What is a BCR?

By Shirley Kine, Executive Director ALIB conducted its very first Band Council Resolution (BCR) School in order to teach BCR writing skills on June 16, 2017 at the Adams Lake Recreation & Conference Centre Boardroom. Ten staff attended this three hour workshop that gave history, critical foundations and scenarios where BCRs would be required. The school was a big success and we will likely be holding another school over the summer. The workshop was designed to enhance BCR skills for managers but it is an awesome school for up and coming politicians. All attendees will be receiving a certificate for BCR School 101 workshop.

Although BCRs are not defined anywhere in the Indian Act, they are referred to in the Indian Band Council Procedure Regulations and are required to initiate, authorize or approve numerous transactions under the Act; they are a First Nation's means of providing instructions, approvals, etc., to Indian & Northern Affairs Canada (INAC). They may, for reference purposes, be defined as a record of a First Nation Band Council decision made by a majority of the Band Councillors at a duly convened Band Council meeting.

GoToMeeting Program Distribution List Title & Rights Department is testing a program called GoToMeeting and with this program we hope to broadcast all of our monthly T&R Information Sessions to your computer, phone or tablet. Space will be limited to 50 participants initially. Those who are interested please contact Deanne at (250)679-8841 to be put on distribution list.

Incident Reports We advise the community that we have had a number of incidents reported to the office where there is no name, no phone number etc. to call and discuss the incident with the complainant. Unfortunately, we cannot take anonymous complaints, nor incidents that lack verification information. To assist anyone that wishes to lodge a complaint, there are incident report forms that can be obtained from the office that will guide residents on what information we need to further investigate any reported incidents. Thank you for helping us address your concerns.

the Executive Director’s Desk Submitted by Shirley Kine Greetings from the Administration offices of Adams Lake Indian Band. June has been a busy month as the Finance Committee wraps up its final stages of the budget, General Band Meetings were held, and the Audits are being finalized for presentation. I would like to thank all of you have contributed to the teamwork necessary to finalize these initiatives and I salute you all for your contributions to our success. As we go into the summer, administration will be holding some further teambuilding events. It is our intention to drum in the week (staff please gather your drums) as we further our unison and harmony building amongst the community offices. Do ex-

pect more workshops and learning together as we try and get everyone with the same knowledge of processes and procedures. Executive Management Team (EMT) and Staff meetings have resumed their regular schedules. We are also heavily recruiting band wide for quite a few staff positions. As I write this on June 21 (Aboriginal Day), I advise you that an Expression of Interest is in circulation for the Governance/Election Committee. It will close June 26 so that Council can review the applications on the June 29th Chief and Council meeting. Needless to say, we need strong representation on this committee to help us make better election rules going forward. I hope you are all enjoying the great weather and when you are out enjoying the great outdoors, be safe!

Shuswap Stories James Teit

Welcome to our “New Feature” Shuswap Stories by James Teit. Read below short bio on James Teit. Each month the Cstèlnec Newsletter will reprint a story to share.

James Alexander Teit (1864 - 1922) Born in Scotland, Teit immigrated to Spences Bridge, BC in 1884. He was self-taught botanist, became an entomologist, a photographer and an anthropologist. He was highly literate, spoke fluent several tribal languages, some German, Dutch, French and Spanish. He traveled around and studied Interior Salish First Nations peoples in the late 19th and early 20th centuries. He led expeditions throughout BC and made many contributions towards native ethnology. Was ongoing activist for aboriginal rights in BC, serving as a translator, scribe and lobbyist. In 1904 he visited Secwepemc communities at Splatsin, Shuswap Lake, Kamloops and Savona (Skeetchestn). There are a series of books, many articles and his fieldnotes on his recordings. James Teit died in 1922 in Merritt, BC. Teit viewed Native peoples as his contemporaries friends, relatives and neighbours who lived a lifestyle similar to his own.

For your convenience, we provide a sample of what

Please factor in the cost of this insurance (currently $120) when you submit your total bid costs for Expression of Interest for Catering Services for any upcoming events. This effectively isolates the event, so that any incidents that may occur do not affect ALIB’s regular insurance plan. Copies of the Special Events Liability Application are available at Front Desk.

APRICOT GLAZED GRILLED PORK CHOPS INGREDIENTS • • • • • • • • •

4 bone-in pork loin chops (about 1 1/2 lbs) salt and pepper (to taste) 1/2 c. apricot jam INSTRUCTIONS 3 Tbsp. white vinegar 1. Preheat your gas grill on high heat for about 10 1 clove garlic, minced minutes. 1/4 tsp. salt 2. Make glaze: In a small bowl, stir together the jam, 1/4 tsp. pepper vinegar, garlic, salt and pepper. Set aside. Prepare 6 fresh apricots, halved pork chops by patting dry with paper towels and olive oil lightly seasoning on both sides with salt and pepper. 3. Reduce the heat of the grill to medium, and add the seasoned pork chops. Cook for about 5 minutes. Lightly brush the apricots with olive oil, and place on top rack (or place that is not near direct heat) of grill to cook for about 5-7 minutes. After 5 minutes, flip the chops, and then brush with the glaze. Cook for one minute, flip again, and brush Do you have a favourite recipe with more glaze. Continue this for about 5 minutes you would like to share? and until you've used all the glaze. Pork chops should cook for a total of 10 minutes. Email it to [email protected] or 4. Chief Atahm School (CAS) has rented the facility to host their 13th Annual CAS Total Physical Response (TPR) Summer Institute. They are expecting more than 20 new and experienced First Nations Language Teachers from across BC to come together and to share our collective dreams of Language Revitalization by exploring theory and practice.
