CITY OF MOBILE CONSOLIDATED PLAN/ACTION PLAN COMMUNITY DEVELOPMENT PROGRAM REQUEST FOR PROPOSALS (RFP)

INTRODUCTION The City of Mobile (The City), Alabama is soliciting proposals from interested service providers for a portion of its Community Development Block Grant (CDBG) and Emergency Solution Grant (ESG) for Program Year 2017 funding that was previously awarded, but that the applicant has since withdrawn their application from consideration prior to a contractual commitment. The portion of funding that will be awarded from this RFP includes up to $10,000 in CDBG funding and up to $39,239 in ESG funding. While the City encourages all respondents to propose for both funding sources, they will be scored separately and multiple proposals may be awarded.

SCOPE OF WORK Part I: CDBG Funding The City of Mobile desires to have service providers to assist in planning for items related to Fair Housing and/or Homelessness issues in the City limits of Mobile and to annually assess the efforts the City makes to resolve issues that are within its control and outlined in the Affirmatively Furthering Fair Housing Plan and/or the 10Year Plan to end Chronic Homelessness. The successful proposer will be required to submit an annual report to the City to be included as part of its Consolidated Annual Performance Evaluation Report (CAPER). The funding available for this part of the RFP is $10,000 and the scoring criterion is below: Scoring Criteria (CDBG)

Part II: ESG Funding The City of Mobile desires to have service providers to propose activities that fall within the following categories of the ESG program: HMIS, Homeless Prevention, 1

and/or Rapid Re-housing. The awarded proposal will be required to provide match on a one-to-one basis for funding within the ESG program. For further definition of the eligible activities within this ESG funding announcement, please contact the number referenced at the bottom of this notice. The funding available for this part of the RFP is $39,239 and the scoring criterion is below: Maximum Score

SUBMISSION REQUIREMENTS The City is requiring that all proposals be presented in the format provided within the PY 2017 Applications Guidelines that have been updated to include the corresponding deadline found in this RFP. The guidelines will be made available on the City’s website at www.cityofmobile.org and in the Community and Housing Development Department located at the address listed at the bottom of this RFP. Proposals will be reviewed by City Staff upon submittal.
