City of Joseph Regular Council Meeting July 05, 2012 Joseph Community Center 102 East First Joseph, OR 97846
Council Present: George Ballard, Liza Butts, Candi Staigle, Pearl Sturm and Mayor Dennis Sands. Council Absent: Teresa Sajonia and Troy Berglund Staff Present: City Recorder Donna Warnock, Attorney Brent Smith and Fire Chief Tom Clevenger. Guests Present: Larry Jennings, Katy Nesbitt, Cathy Maben, Gayle Schmeck and Carol Vencill. Mayor Sands called the meeting to order at 7:00 p.m. and roll call was taken. REPORTS No sheriff report was available. No public works report was available. Mayor Sands read the following library report. • Checkouts: Local System 1,000 • Interlibrary Loans from other systems: 47 • Interlibrary Loans sent to other libraries: 40 • Patrons: 712 • Computer Users: 86 Fire Chief Clevenger gave the following report. • The fire department had their elections and the Fire Chief will continue to be Tom Clevenger, Assistant Chief in charge of training/new volunteers is Jeff Wecks the other Assistant Chief in charge of logistics is Matt Walker. The Captains will be Justin Doherty, Kevin Warnock, and Andy Hayes. • The new fire truck should be completed around August 9th and they have 30-days after it is completed to pick it up. Councilor Butts made a motion to approve Fire Chief Clevenger, Assistant Chiefs Wecks and Walker and Captains Doherty, Warnock and Hayes motion seconded by Councilor Ballard. PUBLIC COMMENT Mr. Jennings stated that he felt the Asphalt Zipper will not work on the city streets and is a waste of money. Mayor Sands stated that no decisions had been made to purchase the Asphalt Zipper.
NEW BUSINESS Mayor Sands opened the discussion on dangerous buildings and structures at 106 South East. Carol Vencil was at the meeting representing the Wallowa County Humane Society. She stated that it had been brought to the humane society’s attention about the feral cats living at 106 South East. The humane society was not able to trap the cats before they had kittens; so no there are new kittens to tend to. The humane society would like to trap the cats then have them spayed or neutered but if they do that then the cats will be brought back to the neighbor since there is a known feeding station there. Mayor Sands would like a letter written to Mr. Newhouse about his house being in violation of Ordinance No. 94-14 Section 1 #3. Mayor Sands opened the discussion on dangerous buildings and structures at 101 North Lake. This property is where there was a mobile home fire back in May and the remains are still there. A letter is to be written to the Wicklander’s about what their plan is for removal. Mayor Sands opened the discussion on the legislative priorities survey conducted by League of Oregon Cities (LOC). Mayor Sands stated that the council should have their recommendations in to city hall by July 15th. Mayor Sands opened the discussion on accepting the donation of the Chief Joseph sculpture from Georgia Bunn Studios, LLC. A motion was made by Councilor Butts to accept the donation of the Chief Joseph sculpture from Georgia Bunn Studios, LLC, seconded by Councilor Staigle. Motion carried 5-0. Mayor Sands opened the discussion on applying for the 2013 Special City Allotment (SCA) Grant. A motion was made by Councilor Staigle to approve Resolution 2012-15 with the following streets of West McCully, West Joseph street and North Lake meeting the conditions required in ORS 366.805, seconded by Councilor Sturm. Motions carried 5-0.

UNFINISHED BUSINESS Mayor Sands continued the discussion on the Asphalt Zipper. He stated that he would like to talk with the City of LaGrande.
CONSENT AGENDA A motion was made by Councilor Sturm to approve the consent agenda , seconded by Councilor Staigle. Motion carried 5-0.
STAFF ITEMS Recorder Warnock stated that she will need to close the office Friday, July 13th she had made prior plans before Ms. Hickman had given notice.
COUNCILOR ITEMS Councilor Ballard stated that he had talked to the Sheriff’s Department about the speed on West Wallowa Ave and the parking along West Wallowa Ave by the R&R Drive-in. Mayor Sands stated he would like to see the Sheriff’s Department use the portable electronic speed sign. Councilor Staigle asked about the trees in the public right-of-way by Mary Fort’s place. Attorney Smith suggested having the public works measure the road right-of-way. Councilor Sturm asked about the cans for the Joseph Charter School DC trip. Recorder Warnock stated it was going very well. Councilor Sturm asked about the tables and chairs at Arrowhead Chocolates. Mayor Sands reminded the Councilors about the LOC Small Cities meeting July 18th at the Outlaw Restaurant. Mayor Sands stated that he was approached by Cindy Bailey about having the Chief Joseph Days Souvenir booth in front of city hall on Main Street like it had been in the past. Council concurred that would be fine. Mayor Sands stated that there is some confusion about the bike path funding to the lake. Mayor Sands stated that Almega Cable has sold to Crystal Boradband Networks. The city still has not collected all the franchise fees owed. Mayor Sands set a special council meeting for Tuesday, July 17 at 7:00 p.m. Joseph City Hall to approve the Agreement between the City of Joseph Public Employees and Laborers’ Union Local No. 121.
