, smoking, chewing tobacco, or drinking alcoholic beverages. 8. You must handle your horse as a horsewoman. The display of anger when handling your horse is prohibited. 9. As Lady-In-Waiting this is your apprenticeship and your time to learn. Cooperation with the Queen and the Queen’s Committee is expected. If you feel the Queen is not performing her duty properly, speak to her first. If the matter cannot be resolved, the chain of command is to discuss it with the Chairperson of the Queen’s Committee and then the President of the Fair Board. 10. As Queen, you must keep your Lady-In-Waiting informed of engagement details (locations, dates, times, clothing and whether or not to bring her horse) well in advance. You must delegate 40% of the duties to the Lady-InWaiting as she needs to learn how to accomplish these tasks. Notify the Fair Board of duties delegated to the Lady-In-Waiting. All delegated duties must be documented and submitted to the Queen’s Committee. 11. It is required that the Queen plan and execute, with the committee’s help, one or more fundraising events in order to fully replenish the educational scholarship fund. The Lady-In-Waiting shall cooperate and participate in such fundraising events. 12. The Queen and Lady-In-Waiting shall not participate in any open display of affection with a significant partner or other while representing the Larimer County Fair & Rodeo. The Queen and Lady-In-Waiting shall not live with a significant partner during their reign. This includes kissing, handholding, sitting on laps 13. Must reside in Larimer County at least 1 year prior to applying for the Queen’s program. 14. You shall not use the Internet in an inappropriate or unsafe manner. Any use of websites, including but not limited to MySpace, Facebook, or any other forms of social media must be of an appropriate nature. Larimer County Royalty must never include the city, address, or any other contact information other than an e-mail address on any web site, and may never post an inappropriate photograph, or post suggestive or sexual content or comments. All other rules apply during your use of the internet, social media or websites. Queen's committee members must be granted access to view content of Internet presence. 15. Use of a cell or smart phone during an official event is prohibited. These tools are for emergency or official use only. This includes accessing the internet, use of apps, texting, instant messaging, calling or use of any other feature on the phone. 16. You must not violate any laws or ordinances.

DISCIPLINE It is the duty of the Queen’s committee and Fair Board to ensure that you represent the Larimer County Fair & Rodeo in an appropriate manner. Therefore, the following rules have been set in place to ensure the quality of representation. The Fair Board may investigate any reported violations, or in the Fair Board’s discretion may refer any investigation to the Queen’s Committee to complete. The Queen, Lady-In-Waiting and all members of the Queen’s Committee are required to cooperate with any investigation. Upon completion of an investigation the Fair Board shall have sole discretion regarding disciplinary action. While efforts are made to implement corrective actions rather than punitive, final determination of the appropriate disciplinary action, including but not limited to removal from the program, removal of titles, forfeiture of scholarships (including the requirement that funds awarded but not already spent be returned), forfeiture and return of belt buckle or other identifying items, or other actions, is within the sole discretion of the Fair Board. Participants acknowledge their participation and

Larimer County Fair & Rodeo Royalty Handbook any awards are a privilege and not a right. Acceptance into the program and continued participation is at the sole discretion of the Fair Board. The determination that conduct, actions or comments made by participants is inappropriate, unprofessional or not within the accepted standards, is within the sole discretion of the Fair Board. While a warning may be issued, no warning or other advisory is required prior to the Fair Board implementing disciplinary action, up to and including dismissal from the program and forfeiture of awards. Types of Discipline that may be considered, include but are not limited to: Verbal warning from the Queen’s Committee Chair Written warning issued by the Fair Board Requiring individual to issue a formal apology or response Requiring the individual to perform some corrective action Requiring the individual to perform some service for the benefit of the community in addition to any other obligations already required Forfeiture of specific items of attire, which shall be returned to the Fair Board within 10 days of any decision unless the decision is appealed Forfeiture of any title, which shall not be used in any future correspondence or referenced as having ever been obtained Dismissal from the program - Dismissal will result in Queen or Lady-In-Waiting to forfeit all items of attire: belt buckle, saddle, sash, crown, horse blanket, chaps and hats. Dismissal will result in all scholarships, sponsorships, prizes, equipment, awards, titles, or other benefits to be forfeited. Upon dismissal the individual shall return all such items to the Fair Board within 10 days of any decision unless the decision is appealed. Scholarships, sponsorships and other prizes shall be allocated to the Fair Board. If forfeiture of any scholarship, sponsorship or other prize is determined after a participants reign, the participant shall return any unused portion, as of the date of decision, to the Fair Board. Should a member of the Larimer County Royalty decide to resign, whether or not such resignation was in lieu of any discipline, they will forfeit all sponsorships, prizes, equipment and awards to the committee, as if they were dismissed from the program.

APPEAL Upon the issuance of a disciplinary decision by the Fair Board, the individual may file a written appeal to the Executive Committee of the Larimer County Fair & Rodeo Association. Such appeal must be filed within 10 days of the Fair Board’s decision. If no appeal is filed within 10 days, the Fair Board’s decision shall be final. If an appeal is timely filed, any decision by the Fair Board shall be stayed pending a decision by the Executive Board. The Executive Board shall have sole discretion whether to request additional information or comments. The Executive Board is encouraged to issue a decision within 30 days of any appeal. The Executive Board is not required to issue any findings and upon review may: Affirm the Fair Board’s decision Require the Fair Board or Queen’s Committee to complete additional investigation and have the Fair Board issue a new decision upon completion of the additional investigation, subject to the appeal process Require the Fair Board or Queen’s Committee to complete additional investigation and provide any findings to the Executive Board, which shall then issue a decision Modify the decision of the Fair Board, which shall include but is not limited to additional requirements, increased discipline, decreased discipline Reverse/Vacate the Fair Board’s decision

Any decision by the Executive Board is final and immediately implemented.
