COMMIT:  The Minister of State for Development of North Eastern Region (I/C), Prime Minister’s Office, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh launched a new training programme Comprehensive Online Modified Modules on Induction Training (COMMIT) for State Government officials.  The objective of this training programme is to improve the public service delivery mechanism and provide citizen centric administration through capacity building of officials who interact with the citizens on day-to-day basis.  Secretary, DoPT, Shri B P Sharma said that COMMIT will be launched in 6 States of Assam, Haryana, Maharashtra, Tamil Nadu, Telangana and West Bengal initially on pilot basis during the current financial year 2017-18 and within next year it is expected to cover all India level. He said that the COMMIT has been designed in such a way that it allows to translate the content in local/regional languages.  The COMMIT programme, developed by DoPT in collaboration with United Nations Development Programme (UNDP), will supplement the existing 12-Day ITP launched in 2014-15 for newly recruited state Government officials to develop in them Generic & Domain specific competencies. The programme will cover approximately 74,000 State Government officials in the financial year 2017-18.  It’s a 28 hour duration program

Nagaland:  The Govenor dismissed Shurhozelie Liezietsu as the Chief Minister on July 19, 2017  Governor PB Acharya appointed TR Zeliang, Naga People's Front (NPF) legislator, as Nagaland Chief Minister.  Mr Zeliang, has been directed to prove majority on the floor of the House on or before July 22.  The Governor invited Mr Zeliang, to form government after Mr Liezietsu did not show up for the floor test this morning.  Mr Liezietsu, who is facing a rebellion in his Naga People's Front Party, was ordered by Governor Acharya to face a floor test after his petition challenging it was rejected by the Gauhati High Court on July 18, 2017  The court said, "The matter is left to the wisdom of the governor to take a decision on the same after proper application of mind."

CUNPK The Centre for United Nations Peacekeeping is conducting jointly with the US, the second edition of United Nations Peacekeeping Course for African Partners (UNPCAP-02) in New Delhi from 17 July to 04 Aug 2017.

What is Peacekeeping?  It is a way to help countries torn by conflict create conditions for sustainable peace Unite Nations.  Peacekeepers monitor and observe peace processes in post-conflict areas and assist excombatants in implementing the peace agreements they may have signed. Such assistance comes in many forms, including confidence-building measures, powersharing arrangements, electoral support, strengthening the rule of law, and economic and social development.  UN peacekeepers often referred to as Blue Helmets because of their light blue helmets.  It includes soldiers, civilian police officers, and other civilian personnel.  The Centre for United Nations Peacekeeping has been set up in New Delhi, drawing on India's vast experience in the field of UN Peacekeeping. International Training Capsules for Military Contingent Officers, Military Observers, and Staff and Logistics Officers.  The Centre regularly organizes Seminars, Joint Working Groups and Command Post Exercises at the National and International level.  CUNPK is also a repository of information on India’s involvement in UN Peacekeeping and is continuing to build and update its research on peacekeeping related issues.

 The course is aimed to build and enhance the capacity of the African Troop Contributing Countries to the UN and to further train the trainers from these countries.  The course, which revolves around the concept of training the trainers, as stated by the UN, is one of the many steps that India has initiated towards active contribution to peace support activities. Course is being attended by officers from 19 countries including India. The students include officers who are currently employed in their respective peacekeeping training centres in African peacekeeping training institutions.

SOHUM:  This is a hearing device  The newborn hearing screening device developed by School of International Bio design (SIB) startup M/s Sohum Innovation Labs India Pvt. Ltd  This innovative medical device has been developed under Department of Biotechnology (DBT), Ministry of Science and Technology, Government of India supported (SIB).  SIB is a flagship Program of the DBT aimed to develop innovative and affordable medical devices as per unmet clinical needs of India and to train the next generation of medical technology innovators in India, it is a valuable contribution to the Make in India campaign of the Government.  One of the most common birth disorders – congenital hearing loss – is a result of both genetic and non-genetic factors  Globally, 8,00,000 hearing impaired babies are born annually of which, nearly 1,00,000 are in India. And all this preventable damage needs is early screening, which can facilitate timely treatment and rehabilitation.  The portable Sohum Hearing Screening measures auditory brain waves via three electrodes placed on the baby’s head. When stimulated, they detect electrical responses generated by the brain’s auditory system. If there is no response, the child cannot hear.  The battery-operated device is non-invasive, which means babies do not need to be sedated, which is the current, and risky, testing in process at present. Another key advantages over other testing systems is the patented, in-built algorithm that filters out ambient noise from the test signal. This is important because health clinics can be incredibly crowded and noisy. The device has been installed in five clinical centers who are currently running the hearing screening program.  The aim is to screen two percent of hospital-born babies in the first year, before scaling up. The project has ambitious plans – to help every baby born in India be screened.

Anti-Dumping Duty: An anti-dumping duty is a protectionist tariff that a domestic government imposes on foreign imports that it believes are priced below fair market value. Dumping is a process where a company exports a product at a price lower than the price it normally charges on its own home market. To protect local businesses and markets, many countries impose stiff duties on products they believe are being dumped in their national market. The Government had imposed anti-dumping duty ranging from 4.58% to 57.39% of landed value on Cold Rolled Flat Products of Stainless Steel from China, Korea, European Union, South Africa, Taiwan, Thailand and USA on 17.04.2014. Anti-dumping duty on the above items were further extended by five more years as per Government notification dated 11.12.2015. After a sunset review, it was found that:(i) (ii) (iii)

There is continued dumping of these goods from above mentioned countries though the volume of imports has declined; The performance of the domestic industry has deteriorated in the current injury period due to the impact of the dumped imports from these countries; and The dumping is likely to continue and the performance of the domestic industry is likely to deteriorate, if the anti-dumping duty is revoked.

Anti-dumping duty is imposed on the basis of margin of dumping which can vary across countries, producers or exporters.  The CJI JS Khehar has recommended the name of Justice Dipak Misra, the second senior most judge of the Supreme Court, to take over the mantle of CJI.  The CJI has written to the Law Minister recommending Justice Misra’s name for the highest judicial office in the country.  Justice Khehar will retire from office on August 27 this year. Justice Dipak Misra will be the 45th Chief Justice of India.  Justice Dipak Misra enrolled as an Advocate on February 14, 1977.  He was appointed as an Additional Judge of the Orissa High Court in 1996 and was transferred to the Madhya Pradesh High Court in 1997. He became permanent Judge in December, 1997. Justice Misra assumed charge of the office of Chief Justice, Patna High Court in 2009 and later became the Chief Justice of Delhi High Court in 2010. He was elevated to the Supreme Court on October 10, 2011.  Justice Misra will have a tenure of nearly 14 months as the CJI. He will retire on October 2, 2018

 The court heard the matter on July 7, regarding in which language ‘Vande Mataram’ was originally written  An Additional Government Pleader submitted that the national song was written in Sanskrit and later transcribed into Bengali.  The court then sought the assistance of the advocates from the bar. Three lawyers, S.Sujatha, A.S.Bilal and Annadurai, provided material on the subject. The judge said Ms. Sujatha had taken painstaking effort in collecting materials from the National Encyclopaedia of Bangladesh, extracts from the book interpretation of Vande Mataram and produced other records from the house of Bankim Chandra Chattopadhyay on the subject.  The materials showed that the song was originally penned as ‘Bondey Matorom’ by the poet in Bengali. It was later translated into Sanskrit as Vande Mataram, the judge noted, while ordering the TRB to award an additional mark for the correct answer to the petitioner.
