Incident Maritime incident in Brgy. Pulang Daga, Paracale, Camarines Norte

Brief Description A total of four (4) victims were reported from a maritime incident that occurred near Brgy. Pulang Daga, Paracale, Camarines Norte, last February 26, 2016 after a huge wave hit their banca and caused it to capsize. Three (3) out of four (4) victims managed to swim to the shore and the other was taken by a current and was found dead the next day.

III. ONGOING EVENTS (6) A. ALLEGED FOOD POISONING IN BRGY. POBLACION BAGUMBAYAN, SULTAN KUDARAT (Monitored since February 27, 2016) CURRENT SITUATION: A total of twelve (12) individuals, ages 11-50 years old, have experienced vomiting, abdominal pain, loose bowel movement, body malaise, and fever. The said patients are currently admitted at Sultan Kudarat Provincial Hospital and Jan Mark Villanueva Clinic and Hospital. DOH XII still gathering latest information on the status of admitted cases. B. MARITIME INCIDENT OFFSHORE OF SALOME, GUMACA, QUEZON (Monitored since February 26, 2016) CURRENT SITUATION: On or about 5:30 p.m. of February 26, 2016, a report was received by the Phil. Coast Guard Station Southern Quezon that a motorized banca capsized at one nautical mile from the shoreline of Salome in Gumaca, Quezon. The motorized banca (MBCA Lady Aimme) capsized due to strong winds and big waves brought by northeast monsoon. There were sixty (60) on board passengers and crew. An undetermined number of passengers and crew were rescued while three (3) dead bodies were retrieved. All rescued passengers were brought to Gumaca District Hospital for medical treatment, and all subsequently brought to the Bishop’s Formation Center where other needs are being provided. Rescue operations are continuously being conducted by the Phil. Coast Guard and other responding maritime vessels adjacent to the incident area. Other passengers are yet to be accounted. C. DISPLACED POPULATION DUE TO THE ARMED CONFLICT BETWEEN LAWLESS ELEMENTS AND THE AFP 51ST INFANTRY BATTALION IN BUTIG, LANAO DEL SUR (Monitored since February 25, 2016) CURRENT SITUATION: Last February 21, 2016, an armed conflict occurred between Lawless elements and the AFP 51ST Infantry Battalion in Brgy. Bayabao, Butig, Lanao del Sur. A total of 4,311 families/20,091 individuals in five (5) barangays in the said municipality were affected. Of whom, 320 families/1,600 individuals are temporarily relocated at the three (3) identified evacuation sites: Mosque in Brgy. Samer, Madrasa Mahad Butig in Brgy. Sandab and Core Shelter in Brgy. Pindolonan while the remaining affected families are staying with their relatives or relocated to Marawi City, Lumbatan, Lumbayanague, Poona Bayabao and Masiu, Lanao del Sur. VEHICULAR ACCIDENT IN TUGANAY, DAVAO DEL NORTE (Monitored since February 24, 2016) CURRENT SITUATION: An L-300 van lost its control when its tire exploded and turned over four times while traversing the National Highway in Tuganay, Carmen Davao del Norte. At least nineteen (19) individuals were reported injured. DOH Regional Office XI is still coordinating with the nearby hospitals for any update on the injured victims. E. DISPLACED POPULATION DUE TO ARMED CONFLICT IN DATU SALIBO AND DATU SAUDI AMPATUAN IN MAGUINDANAO (Monitored since February 9, 2016) CURRENT SITUATION: A total 5,008 families/ 25,040 individuals were reported to be affected by this armed conflict. There were two (2) evacuation centers stationed at Datu Salibo and Shariff Aguak, Maguindanao. Likewise, other displaced families are currently staying with their relatives (house based). As of February 23, 2016, there were five (5) reported injured due to the said incident. One was brought to Cotabato Regional and Medical Center for treatment, status of whom to follow. Four (4) other injured victims were treated as outpatient. The Regional Office of ARMM augmented CAMPOLAS to Datu Salibo RHU and Evacuation Center in Datu Saudi Ampatuan. VEHICULAR ACCIDENT IN BRGY. VALENCIA, ALEGRIA, CEBU (Monitored since February 24, 2016) CURRENT SITUATION: As of February 27, 2016, there were a total of three (3) deaths (1 dead on arrival-male, 1 ER death-female, 1 dead on the spot-male) and 17 injured victims reported and brought to Badian District Hospital. Six (6) were admitted and eleven (11) were treated as out-patient. All admitted patients are in stable condition. HEMB-OPCEN is now closing this monitored event. IV. SPECIAL EVENT (1) A. DROUGHT/DRY SPELL BROUGHT ABOUT BY EL NIÑO PHENOMENON I. CURRENT SITUATION A total of 56,392 families / 281,960 individuals affected from 186 barangays in 16 municipalities all over Maguindanao due to the said incident. The extreme heat has also caused adverse effects on the well-being of the affected residents. There have been reports of water-borne diseases such as diarrhea and vomiting and heat-related illness such as cough and cold, sore eyes, fever and skin diseases. Aforementioned cases were reported in ARMM, details of cases reported to follow. The Province of Cotabato, the municipalities of Pagalungan and Lamitan in Maguindanao declared State of Calamity. World Food Program is conducting a stunting prevention program and are supporting the pregnant and lactating women and children 6 -23 months in the municipalities of South Upi, Upi, Sultan sa Barongis, Buldon and Datu Saudi Ampatuan in Maguindanao and Lumbayanague and Piagapo in Lanao del Sur through its supplementary feeding program to prevent stunting (low height/length for age) among children from the moment they were conceived until they reach the age of two years old. Specialized nutrition products are provided to them daily through RHU/BHS along with IYCF and other routine health services. Through this program, the effect of El Niño on the nutritional needs of the target participants are being addressed. To date, A total of 4,878 Pregnant and lactating women and 6,797 children 6 -23 months have benefited from the program. Source: Dr. Martin Parreno of WFP

DOH – HEMB:  Coordinated with Mr. Ron Aray, RHEMS Coordinator of DOH ARMM, who provided the details on the monitored event  Continuous monitoring of the regions affected by the dry spell and drought RO ARMM:  Deployed teams to join the Regional Task Force on drought for a three (3) day validation of data in all municipalities of Maguindanao  Deployed RHA team and Nutritional Assessment Team  Augmented 600 sachets of ORS, 200 Jerry cans and 3000 water purifying tablets  Augmented 4000 water purifying tablets to Kabuntalan through ARMM HEART  Augmented 2 boxes of CAMPOLAS to South Upi RHU  Coordinated with UNICEF for water testing kits and World Food Program for implementation of expanded supplemental feeding  Coordinated with WASH Cluster and Nutrition Cluster for possible convergence and planning  Coordinated with PHEMS IPHO Maguindanao, ARMM HEART and OCD ARMM  Strengthen disease surveillance and Health Emergency Management  National Nutrition Council ARMM with Nutrition Cluster (composed of different agencies) planned to assess the rest of the municipality in Maguindanao in the coming weeks  Quad Cluster Meeting conducted by HEMS DOH ARMM and co-lead by Dr. Gerrie Medina of WHO.
