Comments Indicator 1 resulted in 80% (31/39) of children receiving early intervention services on their IFSP’s in a timely manner. Thirty-one (31) out of the thirty-nine (39) children received services within the required time. Based on the GEIS data report, there were eight (8) children who did not receive early intervention services as stated in their IFSP in a timely manner. This resulted in a program delay of 20% (8/39). From the eight (8) cases that did not receive early intervention services in a timely manner, five (5) children have not received speech/language services, two (2) have not received occupational therapy services, and one (1) received occupational therapy services pass the required timeline for this reporting quarter.
Target: 100% In September 2012, a private vendor was contracted to provide speech/language therapy, occupational therapy, and physical therapy. The contract was to cease on December 31, 2012. To ensure related services continue after the expiration date of December 31, 2012, the GEIS SPC, program unit coordinator, submitted a request in November 2012, requesting to secure a private vendor to provide physical therapy, occupational therapy, and speech/language therapy services. The program was able to secure occupational therapy services and speech/language services March 2013. The company contracted initiated occupational therapy services the week of March 25th, 2013 and speech/language services will be initiated first week of April 2013. The Division of Special Education, GEIS, continues to actively recruit certified personnel in all areas of special education. GEIS did not meet the target of 100% for this indicator. Indicator 2: Percent of infants and toddlers with IFSPs who primarily receive early intervention services in the home or community-based settings.

GEIS continues to implement recommended improvement activities to ensure appropriate services provided to eligible infants and toddlers and their families.

Guam is committed to ensuring that eligible infants and toddlers, birth to three years of age, are provided early intervention services as required in this Part C of the IDEA. In addition to the current child find and public awareness activities, GEIS has secured a public awareness contract to develop an updated GEIS public awareness campaign. GEIS continues to review and update implementation strategies to ensure an increase in the number of families who have eligible infants and toddlers receiving the necessary support services.

GEIS did not meet the State determined target of 1.75% for this indicator. For Indicator 6, the percentage of infants and toddlers birth to 3 with IFSPs, using the 618 data for December 1, 2012, is 1.81%. Through ongoing aggressive outreach and collaborative child find and public awareness activities, GEIS Progress Data for children birth to 3 years of age being serviced by GEIS has increased to 185 as compared to 163 reported in the 618 data report submitted for report period of December 1, 2011. This indicates an increase of infants and toddlers served with GEIS since December 1, 2011. Guam is committed to ensuring that eligible infants and toddlers, birth to three years of age, are provided early intervention services as required in this Part C of the IDEA. In addition to the current child find and public awareness activities, GEIS has secured a public awareness contract to develop an updated GEIS public awareness campaign. GEIS continues to conduct monthly individual staffing with service coordinators and monthly individual and group meetings to address issues of delays and correction methods to ensure Initial IFSP’s are conducted within timeline. Targeted monitoring has been initiated to see where technical assistance is needed with compliance issues as well as related requirement areas. GEIS met the target of 100% for this indicator. Indicator 8A resulted in 100% (24/24) of children with transition steps developed with families. Based on data reported on the quarterly reports, GEIS continues to meet the required target with this monitoring priority. GEIS continues to conduct improvement activities to monitor program requirements so that families and their children continue to receive planning to ensure a smooth transition. GEIS has met the target of 100% for this indicator in this reporting quarter. GEIS continues implementing transition improvement activities, such as, ongoing training, upgrading of data system, consistent monthly staff meetings to review procedures, and quality assurance checks through internal procedures. Indicator 8B resulted in 100% (8/8) of toddlers exiting Part C and potentially eligible for Part B where notification to the LEA occurred. Based on data reported on the quarterly reports, GEIS continues to meet the required target with this monitoring priority. GEIS has met the target of 100% for this indicator in this reporting quarter. GEIS continues implementing transition improvement activities, such as, ongoing training, upgrading of data system, consistent monthly staff meetings to review procedures, and quality assurance checks through internal procedures. Indicator 8C resulted in 100% (7/8) of toddlers having a transition conference as required in the IDEA, Part C, Transition regulations. One (1) child’s transition conference was conducted 68 days prior to the child’s third birthday due to Service Coordinator assigned completing the process pass the required timeline. School Program Consultant provided counseling with Service Coordinator. GEIS continues implementing transition improvement activities, such as, ongoing training, upgrading of data system, consistent monthly staff meetings to review procedures, and quality assurance checks through internal procedures. GEIS did not meet the target of 100% for this indicator in this reporting quarter
