City of Joseph Regular Council Meeting May 3, 2012 Joseph Community Center 102 East First Street Joseph, OR 97846

Council Present: George Ballard, Teresa Sajonia, Candi Staigle, Pearl Sturm and Mayor Dennis Sands. Council Absent: Troy Berglund and Liza Butts. Staff Present: City Recorder Donna Warnock, Librarian Genene Kingsford, Fire Chief Tom Clevenger and Attorney Brandon Eyre. Guests Present: Adrian Harguess, Marc Stauffer, Debby Thompson, Rene Fleming, Gary Taylor, Marty & Marcie Hamilton, and Elane Dickenson. Mayor Sands called the meeting to order at 7:00 p.m. and roll call was taken. REPORTS Fire Chief Clevenger gave the following report. • The fire department responded to a straw fire at the Triple Creek Ranch Barn on Liberty Road on April 11. • May 3 the fire department responded to a fire at Our Little Store just after midnight. The fire seemed to have started at the back of the store and spread into the attic. The State Fire Marshall and the State Bomb Squad found the origin of the fire but not the cause. • The generator is being installed by Joseph Electric with the money received from the Matt Staigle fire. • Some of the fire fighters will be taking the Fire Fighter 1 training May 6, 12, & 20th. • The building of the new fire truck will start around July 17 and the projected date of completion will be around August 9th. • The contract rate for the Wallowa Lake Rural Fire Protection District (WLRFPD) will not increase in price for this coming fiscal year. The only changes in the contract will be paragraph #15; which pertains to WLRFPD having a fire chief. A motion was made by Councilor Ballard to approve the 2012-2013 contracts with the Wallowa Lake Rural Fire Protection District. Seconded by Councilor Sajonia. Motion carried 5-0. The sheriff’s department provided 271 hours of contracted patrol time and other law enforcement duties for the month of April. Deputy Schroeder will be relocating to Montana; she had been with the county for two years. Mayor Sands read the Public Works report: • Started filling potholes • Worked on the flowerbeds at the public parking lot and restrooms • Started the mowing season • Main Street was swept • Working on spring cleanup at the park • Helped with new visitor building (digging with the backhoe) • Public Works Ryan Hook went to short school in Ontario for continuing education at the end of March • Normal everyday routine work at the sewer ponds, water plant and in town Librarian Genene Kingsford gave the following report: • Local circulation - 1055 • Patrons - 616 • Computer users - 122 • Number of books circulated from other libraries – 48 • Number of items sent to other libraries for circulation - 54 • Purchased a new lap top • Will be sending out questionnaires to the school for the summer reading program to find out the kids favorite books, authors, etc. so she can order items out of the Ready to Read grant for the program. Ms. Kingsford will be visiting the school class rooms next month also to promote the program. • The summer reading program will be teaming with the forest service education department for one of the programs on nocturnal animals. • The summer reading program will also be getting an entertainer, Rich Glaubber on June 27, which is funded by Oregon College fund, as an addition to the summer program. He is a musician specializing in interactive, educational songs for the whole family.

NEW BUSINESS Mr. Adrian Harguess, President of the Wallowa County Chamber gave the following informational report to the council. • The Wallowa County Chamber has a 15 member board • Two employees • Possibly will be installing a phone that will be used for the Joseph Chamber number; they are hoping to have this done in 30 days. Mr. Harguess introduced the Marc Stauffer as the Vice President of the Wallowa County Chamber. Mayor Sands opened the discussion on the Five Peaks RV Park placing a temporary locator sign on the corner of Alder and North Mill. Page 2 of 5 Joseph City Council Meeting Minutes – May 03, 2012

Mr. Hamilton stated that he got permission from Ms. Ruby Zollman to place the locater sign on her property. The sign is the size of a real estate for sale sign. A motion was made by Councilor Sajonia to approve the one temporary sign; as stated in the Joseph Bicycle Plan Section 4.040 signs in a residential zone, seconded by Councilor Ballard. Motion carried 4-0 with one abstaining. Ms. Sturm was representing the Chief Joseph Days Rodeo Grand Parade and requested street closures for July 28th. She will be obtaining a permit from ODOT and insurance liability. Ms. Sturm submitted a map of the street closure for the parade. A motion was made by Councilor Staigle to approve the road closures for the parade from 8:00 am to Noon, seconded by Councilor Ballard. Motion carried 5-0. Mayor Sands opened the public hearing for a conditional use permit for a home occupation to operate a one chair beauty shop at 707 south College by Debby Thompson. Mayor Sands asked Ms. Thompson for her presentation. Ms. Thompson stated that she would like to move her business off of Main Street and have a one chair beauty shop in her home. Ms. Thompson stated that she has enough room for parking. Mayor Sands read testimony in opposition. Ms. Fleming stated that after speaking with Ms. Thompson; her husband and she are fine with the home occupation. Mayor Sands read testimony in favor from Mark & Karen Mason of 706 south Lake. Councilor Sturm asked Ms. Thompson if the beauty shop will be in her home; Ms. Thompson stated she is converting her dining area and the hours will be from 11:00 am to about 5:00 pm. A motion was made by Councilor Sajonia to approve the one chair beauty shop at 707 south College and the sign will be limited to her property in accordance with Section 4.04 in the zoning ordinance, seconded by Councilor Sturm. Motion carried 5-0. Public Works Hook stated that his recommendation for the seasonal part-time public works employee is Carl Bobbitt and for the seasonal part-time Main Street position is Tamara da Siliva. A motion was made by Councilor Ballard to hire Carl Bobbit and Tamara da Siliva, seconded by Councilor Staigle. Motion carried 5-0. Mayor Sands opened the appointment up to fill a budget committee position. Ms. Roswitha Parks was appointed to the budget committee. Mayor Sands read a request from the Oregon Mountain Cruise to close Main Street from 7 am to 4 pm on Saturday June 9th. A motion was made by Mayor Sands to close Main Street from 7am to 4 pm, seconded by Councilor Sturm. Motion carried 5-0. Mayor Sands opened the discussion of the Wallowa Lake Rural Fire Protection District contract. Noting that the contract price will remain the same as last year and the only change indicated was page three #15; this talks about the designation of a fire chief. A motion was made by Councilor Ballard to approve the Wallowa Lake Rural Fire Protection District contract, seconded by Councilor Sturm. Motion carried 5-0.

UNFINISHED BUSINESS Mayor Sands opened the report on clean up day. Councilor Ballard reported the following: • About 8,000 lbs of iron/metal was collected • Two trailer loads of tires were taken to Les Schwab • Two large dumpster full of garbage • The Joseph Charter School seventh grade class helped sweep sidewalks • The bronzes were washed Councilor Ballard requested that a thank you be put into the paper.

CONSENT AGENDA A motion was made by Councilor Sturm to approve the consent agenda, seconded by Councilor Staigle. Motion carried 5-0.

STAFF ITEMS Recorder Warnock reminded everyone that the first budget meeting will take place May 23 at 7 pm.

COUNCILOR ITEMS Councilor Ballard mention that the wood siding on city hall needs to be restained. Councilor Ballard stated that he saw the new bronze for Main Street and it is very impressive. Mayor Sands stated that Councilor Sturm and he attended a meeting in Pilot Rock; it was the small cities meeting. Page 4 of 5 Joseph City Council Meeting Minutes – May 03, 2012

Mayor Sands asked the council if they would be interested in hosting the Oregon Mayors Association summer conference July 30-August, 2015. It was a consensus to submit a proposal.

PUBLIC COMMENT Ms. Rushton stated that the new information will have an open house May 12 from 1 pm – 4 pm and Dina Chitty will be working Thursday, Friday, Saturday, and Sundays.
