The Republic of Uzbekistan has received a technical assistance grant from the Asian Development Bank (“ADB”) towards the cost of the Improving Portfolio and Debt Management System of the Republic of Uzbekistan. Part of this grant will be used for payments under the contract for Procurement of Projects Management Information System (PMIS) Application Software and Main Servers.

National Competitive Bidding (NCB) will be conducted in accordance with ADB's Single Stage One Envelope Bidding Procedure and is open to all bidders from eligible source countries of ADB.

The Ministry of Foreign Economic Relations, Investment and Trade (MFERIT) of the Republic of Uzbekistan ("the Employer") now invites sealed Bids from eligible Bidders for the procurement of commercial off-the-shelf aid information management system PMIS, associated database, operating systems and new servers that will support production, development, consulting services including training, testing and business continuity requirements that include the following: Supply, installation, customization, parameterization, implementation, commissioning and roll-out of internationally recognized full-function integrated PMIS application software package to the MFERIT sites; Supply, installation and commissioning of main database and application servers, related data storage equipment and special software required to operate the PMIS application software in the Main Computer Centre and Business Continuity Centre; Provide training and technical support to MFERIT and Project staff. More details and specifications are provided in the Bidding Documents.

The key qualification criteria include the following: 

Minimum average annual turnover of the Bidder in the past three (3) years must be equal to an amount of three hundred and twenty thousand United States Dollars (USD 320,000), calculated as total certified payments received for contracts in progress or

completed. For a Joint Venture or Consortium, all partners combined must meet the requirement where each of these partners must meet at least 25 % of the requirement; In the past five (5) years, the Bidder as a contractor with direct responsibility (not as subcontractor), must have successfully and substantially completed at least two (2) contracts for the design, development, installation and provided maintenance support of PMIS for at least 100 concurrent users that is similar to this contract; The proposed PMIS) must have at least one (1) successful case of international implementation, operation and support. Deliver your bid:   

to the address above; on or before 15 October 2015, 15:00 (Tashkent time). Late bids shall be rejected; together with a Bid Security in the amount as described in the Bidding Document.

Bids will be opened immediately after the deadline in the presence of bidders’ representatives who choose to attend.

9.

MFERIT will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
