Project Background

Team Leader Nutrition Patna, Bihar Oct 2018 (may extend till December 2020)

A Memorandum of Co-operation (MoC) was signed between Government of Bihar (GoB) and Bill and Melinda Gates Foundation (BMGF) in 2010, based on which BMGF agreed to provide technical support and assistance to GoB to improve Health and Nutrition outcomes across the State. As part of this MoC, a Technical Support Unit (TSU) was established in 2013 with CARE India as the lead development partner. The Bihar TSU aimed to support the Health and Social Welfare (ICDS) Departments of the GoB in their endeavour to achieve rapid and sustainable change in health and nutrition. The TSU targeting providing specific technical support on Government of India’s (GoI) RMNCHA+A campaign, GoB’s Manav Vikas Mission Goals and Kala-Azar elimination goals across the State. This support extends across hierarchies – from State level support to Health Department, ICDS department and State Health Society of Bihar (SHSB), to District and Block level support across all 534 blocks in the State. As a part of the agreement between GoB and BMGF, Bihar TSU has established a State Resource Unit (SRU) and District Resource Units (DRU) in all the districts to provide technical support at district level. The DRU would function as a Platform to enable structured delivering of program intervention and ensure that there is alignment with government priorities. It would help improve utilization/alignment and synergy of resources like DPs at district level. It will also ensure data driven management and bridge communication gaps between State and districts. Towards end of 2015, the GoB and BMGF have extended their MoC and have resolved to improve the health and nutrition outcomes achieving higher targets by 2021. The Overall goal of the Nutrition team at SRU is to provide end to end technical support to the Government in program planning, implementation and assessment of ongoing programs related to child and maternal nutrition across various line departments predominantly Health and Family welfare, Social Welfare , Rural development , Food and civil supplies etc. among others and bring significant improvements in maternal

JOB DESCRIPTION and childhood nutrition status in the state by 2018. Nutrition team will also work with Jeevika programs as well as other related sectors to enhance their contribution to ICDS and health programs’ ability to achieve better nutrition status in the State. Strengthening the Health and ICDS systems is one the core objectives of the unit. Team will contribute development and roll out of state nutrition policy and strengthening technical and managerial capacities of NHM and ICDS by mentoring for improved program performance in close coordination with staff of development partners. Much of the focus will be on changing the preventive MIYCN behaviours through improved interactions of FLWs with mothers and their families. Nutrition team also has agenda to work on enhancing detection and correct management of Severe childhood malnutrition in the state, which will be mainly in coordination with health staff. Several of the MIYCN behaviour change components require coordinated efforts with Jeevika program and getting ICDS and health to collaborate with Jeevika is an important aspect for nutrition results.

Under the supervision of Team leader nutrition, the Program Manager MIYCN, will be responsible for collaboration with Maternal and Child health Division of State health society and ICDS directorate for all MIYCN related efforts of Nutrition Team.Especially in focus are the efforts that enhance Timely initiation of breast feeding, Exclusive breast feeding and Complementary feeding and supplementary feeding. Responsibility for regular analysis and use of MIS data related to MIYCN programs, pilots and studies and other similar efforts in ICDS, Health and allied departments. The position will anchor ongoing studies being conducted by the unit, identify, initiate new studies, will plan and implement the capacity building initiatives and contribute to the supply chain management efforts related to MIYCN . S/he will lead a coordinated effort between ICDS, health and staff in different sub-units of SRU. S/he will be one of the key team members front facing with the Child and maternal health divisions of State health society and ICDS and will be responsible for establishing and maintaining working relationships with assigned ICDS and Health, state and district functionaries. The position is expected to contribute significantly for ICDS System strengthening through adoption of sharper supervision tools and leadership development.

procurement requirements and supply chain management related to Anemia and micronutrient supplementations Develop and test strategies and co-design implementation approaches with government program officers. Develop and use analytical frameworks for monitoring progress of all interventions against plans, including key performance indicators related to specific program interventions. To anchor the ongoing studies and to keep an open eye to emergent research needs from the ground and initiate appropriate action. Identify internal and external capacity/skill building needs and design ways of responding to these needs in a timely manner.

Support field teams to enhance their performance Work in coordination with SPMT member/s designated, to guide the implementation across the state from time to time. Support DRUs in receiving timely and correct guidelines and facilitate their translation into action on all aspects concerning MIYCN. Be a part of ongoing/periodic assessments of program outputs and outcomes including causal analysis of progress or lack of progress Identify interventions and approaches that are working well or not working well in different geographies, using objective indicators tools and methodologies and undertake new studies in areas where current evidence is weak Highlight the good practices and facilitate cross learning Support implementation of capacity/skill building initiatives for Government functionaries and DRU staff as indicated Respond to the inadequacies and irrationalities in generation and use of data at all program levels and guide and support corrective measures Support the Line departments at State level and the District resource teams in responding to the operational challenges and lapses in implementation in effective and efficient way Assess and identify issues of concern in partnerships with government and development partners State level and mitigate the risks at District and sub district level To assist the team in supporting the professional and personal development of individual members of the DRU

Essential: •

MBBS/Medical graduate in AYUSH/Masters in Social Work / Social Science/Public health/ health management/ health administration/ Rural Management/ communication/ MBA/PGDM with a minimum of 5 years of Public Health experience, preferably in Maternal and Child Health and /or nutrition.

Technical competency in understanding MIYCN Knowledge, attitudes and practices at facility, service provider and community levels. Sound knowledge of Program and operational guidelines and experience in large scale programme implementation. Demonstrated ability to negotiate barriers is essential. Strong familiarity with functioning of government systems and procedures, particularly in health and nutrition programs. Demonstrated Result orientation while supporting the Government field operations for complex interventions requiring behavior change at service provider and beneficiary level.
