A Congressional Hearing to obtain full discovery and disclosure from all agencies, private and publicly funded to include any and all 21 Government agencies doing Research and Development, in particular the Department of Defense, the Defense Advanced Research Project Agency, Federal Law Enforcement Agencies such as National Security, Central Intelligence Agency, and Federal Bureau of Investigation, to include private contractors for said agencies, the Department of Energy, Science and Technology Assessment, Health and Human Services, and Public Policy Agencies such as the Potomac Institute for Policy Studies, and the Law and Neuroscience Project, and any other policy makers who are carefully monitoring the outcomes in how to incorporate such technologies in the scope of the law. In addition to all private and publicly funded Corporations, Companies, Weapons manufacturer’s, Universities, Research Institutes, Medical Facilities, and Organizations doing research and development into Cognitive Neuroscience, Neurotechnologies, Nano-Neurotechnologies, and Neuro-pharmaceuticals, Human Brain-Computer Interfaces, Biometric recognition software, Cyber and Telecommunication Surveillance capabilities, and other non lethal weapons manufactures using electromagnetic radio frequencies to harness their next generation non lethal crowd control weapons arsenal.

To fortify existing laws on Human Experimentation and the RIGHTS TO INFORMED CONSENT - whereby no waiver of consent of an individual can be circumvented by third parties to include GOVERNMENT AGENCIES, in the NAME OF NATIONAL SECURITY, under CLASSIFIED, TOP SECRET, BLACK OPS and/or OTHER RESEARCH PROGRAMS under any circumstance, for any reason, whatsoever – PERIOD.

Criminal investigation and prosecution for the first degree murder of those innocent American targets who came forward to all proper agencies at the local, state, and federal level to put a stop to their Targeting, but did not survive the massive levels of insidious violence inflicted upon their person and property. Not all Targeted Victims will sustain the exact same Tactical, Operational, and/or Experimental Protocols, some are subjected to far more violent, and brutal protocols, as such not all boxes will be checked. I am asking the American Bar Association, Special Committee on Bioethics and the Law to work with Victims such as myself to put an end to these heinous and egregious crimes against humanity taking place in the United States of America, against law abiding, defenseless American targeted citizens’. In addition, I am asking that you assist in strengthening existing laws to include these new advances in bio-technologies, and/or writing new Legislation in the protection of all American’s against such covert, offensive, criminal abusive uses of bio-technologies, that have done grave harm to experimental Targeted Victims, some to the point of their deaths.
