The People’s Republic of China has received the loan from the Asian Development Bank toward the cost of JILIN URBAN DEVELOPMENT PROJECT and it intends to apply part of the proceeds of this loan to payments under the Contract for Jilin Baishan City WATER TRANSMISSION LINE I (RESERVOIR TO JIANGYUAN) with Contract no.: CBSW1.

The China Far East International Tendering Company and Baishan City Hengda Drainage Engineering Co., Ltd. now invites sealed bids from all eligible and qualified bidders for WATER TRANSMISSION LINE I (RESERVOIR TO JIANGYUAN) with Contract no.: CBSW1 in Baishan City, Jilin. Construction period: 18 months

National Competitive Bidding will be conducted in accordance with ADB’s SingleStage: One-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

The attention of prospective Bidders is drawn to the eligibility and conflict of interest provisions under ITB 4 of the Bidding Documents. All Bidders found to have a conflict of interest shall be disqualified.

Qualifications requirements include: 

Historical Financial Performance: Submission of audited financial statements or if not required by the law of the bidder’s country, other financial statements acceptable to the Employer, for the last THREE [3] years (2013, 2014, 2015) to demonstrate the current soundness of the bidder’s financial position and its prospective long term profitability. As a

minimum, a Bidder’s net worth calculated as the difference between total assets and total liabilities for each of the three years should be positive. 

Average Annual Construction Turnover Minimum average annual construction turnover of CNY47.5 million calculated as total certified payments received for contracts in progress or completed, within the last THREE (3) years (2013, 2014, 2015).



Cash flow Capacity The Bidder shall demonstrate access to, or availability of, financial resources such as liquid assets, lines of credit, and other financial means, other than any contractual advance payments to meet: (i) the following cash-flow requirement of CNY4.7 million and (ii) the overall cash flow requirements for this contract and its concurrent commitments.



Contractual Experience Bidders should have experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last FIVE [5] years prior to the bid submission deadline. Bidders shall have Grade 3 Certificate of Municipal Construction and Production Safety Certificate issued by the Construction Administrative Agency. Foreign bidders should have equivalent qualification certification from their jurisdictions (a) Bidders should have successfully completed at least 2 contracts for municipal pipeline construction as the contractor, management contractor or subcontractor during the last 5 years prior to the bid submission deadline. Each contract amount should not be less than CNY22.80 million (or equivalent in foreign currency). The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer’s Requirements. (b) For the above or other contracts executed during the period stipulated in (a) above, a minimum experience in the following key activities: Bidder as the contractor, management contractor or subcontractor had at least undertaken one (1) water pipeline construction project during the last 5 years prior to the bid submission deadline and the project quality acceptance should have been endorsed.



Lowest qualification standard for qualified bidders Domestic Bidders shall have Grade 3 Certificate of Municipal Construction and Production Safety Certificate issued by the Construction Administrative Agency. Foreign bidders should have equivalent qualification certification from their jurisdictions



Litigation History All pending claims, arbitration or other litigation against the Bidder shall not represent more than 50% of the Bidder’s net worth.

Bidders on the submission of a written application to the address above and upon payment of a nonrefundable fee of CNY1,500 (contains the print edition of commercial part, technical requirements, bill of quantities, and the electronic edition of drawings, initial environmental examination, environmental management plan, and the resettlement plan). The method of payment will be remittance or cash. The bidding documents may be sent by Express Mail Service (EMS) for an additional CNY100. 8.
