1. The People’s Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Low-Carbon District Heating Project in Hohhot in Inner Mongolia Autonomous Region, and it intends to apply part of the proceeds of this loan to payments under the Contract for the Supply and installation of Heating Pipe and fitting #2 (Jinqiao Heating Zone). 2. The Hohhot City Development, Investment, and Operation Company and Hohhot Chengfa Heating Company now invites sealed bids from all eligible and qualified bidders for the Supply and Installation of Heating Pipe and Fitting #2 (Jinqiao Heating Zone). The completion period is 120 days from contract signature. 3. National Competitive Bidding will be conducted in accordance with ADB's SingleStage: One-Envelope procedure. The bidding is open to all bidders from Eligible Sources Countries as defined in the Procurement Guidelines of ADB (2015, as amended from time to time) 4. Interested eligible bidders may obtain further information from China Far East International Tendering Company, (procurement agent) and inspect the Bidding Documents at the address given below from March 18, 2016 to April 19, 2016 from 09:30 a.m. to 11:30 a.m., and 13:30 a.m. to 16:30 p.m. (weekday, except on weekend and holiday). 5. The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified. 6. Only eligible Bidders with the following key qualifications should participate in this bidding: (i)

Soundness of the Bidder’s financial position showing long-term profitability demonstrated through audited annual financial statements (balance sheet, income statement) for the last 3 years (2012-2014). As a minimum, a Bidder’s net worth calculated as the difference between total assets and total liabilities for each of the 3 years should be positive. The Average annual turnover over for the last 3 years (2012-2014)shall not be less than CNY400 million or equivalent

Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet any possible cash flow requirement which may arise during the execution of the contract. This should in appropriate cases also take into account the Bidder’s commitments for other contracts shall not be less than CNY26 million or equivalent. At least 3 contracts successfully completed as supplier within the last 5 years (2011-2015), where each contract amount should not be less than CNY43 million or equivalent. Value, nature, and complexity of these contracts should be comparable to the contract to be let. At least 1 contract on district heating. Bidders should have the certificate of IS09001 certification or its equivalent. Domestic bidders should have the Import and export enterprise qualification issued by the Ministry of Commerce of the People’s Republic of China.
