1. The Islamic Republic of Afghanistan has received a grant from the Asian Development Bank (ADB) toward the cost of Grant 0134-AFG: MFF Energy Sector Development Investment Program – Project 1, and it intends to apply part of the proceeds of this Grant to payments under the contract for DABS/004/GOODS/NCB: Procurement of Standard Tools and Equipment for the Maintenance of the 110/220kV North East Power System (NEPS) – Lot 2. The eligibility rules and procedures of ADB will govern the bidding process. 2. Da Afghanistan Breshna Sherkat (DABS) now invites sealed Bids from eligible Bidders for procurement of following goods, including spare parts and related services or any combination of lots. In case if a bidder has been determined as the lowest evaluated substantially responsive , he shall be awarded a contract within his aggregate award capacity. 3. National Competitive Bidding will be conducted in accordance with ADB’s SingleStage: One-Envelope bidding procedure specified in ADB’s Procurement Guidelines and is open to all Bidders.

4. The delivery period shall be as mentioned in the Schedule of Supply after effectiveness of Contract. Place of delivery of the Goods is DABS warehouse at Pul- e-Charkhi, Jalalabad road, Kabul, Afghanistan. For the Goods manufactured within the Employer’s country, Bidder shall quote Costs for inland transportation, insurance, and other incidental costs for delivery of the Goods using Incoterm-2010, EXW. For the Goods supplied from abroad, The Bidder shall quote price using the Incoterms-2010, CIP-Kabul. 5. The Bidders should have at least 1 similar contract successfully executed as primary supplier within the last 5 years. 6. Interested eligible Bidders may obtain further information and inspect the Bidding Document at the address given at clause 11 of this document, during working days (SaturdayWednesday) from 0800 to 1500 hours. 7. The Bidding Document, in the English language, may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of US$50 paid in favor of DABS Bank Account – DABS Project Management Office (PMO) and Bank Account No. 1001201138741 at Kabul Bank in Kabul, Afghanistan. The Bidding Documents can also be procured through courier delivery by requesting through a written application, with proof of bank transfer in favor of DABS for the non-refundable amount of US$150 (for delivery in overseas). DABS will not accept liability for loss or late delivery of Documents. 8. All Bids must be delivered to the Project Management Office (PMO) / Da Afghanistan Breshna Sherkat (DABS), Headquarter, Chaman Huzurri, Kabul, Afghanistan on or before 08 September 2015 at 1000 hours (Afghanistan time). Late bids shall be rejected. Electronic submission is not permitted. Bids will be opened in the presence of the Bidders' representatives, who choose to attend at the address below on Tuesday, 08 September 2015 at 1000 hours (Afghanistan time) at DABS, Conference Room. 9. All bids must be accompanied documents.
