The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Railway Energy Efficiency and Safety Enhancement Investment Program - Tranche V and intends to apply part of the proceeds of this loan to payments under the contracts for Traction Transformer Station Equipment. 2. 3. International Competitive Bidding will be conducted in accordance with ADB’s SingleStage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries as described in the Bidding Document. 4.

Only eligible bidders with the following key qualifications should participate in this bidding: Contractual Experience: The Bidder must have completed successfully at least one contract as main supplier within the last 5 years ( 2010-2014), that is of the same or higher technical specifications (with the key areas/criteria as Table 2.3-1 in Bidding Document) as the proposed goods under the corresponding lot. The contracts’ value must be not less than the following amount: Lot 101: USD 9 million equivalent; Lot 102: USD 6 million equivalent; Lot 104: USD 1.9 million equivalent; In addition, complexity and nature of these contracts should be comparable to the contract to be awarded. Detailed qualification requirements are found in Section III of the bidding document.

Interested eligible Bidders may obtain further information from the Procurement Agent, and inspect the Bidding Document at the address given below during working hours 8:30-11:30, 13:30-16:30 (Beijing Time), from 06 January 2015 to 17 February 2016, except weekends and holidays. 6. The Bidding Document, in the English language, may be purchased from the Procurement Agent by interested eligible Bidders upon submission of a written application to the Procurement Agent and payment of a nonrefundable fee of RMB 1500 or USD 250. The method of payment will be by cash, cashier’s check or telegraphic transfer. For mail orders, the document will be sent by courier services at an additional cost of RMB100 (for domestic delivery) or USD 30 (for overseas delivery).
