1. The Republic of Tajikistan has received financing (grant) from the Asian Development Bank (ADB) towards the cost Wholesale Metering and Transmission Reinforcement Project. Parts of this financing will be used for payments under the contract for Replacement of electricity meters, replacement of several current transformers, replacement of several voltage transformers, introduction of an advanced metering infrastructure, and introduction of a settlement system. Bidding is open to all bidders from eligible source countries of the ADB. 2. "The Open Stock Holding Company Barki Tojik (BT) (the “Employer") invites sealed bids from eligible bidders for the design-build of the Project: “Wholesale Metering and Transmission Reinforcement”, that mainly includes: Replacement of electricity meters, replacement of several current transformers, replacement of several voltage transformers, introduction of an advanced metering infrastructure, and introduction of a settlement system, related control equipment, telecommunication equipment, supply of spare parts and special tools, etc. as well as the civil works, for detail design, customizing and programming, manufacturing, delivery, installation, testing, commissioning, energizing works and services, and training complete in each respect at turnkey basis, as detailed and specified in the Bidding Documents." 3. International competitive bidding will be conducted in accordance with ADB’s SingleStage, Two Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document. 4.

The main qualification criteria requires, among others: 

Participation as contractor, management contractor, or subcontractor, in at least three (3) contracts within the last ten (10) years (2005 to 2014), each with a value of at least United States Dollar eight million (US$ 8 million) that have been successfully or are substantially completed and that are similar to the proposed plant and services.



Participation as contractor or subcontractor, in at least three (3) contracts utilizing Smart Metering Equipment in transmission networks (500 kV, 220 kV or 110 kV) and / or in distribution networks (66 kV, 35 kV, 10 kV, 6 kV), each contract being of value at least United States Dollar six million (US$ 6 million) which have been successfully or substantially completed

On or before 25 January 2016, 14:00 hours local time in Dushanbe. Together with a Bid Security as described in the Bidding Documents Late bids will be rejected.

The technical proposals will be opened at the same time as for the deadline for receipt of bids or promptly thereafter in the premises of the State Committee on Investments and State property Management of the Republic of Tajikistan, 27 Shotemur Street, Dushanbe, Zip Code 734025, Republic of Tajikistan in the presence of the Bidders’ representatives who choose to attend. 8. The Employer will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of their bids.
