In this connection,reproducedbelow is the extract of para I of GeneralRules relating to PrivilegePasses/PTOs, stipulatedbelow Schedule-Ilof Railway Servants(Pass)Rules,1986(Second Edition-1993)fur reference:GENERAL RULES RELATING TO PRIVILEGE PASSESIPTOS to invalids "1. PrivilegePasses/PTos Theterm 'invalid' with referenceto Rule 2(c)(iv) and2(dxiiixd) shallmean: (i) An invalid is onewho is sufferinglrom disabilitvof mind otherthan drue addictionascauseof and is unfit to earnevenafter attainingthe mentaldisabilityor is physicallycrippledor handicapped ageof2l years. (ii) It hasalsoto be satisfiedthat the handicapis of sucha natureso asto preventhim from eamins his livelihoodandthe sameshall be evidencedby a Certificatefrom the Medical Officer not belowthe rank of DivisionalMedical Officer, who as far as possible,shouldstatethe exactmentalandphysical conditionsof the invalid. (iiil A certificatefrom the MedicalOfficer on the abovelines shouldbe producedat leastonceafter 'llhe every threeyearsindicatinethat the invalid continuesto suffer from the disorderor disability. employeeshalladvisethe administrationwheneverthe invalid startseaming. (iv) If in the opinion of the Medical Officer"the physicalhandicapor disabilitv of mind etc. is of sucha naturethat the personconcernedis likelv to becomefit to earnhis livelihoodaftera gapof time, he shallnot be treatedas 'invalid' for the purposeof theserules."
