1. The People’s Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Guangdong Chaonan Water Resources Development and Protection Demonstration Project (ADB Loan No.: 3114-PRC) and it intends to apply part of the proceeds of this loan to payments under the Contract above. Bidding is open to Bidders from eligible source countries of the ADB. 2. The Chaonan Water Supply Company (“the Employer”) now invites sealed bids from all eligible and qualified bidders for the installation and commissioning of water transmission pipelines for Shikeng to Yangfenchen and Wugou reservoir to the Longxi water supply plant and for Shi-Jing section in Chaonan District:. This project includes three sections in total: （i）water transmission pipelines for Shikeng to Yangfenchen, with length of about 36.1 km and pipe diameter of DN600～DN1200mm;（ii）water transmission pipelines for Wugou reservoir to the Longxi water supply plant, with pipe diameter of DN1000 mm （ local diameter DN1400mm）,with 2 pipes laid parallelly, each with length of about 2.69km;（iii） water transmission pipelines for Shikeng to Jingdu, with length of about 8.1km and pipe diameter of DN800～DN1000mm. The main construction content includes laying of buried pipelines (including crossing roads), construction of pipeline cross over river, demolition and rehabilitation of concrete road surface, pipe subsidiary facilities construction, etc. The construction period of the above project is 15 month after contract signing. 3. National Competitive Bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document. 4. 5. Only eligible Bidders with the following key qualifications should participate in this bidding: A. National bidders should possess a minimum enterprise qualification for Grade II Municipal Public Construction Contracts and should have valid “Production Safety Permit” issued by Provincial Department of Housing and Urban-Rural Development. Foreign bidders should have equivalent certificates from their own jurisdictions. B. General experience: (a)Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last FIVE [5] years prior to the bid submission deadline; (b) Special experience: Participation as contractor, management contractor, or subcontractor, in at least TWO (2) contracts for water supply pipelines civil works and installation from 1 January 2011 to the bid submission date, each with not less than 20km of pipes with diameter of not less than DN800mm, and each with a value of at least RMB 56 million (excluding the cost of pipe materials and equipment) or at least RMB136 million (including the cost of pipe materials and equipment), and at least one of the above contracts includes at least 10km of PE water supply pipelines with diameter not less than DN800mm. (If performance certificates are for Joint Venture, the bidder should be the leading contractor.) For the above or other contracts executed during the period stipulated above, a minimum experience in the following key activities: i. Water supply pipeline construction experience of horizontal directional drilling steel pipes with diameter of DN1000mm or above; ii. PE drawing water supply pipes with diameter of DN600mm or above; iii. Building of water supply pipelines with diameter of DN1000mm or above cross over River. This project permits Joint Venture to bid. Additional details are provided in the Bidding Document. 6. A complete set of Bidding Documents in Chinese may be purchased by interested bidders on the submission of a written application to the address below(including IC card No. dealt successfully in Guangzhou Public Resource trading Center and two application forms of Guangzhou Construction Project Bidding), and upon payment of a nonrefundable fee of RMB 500. The method of payment will be cash, cashier check or telegraphic transfer. The Bidding Documents will be purchased on spot, or be sent by express mail service. Drawing cost is RMB 1000. 7. Bids must be delivered to the address below at or before 10:00 a.m. 08 April 2016 (Beijing time). Late bids will be rejected.
