“CONQUEST  2028”   What  is  “Conquest  2028”?  

    It  is  the  responsibility  of  all  stakeholders  to  adapt  and  change  to  provide   opportunities  for  each  and  every  student  to  ACHIEVE!    Education  has  vastly  changed   over  the  past  decade  and  the  Hayward  School  District  must  be  flexible  to  meet  the   ever-­‐changing  needs  of  our  students,  parents,  staff,  and  community.    In  order  to   provide  these  educational  opportunities,  we  must  have  a  shared  vision  with  a   strategic  focus.    That  is  why  we  created  “Conquest  2028”,  the  Hayward  School   District’s  plan  to  increase  academic  and  social  achievement  for  all  of  our  students.     “Conquest  2028”  is  built  around  our  10  pillars  of  education.    These  pillars  of   excellence  encompass  what  a  child  experiences  in  the  course  of  a  school  year.    This   systemic  approach  provides  clear  building  and  district  level  goals  that  are  reviewed   on  a  quarterly  basis.    Conquest  2028  provides  the  long-­‐term  expectations  that   match  the  yearly  goals.     Simply  put,  “Conquest  2028”  provides  the  expectations  and  the  road  map  for  where   we  want  the  Hayward  School  District  to  be  in  the  year  2028.    We  have  gained   momentum  over  the  past  five  years  and  have  a  lot  of  work  ahead  of  us,  but  with   collaborative  effort  and  a  focus  on  academic  and  social  achievement,  we  are   confident  we  will  reach  our  goals.       CREATING  “CONQUEST  2028”     The  Hayward  School  District  leadership  and  School  Board  worked  collaboratively  in   order  to  develop  a  long-­‐term  shared  vision,  which  is  systemic  and  consistent  with   our  10  pillars  of  educational  excellence.    “Conquest  2028”  is  the  district’s   comprehensive  plan  to  increase  student’s  academic  and  social  achievement.     The  Hayward  School  District  has  a  clear  mission  and  a  systemic  year-­‐to-­‐year  goals   process.    “Conquest  2028”  will  provide  the  framework  that  will  guide  us  to  reach   our  long-­‐term  goals.    This  framework  will  guide  us  as  how  we  prioritize  our  budget,   staffing,  and  physical  resources.

  HAYWARD  SCHOOL  BOARD’S  COMMITMENT  TO  “ACHIEVE”     The  Hayward  School  Board  has  affirmed  its  commitment  to  the  following:     • Parents  and  the  community  as  respected  partners   • Commitment  to  a  customer  service  model   • Instruction,  identification,  and  interventions  that  meets  the  needs  of  each   student   • A  well  rounded  educational  program  that  integrates  both  academic  and   social  growth   • A  rigorous  core  curriculum  of  language  arts,  mathematics,  science,  and  social   studies   • Providing  opportunities  for  each  student  to  be  career  or  college  ready   • Cost  effective  and  efficient  operations   • A  collaborative  and  respectful  governance  relationship  with  the   superintendent       COMPONENTS  OF  THE  PLAN   Our  goals  and  plans  outlined  in  “Conquest  2028”  started  with  a  strong  foundation   and  a  tradition  of  excellence.    All  of  the  pieces  of  this  long-­‐term  strategic  plan  were   designed  to  tie  together,  and  compliment  our  mission,  pillars  of  excellence,  and   evaluation  process.    The  goal  is  to  assure  100%  of  our  students  “ACHIEVE”  by  2028.     MISSION:    “ACHIEVE”   Defined  as:    Each  student  will  show  academic  growth  measured  by  local  and  state   assessments.     STUDENT  ENGAGEMENT:   Each  student  must  be  engaged  in  the  learning  process  for  maximum  results.      All   stakeholders  will  be  accountable  for  the  engagement  and  realize  the  importance  of   this  component.     CULTURE  AND  CLIMATE:   The  Hayward  School  District  will  provide  a  culture  and  climate  accepting  and   challenging  to  all  students.    Developing  and  maintaining  relationships  along  with   communicating  clear  expectations  will  be  essential.     TALENT  DEVELOPMENT:   The  Hayward  School  District  will  commit  to  hiring,  developing,  and  maintaining  the   most  qualified  talent  possible.    Continuous  professional  development,  with  a  specific   focus  will  happen  consistently.  Utilizing  the  community’s  talent  will  be  a  priority  to   provide  the  best  opportunity  for  all  students  to  “ACHIEVE”.

      STAKEHOLDER  ACCOUNTABILITY:   Students,  staff,  parents,  and  community  members  will  be  accountable  for  the   academic  and  social  growth  of  each  child.    Clear  expectations,  proper  tools,  and  the   willingness  to  assure  each  child  show  ACHIEVEMENT  will  become  the  norm.     COMMUNITY  ENGAGEMENT:   The  Hayward  School  District  will  provide  numerous  opportunities  for  the   community  to  become  more  engaged.      Communication  of  accurate  information  will   be  expected.    The  Hayward  School  District  will  commit  to  providing  communication   in  any  way  that  best  suits  the  community’s  needs.     ELIMINATION  OF  WHITE  NOISE:   All  stakeholders  will  commit  to  our  mission  of  “ACHIEVE.”    Discussions  and  time   spent  on  topics  unrelated  to  “ACHIEVEMENT”  of  our  student’s  academic  and  social   growth  will  be  defined,  discussed,  and  eliminated.     CURRICULAR  PROGRAMS:   The  Hayward  School  District  will  provide  rigorous  curricular  programs,  which  are   grade  level  appropriate  and  modified  to  meet  the  individual  student’s  needs.     Curriculum  will  coincide  with  the  standards  and  benchmarks  approved  by  the   school  board  and  will  follow  the  guidelines  set  forth  by  federal  and  state  mandates.

Technology  

In 2028 We will… Ø Implement technologies and provide quality infrastructure, in order to improve communication with 100% of our stakeholders and also brand our school district. Ø Integrate state of the art technology into our classrooms, in order to engage our students and prepare them to compete in our local and global community. This will be accomplishe d by… Ø Providing systematic ongoing talent development for high quality technology resources, equipment and lesson plan design. Student Health and Safety  

In   2028… Ø 100% of our Students will feel safe, healthy and welcomed in our schools. Ø We will have developed and maintained a well-defined preventative crisis and risk management plan. This will be accomplishe d by… Ø Continuing to monitor and plan improvements in the culture and climate of our school district. In 2028 We will… Ø Develop and maintain school facilities that support our evolving 21st century learning strategies, security and energy efficiency needs and standards in all future building projects. Ø Insure that 100% of our students are offered nutrition, which supports high standards of health and well-being. This will be accomplishe d by… Ø Engaging in continuous improvement determinations, research and collaboration among our facilities and administrative teams. Extra Curriculars    

In 2028… Ø 95% of students will be participating in clubs and/or athletic programs. Ø Our students participating in extracurricular activities will maintain an overall GPA of 3.0 or higher. This will be accomplished by… Ø Informal and Formal Seasonal recruitment efforts. Ø Flexibility with academic supports and timelines for all student participants. This will be proven by… Ø Tracking The participation rates and academic results of our student extracurricular participants.

Pupil Services  

In 2028… Ø 100% of our students will be provided with a continuum of services where mental and physical health is concerned. Ø We will have an alternative school in operation. This will be accomplishe d by… Ø Develop and maintain appropriate services for the individual needs of all students. Ø Research and development of the most effective cost efficient methods, in order to provide alternative programming for our students in need. This will be proven by… Ø Formal and informal monitoring of student health from our counselors, health care providers and parents. Ø An alternative school will be operational.

STAFF  

  In 2028… Ø 100% of our talent will display division 1 district performance traits. Ø We will build each staff member’s individual capacity for successful instruction, in order to increase student engagement and achievement. This will be accomplished by… Ø Hiring, developing and maintaining division 1 type talent. Ø Providing systematic talent development opportunities and coaching. Ø Completing of local and state talent evaluations systematically throughout the year. This will be proven by… Ø Increased staff morale, retention of highly qualified teachers. Ø increased academic achievement for 100% of our students.

Community and parents   In 2028… Ø We will systematically collaborate with 100% of our community stakeholders, in order to achieve transparency, as well as establish an equal partnership towards the academic and social growth goals of our students. This will be accomplished by… Ø Providing the community with a consistent open door policy and maintaining a customer service mindset in all of our buildings. Ø Establishing intentional weekly and monthly communications from all staff, so that our community knows that they are a significant contributor to our district’s mission. Board of education    

In 2028… Ø Our board will continue to work cooperatively with the superintendent in order to make educational decisions to best assist all students’ to “ACHIEVE”. Ø We will continue electing, developing and maintaining division 1 quality board members, who work together toward the growth of the Hayward Community School District. This will be accomplished by… Ø Continued board enhancement meetings and other talent development. Ø Providing open lines of communication. Ø Continued school successes, which will insure high quality candidates. This will be proven by… Ø Positive relationship with the superintendent. Ø A Consistent common language. Ø Continuation of board enhancement.   Ø High quality candidates elected.

Curriculum and academics  

In 2028… Ø 100% of our students will be college and/or career ready for our local and/or global society. Ø 100% of our students will achieve measurable growth in our classrooms academically and behaviorally. This will be accomplished by… Ø Providing for our students with effective coaching, research based 21st century curriculum resources and systemic academic counseling. Ø Teachers who have the ability to engage and inspire students so that they meet their highest potential. This will be proven by… Ø Formal and informal evaluations including post graduate surveys and community feedback. Ø Progress monitoring, evaluating and reporting of district, building and classroom annual goals. Ø Increased academic achievement for 100% of our students k-12.

Finances    

In 2028 we will… Ø Continue to research and cultivate ways to cut costs, while still maintaining and developing the best talent and programming for our students. Ø Have a proven effective “pay for performance   model” which will reward our teachers that have consistently proven student growth and division 1 type behavior. This will be accomplished by… Ø Researching non-traditional revenues and maximizing income from traditional sources. Ø Providing services in a cost effective manner. Ø Collaboration with all stakeholders for compensation model decisions. This will be proven by… Ø Annual fiscal reporting.
