RECRUITMENT RANGE: $57,391.00-$84,775.00 SALARY GRADE / SALARY GRADE EQUIVALENT: 83 COMPETENCY LEVEL: Journey APPOINTMENT TYPE: Permanent Full-Time WORK LOCATION: Wake County OPENING DATE: 02/03/14 CLOSING DATE: 02/10/14 5:00 PM Eastern Time DESCRIPTION OF WORK: Serve as a primary point of contact with the Division of Mental Health/Developmental Disabilities/Substance Abuse Services (DMH/DD/SAS) and Division of State Operated Healthcare Facilities (DSOHF), LME/MCOs and State Facilities in the development of and management of strategic information systems that meet the business needs of the Divisions. Provide leadership and management to state operated Institutions and LME/MCOs in the use, analysis, operation and management of the Division's Information Systems. This includes but is not limited to Client and Provider Information systems, NCTRACKS, HEARTS, CDW, NCTOPS, and Decision Support (CSDW). This position has management supervision responsibilities to provide general oversight of the Data Operations staff currently consisting of 9 FTEs and 2 project managers who comprise the Systems Development Group. This position reports to the Director of Information Systems, DMH/DSOHF. This position functions as a back-up to the Team Leader of the Information Systems.
KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES: This position should be at the Journey level with knowledge and understanding of business systems theories, processes, rules and regulations and how they apply to the technology used in the Behavioral Health environment. Experience in the management of Data Information Systems that are used to provide critical information to Sr. Management of the Divisions and to State Officials that are interested in understanding the service provision of the Division's public system. Management prefered: Experience in the interpretation and application of governmental regulations and statues in IT systems support. Experience with management of IT Projects and Project personnel

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS: Bachelor's degree in accounting, business, finance, or other discipline related to the area of assignment and three years of progressive experience, of which at least one is supervisory; or equivalent combination of training and experience.
