1. India has applied for financing from the Asian Development Bank (ADB) towards the cost of Sustainable Coastal Protection and Management Investment Program – Tranche 2. Part of this financing will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB. 2. The Project Director, Project Management Unit, Ports and Inland Water Transport Department, Karnataka invites sealed bids from eligible Bidders for the Construction of Groynes and Sand Redistribution, Maravanthe, Udupi, Karnataka, India. 3. International Competitive Bidding (ICB) will be conducted in accordance with ADB’s Single stage - Two envelope bidding procedure (without prequalification) and is open to all bidders from eligible countries as described in the Bidding Document. 4. Only eligible Bidders with the following key qualifications should participate in this bidding: a) Has average annual construction turnover of INR 1071.00 million for last 3 years b) Has available cash flow of INR. 134.00 million c) Has experience as contractor within last 5 years for at least two civil marine work contract amounting to INR. 750.00 million that have been successfully or are substantially completed d) Has specific experience of having completed one “Rubble-mound marine structures” or Shore protection work with rock / concrete armour units in marine environment. However for complete eligibility and qualification requirements, bid document should be referred. 5. The Bidding Document, in English language, may be purchased by interested Bidders upon submission of a written application to the address above and pay a non-refundable fee of Indian Rupees 5000/- (Rs. Five thousand only) starting 26 February 2016 from 11:00 hrs to up to 11 April 2016. Those applicants, who desire to receive the document by courier shall have to pay Rs. 1000/(Rupees One thousand only) extra for delivery within India, or Rs.2000/- (Rupees Two Thousand only) extra for delivery outside India. The method of payment will be through demand draft in favour of the Project Director, Project Management Unit, Ports and Inland Water Transport Department, payable at Mangalore. No liability will be accepted for loss in transit or late delivery. 7. Bidding documents are also available on project website www.scpmipk.org from 26 February 2016 to 10 April 2016. Interested eligible Bidders can download the document and can participate in bidding procedure. Such Bidders will submit cost of bidding document, which is Indian Rupees 3000/- (Rs. Three thousand only) along with technical proposal through demand draft in favour of the Project Director, Project Management Unit, Ports and Inland Water Transport Department payable at Mangalore. No bids will be entertained without cost of bidding document. 8. Bids must be delivered to the address above on or before 15:00 hrs on 11 April 2016. Technical bid must be accompanied by a bid security as described in the Bidding Document. Technical bids will be opened immediately after the deadline in the presence of the Bidders’ representatives who choose to attend. 9. Project Director Project Management Unit, Ports and Inland Water Transport Department will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids. 10. Pre-bid meeting with the bidders shall be held at office of the Project Director, Project Management Unit, Ports and Inland Water Transport Department at 15:00 hrs on 11 March 2016. Site inspection will be conducted on 10 March 2016 at 15:00 hours (Bidders need to be present at site) under the supervision of the Employer. Bidders interested in participating in bid are advised to visit site before attending pre-bid meeting at their own cost.
