1. India has applied for financing from the Asian Development Bank (ADB) towards the cost of Climate Adaptation in Vennar Sub-Basin in Cauvery Delta Project. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB. 2. The Water Resources Department, Lower Cauvery Basin Circle, represented by the Office of the Superintending Engineer, Thanjavur, Tamilnadu (“the Employer”) invites sealed bids from eligible bidders for Design, Supply, Installation, Testing and commissioning of Various Pumping machinery including associated electrical, Mechanical and civil works (“the Facilities”). 3. National Competitive Bidding will be conducted using ADB's Single-Stage: TwoEnvelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Documents. 4. To be qualified, bidders shall demonstrate, on the basis of the information submitted in the technical bid, that they would be qualified and capable of undertaking the contract satisfactorily. Bidders shall also be expected to satisfy the following specific qualification criteria:
Participation as contractor in at least one (1) contract of design, supply , installation, testing and commissioning of pumping machinery with related electro-mechanical works within the last seven (7) years with a value of at least INR. 105 million or its equivalent that have been successfully or are substantially completed and that are similar to the proposed plant and services. (completion certificate from Employer required); Supply, installation and commissioning of at least 5 pump sets of capacity not less than 25 KW each, including all associated electrical and mechanical works, in a period of two (2) years in a single contract; Experience under contracts in the role of contractor subcontractor, or management contractor for at least the last five (5) years prior to the bid submission deadline. Have a positive account balance sheet for any two years of the last three (3) years for each member of the consortium or JV;

Minimum average annual turnover of INR.175 million or its equivalent calculated as total certified payments received for contracts in progress or completed, within the last three (3) years. To purchase the bidding documents in English, eligible bidders should:
Write to the address above requesting the bid documents for Design, Supply, Installation, Testing and commissioning of Various Pumping machinery including associated electrical, Mechanical and civil works Package No. CAVSCD/TN/PS.
Pay a non-refundable fee of Indian Rupees 15000 plus VAT Rs.750 in two separate Demand in favour of Executive Engineer, PWD, WRD, Vennar Basin Division, Tiruvarur payable at State Bank of India, Tiruvarur Branch for purchase of the bidding document from above address.
The bidding documents can also be downloaded free of cost from the Executing Agency website www.tenders.tn.gov.in. Bidders using downloaded bid documents do not have to submit a fee.
The bid document will be available from 4 February 2016 at the above mentioned address.
Upon receipt of appropriate evidence of payment of the non-refundable fee, the bid documents will be promptly dispatched by courier. An additional courier charge of Rupees 4000 is payable for couriering the document. However, no liability will be accepted for their loss or late delivery.

to the address above on or before 8 March 2016 up to 12.00 Noon India time together with a Bid Security in the amount as described in the Bidding Document valid for one hundred and fifty (150) days
Technical Bids will be opened immediately after the deadline on 8 March 2016 in the presence of bidders representatives who choose to attend.
